At this point, after you have responded to the enclosed comments, I would recommend that this
proposal go back to the Planning Commission for a work session that will allow them to see the
changes and provide feedback on how it matches their expectations from the first work session.
A resubmission schedule is attached.
Comments — SP 2007-28 (Church)
Planning — Rural Areas (Scott Clark)
➢ Please see the VDOT comments; it will be necessary to have the results of the traffic
study before we can make a recommendation to the Planning Commission, and not
just in time for the public hearing. When will the report be available? Please note that
the information and improvements required by VDOT will need to be included on the
plan as part of the special use permit process, and not postponed to the site
development plan stage. Please contact Joel Denunzio directly for more details on
VDOT's specific requirements, but keep me informed as you develop your responses
on this issue.
➢ We are likely to recommend a fairly specific condition regarding the replanting of the
stream buffer—the goal would be to replant native streamside woods in a naturalistic
pattern, rather than formal landscaping. During your discussions with Tamara Ambler
early in this process, did you develop a mitigation plan for repairing the buffer after
the existing trailers are removed? Please supply any plans or agreements you have
developed.
➢ Please submit your request for a critical slopes disturbance waiver, as outlined in
section 4.2.5 of the Zoning Ordinance. Please supply additional cross-sections of the
areas with extensive modifications to the critical slopes, and calculations of the
volume of material to be removed.
➢ Please supply any approvals or reviews you have obtained from the Virginia
Department of Health regarding the viability of the proposed septic fields and well.
Planninjz – Architectural Review
➢ Staff will inform the Planning Commission of the ARB's recommendation of
approval, and of the ARB's list of issues to be addressed at the site development plan
stage.
Engineering (Glenn Brooks)
➢ There are no changes to the previous comment.
➢ [For reference, the previous comment is repeated here. Please respond on the choice
of stormwater-treatment methods. See current VDOT comments for more detail on
traffic issues.] This plan is satisfactory from a conceptual standpoint with regard to
the stormwater management, which was the previous review comment. Underground
water quality and quantity treatment is not preferred by the county, as above ground
facilities are easier to monitor and repair, but it does meet the standards. The
outstanding traffic study for VDOT may involve improvements to Rt. 250 at the
entrance. This sort of issue is usually resolved with the special use permit, rather
than with the site plan, because it may involve off-site improvements, or substantial
cost, but this discretion is up to Planning.
Virginia Department of Transportation (Joel Denunzio)
➢ The combined use of Church and Daycare may generate a volume of traffic that will
require a Chapter 527 traffic impact analysis. Please add the ITE trip generation
numbers to the plan.
➢ This site will most likely generate the need for a full left turn lane and taper. The
existing left turn lane appears to need to be extended to get proper deceleration for
this entrance.
➢ This section of Route 250 will be under the access management regulation as of
October 2009. This entrance should meet those regulations. There may be problems

with the spacing between this entrance and the business to the east. The spacing
should be set that t right turn lane is not shared but each entrance has it's own
dedicated turn lane.
➢ A plan for any construction to Route 250 and the entrance will need to be approved
prior to any construction to the state Right of Way.
Fire/Rescue (James Barber)
➢ Must comply with the Virginia Statewide Fire Prevention Code. Approval is subject
to field inspection and verification..

➢ No further comments; however, please see the VDOT comments under SP 07-28
above.

church and daycare —third zoning comments (based on resubmittal
4-09)
I have reviewed the resubmittal and have the following comments:
1. The applicant has specifically responded to my prior comments with his letter;
2. It may make sense to designate a primary drainfield location of the three. For
example, this (primary field) designation could be based on which clearing would
least impact the view from the entrance corridor.
3. It may be helpful for the applicant to clarify the water storage tanks shown beside
the parking area with 27 spaces. Are these for the sprinkler system? How tall
are the tanks?
4. Please have the applicant clarify the landscaping which is shown on the adjoining
property. Is this proposed with an easement on the adjoining property? Is it
required for WPO buffer remediation? As long as it is shown on this plan, there
is a certain expectation that it will be provided.
5. Will a buffer be provided adjacent to the RA property on the east as a buffer is
proposed adjacent to the west? If so, please show it on the plan.
6. Will screening (per the landscape ordinance requirements in Section 32.7.9.8) be
provided in the buffer?
7. Please revise the plan to show the following:
a. Primary drainfield designation;
b. Height of building in terms of number of stories;
c. Gross floor area proposed;
d. Departing property lines and Zoning of adjoining properties;
