Mr. Wright called the meeting to order at 1:00 p.m. and established a quorum.
Regular Review Items
ARB- 2009 -13: Watkins & Company Final Review of a Site Development Plan
(Tax Map 56, Parcel 107C)
Proposal: To establish a landscape contracting business with outdoor storage of landscape materials.
Motion: Mr. Missel moved for approval of the Certificate of Appropriateness for ARB- 2009 -13, Watkins
& Company, pending staff administrative approval of the conditions listed in the staff report, amended as
follows:
1. Revise some of the plants proposed along the east side of the site to an evergreen species.
2. Label the Spirea and Northern Bayberry on the plan.
3. Shift the plants that are proposed in the right -of -way back inside the property line or provide
documentation that VDOT has approved the planting.
4. Include the easements associated with existing and proposed utilities on the site and landscape plans.

Provide required plants outside of the easements or provide documentation from the easement holders
indicating permission to plant in the easements.
5. Provide documentation, signed by the owners of both the subject parcel and the adjacent Clover Lawn
parcel, that permission has been granted for the off -site planting and grading, or that the owner of the
Clover Lawn parcel has agreed to the sale of the land on which the off -site planting and grading is
shown.

ARB- 2009 -25: North Fork Regional Pump Station Project: Preliminary Review of a Site
Development Plan (Tax 32, Parcel 6A)
Mr. Missel recused himself from the meeting and left the meeting at 1:17 p.m.
Proposal: To construct a wastewater pump station consisting of underground pumps and piping; above-
ground generator, transformer and security fence; and a 600 square foot building to house equipment.
The ARB provided the following preliminary comments for the applicant's next submittal:
1. Revised plan for entrance submitted 5/18/09 is acceptable.
2. Revise the site plan to locate the mechanical equipment west of the proposed building so that it is
not visible from Route 29N. The revised location on the 5/18/09 plan is acceptable. Add a note on
the site plan identifying the height and color of the mechanical equipment and submit a color
sample. A dark green color is acceptable. Add the following note to the site plan: "Visibility of all
mechanical equipment from the Entrance Corridor shall be eliminated."
3. Revise the grading south of the generator and east of the entrance drive to blend more with the
existing topography and to avoid an "engineered" appearance.
4. Revise the 8' high Omega security fence circumscribing the development to an Aegis fence with
a top rail.
5. Revise the building design to eliminate the pilasters, east elevation door, and faux windows with
brick infill. Minimalist detailing, such as a brick soldier course, may be appropriate to relieve
blankness.
6. Indicate that no lighting is proposed for the building or site. Or, if lighting is proposed, identify
any proposed light fixtures on the site plan and include the cut sheets for the proposed lighting
within the set of full size site plan/lighting plan drawings, and submit a photometric plan. Specify
motion sensor lighting.
7. Revise the site plan to show the eastern utility easement line for the 16" sanitary force main and
the utility easement for the 2" water line, both of which are proposed south of the development.
Show all utility easement lines on the site up to the paved parking area.
8. Obtain a report from a certified horticulturist or arborist analyzing the existing tree types on the
site and revise the plantings proposed on the landscape plan to be compatible with the existing
tree species. Provide an existing conditions landscape plan detailing, in particular, extant
plantings along the EC. A landscape architect could assist in developing an appropriate planting
scheme specific to this area.
9. Revise the landscape plan to show the location of the proposed tree line once the utility easements
would be cleared. Show tree protection fencing along the proposed tree line to ensure that no
grading will occur within the drip line of the tree canopy on the site.
10. Provide a complete landscape schedule for any new plantings on the site. For large shade trees
along the EC, a 3 1 /2" caliper is required. Minimum shrub size at planting is 24 ", but larger sizes
may be required.

11. Provide a plan showing all the utility easements on the site shaded or highlighted to clearly
identify the areas that are restricted from planting. For those easements with planting restrictions,
clearly outline the restrictions and identify tree and shrub species that are acceptable to the
easement holders.
ARB- 2009 -27: Charlottesville Health & Rehab Center Sign: Certificate of Appropriateness for a Sign
(Tax Map 45, Parcel 26A2)
Mr. Missel returned to the meeting at 2:02 p.m.
Proposal: To construct a new freestanding monument sign.
Motion: Mr. Missel moved for approval of the Certificate of Appropriateness for ARB- 2009 -27,
Charlottesville Health & Rehab Center Sign, pending staff administrative approval of the conditions listed
in the staff report, amended as follows:
1. The use of EIFS shall be limited to the flat sign panel that is the background for the lettering.
2. Simplify the upper field area horizontal edge to remove the circular detail.
3. Any decorative elements in the revised sign design shall be executed in traditional materials.
4. The proposed cultured brick is acceptable but in a shade that is more representative of the local
context. Natural brick is preferred.
5. Provide a mortar sample for review and approval by staff.
6. The revised lettering size is appropriate, as submitted on 5/18/09.

ARB- 2009 -34: Three Notch'd Center: Final Review of a Site Development Plan (Tax Map 56A3,
Parcel 9)
Proposal: To construct commercial and office space in two buildings, with associated site improvements.
Motion: Mr. Missel moved for approval of the Certificate of Appropriateness for ARB- 2009 -22 and
ARB- 2009 -34, Three Notch'd Center pending staff administrative approval of the conditions listed in the
staff report, amended as follows:
1. Revise the footprint of the buildings on the site plan to coordinate with the revised elevations. Revise
the wall light locations shown on the lighting plan to coordinate with the wall lights shown on the
elevations. Revise the labels for elevations SKI.I and SK1.2 to correct the directions (east/west).
2. Revise the louver in the 40' -wide gable to an appropriately scaled window.
3. Add cornice details to the architectural drawing set that reflect a traditional fascia and soffit
arrangement with trim detailing.
4. Identify on the drawings the material of the window heads and provide a sample. Indicate on the
drawings that window glass will be clear.
5. Revise the plan to clearly show that the second -story bridge is occupiable space.
6. Revise the note on site plan sheet 3 to indicate that the dumpster enclosure will be masonry to match
the building.
7. Delete the "4 Prunus" note from the Zelkova located next to the freestanding sign.
8. Shift the Red Maple located east of the loading zone away from the sanitary line.
9. Revise the spacing of the trees along the northern property line to maintain the mixed planting, but to

allow for healthy growth of the trees.
10. Convert one of the 12 parking spaces located at the southern end of the western property line to a
planting island and add one tree at 21/2" caliper in that planting island.
11. Add a 21/2" caliper tree in the island west of the western entrance to the site.
12. Provide for review the cut sheet for the REC fixtures and include it on the plan. Include the following
note on the plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial
lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads
and property in residential or rural areas zoning districts shall not exceed one -half footcandle."
13. Include the following note on the architectural plans: Visibility of all equipment from the Entrance
Corridor shall be eliminated. Eliminate landscape notes 4 and 5 from sheet 12 or clarify in greater
detail on the plan how they apply to this proposal.
14. Revise the freestanding sign design to coordinate with the revised materials of the proposed buildings.
15. Revise the landscape plan to add the shrubs included in the freestanding sign description. Revise the
"sign with plantings" note on the landscape plan to indicate "perennials ". (The specific type of
perennials need not be specified. Note that the sign location is provided for information and
coordination at this time. Final approval of the sign location will not be granted until a sign permit
application is made, reviewed and approved by the County.)
16. Wall sign criteria shall be as follows:
a. Sign type: Reverse lit channel letters
b. Illumination type: Internal LED
c. Colors: Black faces, trim caps and returns
d. Size limits: 18" letter height, max
e. Locations: Centered over first story windows and doors
f. Mounting: Raceway, raceway color to match wall surface
g. Graphics /logos: Limited to 18" maximum height and black faces
17. Revise the bridge detail to expose the beam over the vertical supports.

Work Session
ARB- 2009 -34: Restore'n Station Work Session
(Tax Map 55B, Parcel 1)
Mr. Lebo left the meeting at 3:34 p.m.
Public comment was requested, but no one was present.
Proposal: Work session to review the concept for the revised site layout and building design prior to
resubmittal of an ARB application to determine if the concept addresses the issues relative to site layout
and building theme discussed at the last review.
Regarding the revised site layout and building design for Restore'n Station, it was the consensus of the
ARB that the following items should be pursued:
1. A to -scale drawing is required to determine if the revised layout works. Specifically, turning radius
and travelway requirements should be called out.
2. The site should be efficiently organized resulting in the possible reduction of asphalt and increase in
green space.

3. The articulation of the west elevation of the building is an issue.
4. The building is located more appropriately in reference to the EC.
5. The relocation of the canopy is appropriate. The relationship between the building and the canopy
should be reconfigured so that the there is a balance between the canopy and the building.
6. The ARB would consider a wider and shorter canopy.
7. Increase the size of the planting island near the rear fuel pump canopy.
8. The cornice and the columns don't exhibit the same scale. The cornice should have more delicate
detailing. If columns are used, they should be tapered.
9. Reconsider building layout to increase window area. on the east elevation.
10. All windows should be coordinated.
Other Business
ARB- 2009 -37: Verizon Sign: Logo
Regarding the logo for the Verizon Sign, it was the consensus of the ARB that the logo would clutter the
wall sign area and is not appropriate. The wall signs must be proportional to the available wall area.
ARB- 2009 -40: Ntelos Sign: Face colors
Motion: Regarding the comprehensive sign criteria for the Ntelos sign, Mr. Missel made a motion that
the comprehensive sign criteria be revised to include black, white and blue (3M 3630 -157 Sultan Blue)
sign faces, only white illumination, and black trim caps and returns, with the other criteria remaining as
is.
Second: Mr. Wright.
Vote: The motion carried by a vote of 3:0. (Lebo, Daggett absent)
ARB- 2009 -36: Jiffy Lube Pantops Sign
Regarding the logo /graphic box sign for Jiffy Lube Pantops, it was the consensus of the ARB that the
proposed sign is appropriate given the existing condition and the proposed smaller size.
ARB- 2009 -43: Old Trail Village Block 2 Phase 2: Visibility
Regarding the visibility of Block 2 Phase 2 of Old Trail Village, it was the consensus of the ARB that the
review should be limited to staff review of building form, colors, materials, and landscaping
requirements.
