Subject: SUB200900062 Wickham Pond Phase II Block I - Preliminary Plat
The preliminary plat for the Wickham Pond Phase II Block I, submitted on April 15, 2009, has been
reviewed. Current Development Engineering has the following comments:
Preliminary Plat Comments
1. The parcel of development is incorrectly labeled as TMP 56 -91A, please re -label correctly as TMP
56 -91. Also, TMP's 56E -2A and 56E -213 are labeled with the incorrect owner. [14- 302(B)(6)]
2. Please add a note that this parcel is in the Lickinghole Creek Watershed, an Albemarle County
Water Supply Protection Area. [14- 302(B)(7)]
3. Please show the existing 100 -foot stream buffer on the stream which flows through the
southwestern corner of the property as shown on the Albemarle County GIS maps. Please also add
the following note, "The stream buffer(s) shown hereon shall be managed in accordance with the
Albemarle County Water Protection Ordinance ". [14- 302(B)(10)]
4. It appears the critical slopes within the southwest area of the parcel will be disturbed during
development. Please submit a written request and justification under section 4.2.5 of the zoning
ordinance for a waiver authorizing the disturbance of critical slopes. [14 -304]
5. Will a dumpster be installed to serve trash needs for the 8 -unit building on Lot 142? If so, where
is its expected location?
6. Please extend Ditch 2 to catch run -off from the portion of Wickham Way that will release
uncaptured into TMP 56 -91A.
7. Ditch 1 may need to be designed as a Water Quality Swale (or flow directed to another BMP) in
order to meet the requirements of the Water Protection Ordinance.
Stormwater Management Comments
These comments are not comprehensive of a full stormwater management plan review, further comments
can be expected. These comments are not required to be addressed prior to approval of this preliminary
plat application.
8. Post DA -1 should still include the undeveloped portion (Block II of Phase II) in its area and
flowrate calculation. Please consider the northwest corner of the property the analysis point.
9. Please include DA -1 in the Water Quality Compliance Table. Please also include removal rates
based on the simple method spreadsheet, noting that rates are based on the drinking water
watershed. [14 -305]
10. Please include a Detention Compliance Table that shows pre- and post - development release
flowrates for all drainage areas.
11. Please submit pre- and post - development release rates of the existing pond. In order to satisfy the
requirements of MS -19, easements may be required from downstream properties including, but not
limited to, 56E -02A and 56E -02B. The receiving channels on these properties should be
investigated for potential erodibility.
12. The current condition of the inlets and outlets of the two railroad culverts which will carry flow
from this development should be evaluated. Extra protection may be necessary as a result of
increased flow volumes from this development.
13. There is a culvert under the driveway to TMP 56 -91A from Route 240 that may need to be
upgraded to handle increased flowrates from DA -1, an easement may need to be granted for this
work. Please calculate the pre- and post - development flowrates in, and the capacity of, this
culvert, including flow already in the ditch from Wickham Pond Phase I and The Highlands.
