Phil,
We have reviewed the second submission of the road improvement plans for Albemarle Place and have the
following comments:
The spacing exception for the proposed signal is under review.
2. Clear zone easements extending 20 feet form edge of pavement need to be continuous. There are gaps
from station 106 +00 to 113 +50 and 119 +00 to 128 +00.
3. It appears that there is enough existing right of way so the entrance to the post office on the south end can
be channelized and signed for a right in only. The design should be drawn up and submitted to the post office for
review.
4. The design around the utility poles with GR -8 attached to a fixed object attachment and then to the wall is
not acceptable. The GR -8 does not have the adequate length of need of 225 feet and needs to attach to strong
post guardrail before terminating. It also cannot directly attach to a FOA. The FOA needs to attach to a wall as
shown in the VDOT Road and Bridge Specifications and needs to be attached to an approved concrete wall. All
guardrail and accessories need to be within Right of Way or clear zone easement.
5. Show road connection grades as commercial with percentage, landing and appropriate vertical curves. The
entrance profiles are shown as private entrances.
6. A pavement structure needs to be designed in accordance with AASHTO method. During construction
changes may occur when cores are taken from the existing road and an alternate structure is approved by VDOT
materials.
7. All drainage comments have been adequately addressed.
The following are comments received from Northwest Regional Operations:
Please note that a few comments from traffic conflict with our previous comments. I have met with traffic. and will
send resolutions to these comments when we have them. They include MOT comments on concrete barrier and
lane shutdowns and the amount of easement necessary for traffic signals.

Subject: Pavement Marking and Signing Comments and MOT Comments Rt. 29 and
Hydraulic Rd.
Please find below our comments concerning the above referenced plans.
General
1. Typically, the scale for Pavement Marking and Signing plans is 1" = 50'. See the Traffic
Engineering Design Manual Section III Chapter 4.
2. Please perform a thorough QC prior to the next submittal.
3. Existing signs should be depicted with unfilled circles; proposed signs should be depicted with
filled circles. See the Traffic Engineering Design Manual Section II — Appendix B -46.
4. Add a sign symbol legend to the plans. See the Traffic Engineering Design Manual Section II —
Appendix B -46.
5. Add a note that all signs designated for relocation shall only be relocated when road conditions
permit unobstructed visibility.
6. Add a note that signs damaged due to storage or relocation shall be replaced at the VDOT
Engineer's instruction.
7. Move the labels for the pavement marking types so they are not overlapping other elements on the
plan and can be seen easily.
8. Ensure that labeling arrows indicating the types of pavement markings are pointing to the correct
marking.
9. Under the heading NOTE, the word "be" is missing between the words "may" and "required."
10. For dual left turn lanes and dual right turn lanes add the word message "Only" midway between
the elongated arrows.
11. Existing and proposed right -of -way should be labeled on these plans. Additionally, a minimum of
10' is required around the signal poles allow for maintenance.
12. Under Signing and Pavement Marking Notes, delete notes 2 and 7.
Sheet 26
1. Add a cut line to the plan section depicting Rt. 29 & Hydraulic, around station 12. This same cut
line should also be applied to sheet 29. This will take care of the duplication on sheet 29, provide
separation points between the two sheets, and allow the pavement marking labels to be consistent.
2. Pavement marking arrows should be placed at the proper distance from the stop bars.
3. At station 95 +50, the arrow does not point to the sign symbol for the existing M1 -5 and M6 -1 that
is to be relocated. Also, the truck route signs should remain.

4. There is an existing sign that is not labeled to be relocated or removed near the 7 -11 sign that is to
be removed.
5. There is an existing sign at station 96 that is not labeled.
6. Label pavement markings that are to be eradicated between stations 99 and 100.
7. Is there as Stop sign or Yield sign at Main Street?
8. Label K at the new island should be A. If there are no other 8" lines on the plans, it should also be
removed from the legend as well.
9. We do not agree with the response that a full width right turn lane and taper is not needed at station
101. Due the volume of traffic, it should be provided.
Sheet 27
Label the proposed elongated arrows at stations 105 +5, 110 +85 and 112 +10.
2. Extend the stop bar to the gutter at station 109 +70.
All of the street names should be indicated.
4. Is there an advanced next signal sign approaching Seminole Court?
5. The truss foundation of the existing Overhead Traffic Sign at station 106 is shown in the proposed
gutter. This structure must meet clear zone requirements. In addition, the SB right turn pocket lengths
shall be long enough to adequately address the horizon year queue lengths for the SBRT movement on
Rte 29 during the AM Peak, PM Peak and Mid -day peak periods. Further, if the truss foundation needs
to be relocated to accommodate the southbound right turn lane, contact Asset Maintenance/Utilities to
ensure that shortening the distance between the foundation and the drainage manhole will be acceptable
to them.
6. Labels B & C at station 112 +50 are not correct.
7. White 4" width 10' long, 30' space lines should be shown at the beginning of the full width dual
turn lane at station 113 +25.
Why is the R5-IA located at station 116 +68 labeled to be removed instead of relocated?
9. The 4" white line should extend to the end of the transition or 100' minimum. The labels and lines
are missing for the dual lefts at 4th Street. Also, extend all of the lines for the northbound and
southbound lanes.
10. The elongated arrows should be properly located from the stop bar.
11. There are two signs at station 118+ 30 that are not labeled.
12. Markings to be eradicated have not been labeled at the intersection with 4th Street.

13. The right of way needs to be shown on the east side of Rt. 29 around station 118 and 119 to
ensure the signal equipment is within the right of way.
14. If there are proposed easements for the signal equipment, they need to be labeled. In addition, if
there are proposed easements around the signal poles we will require a ten -foot area around the poles for
maintenance purposes.
15. We do not agree with the response that a full width right turn lane and taper is not needed at
station 105. Due the volume of traffic, one should be provided.
Sheet 28
1. How is the proposed signal pole and mast arm going to be constructed so that it does not block the
existing signal heads? In addition, the proposed location for the signal poles does not meet clear zone.
A signal modification plan is needed.
2. The types of signs that are marked as existing to be removed are to be shown on the sheet.
3. Proposed stop bars are to be shown in the proper locations in regards to existing and future
crosswalks. Similarly, elongated arrows should be shown at the proper distance from the stop bar.
4. Offset the right turn lane stop bars.
5. The plan indicates 295' stacking on the southbound right turn lane. However, the stop bar is
shown 16' from the proposed stop bar.
6. Next signal ahead signs should be double indicated. Therefore, a second Seminole Court Next
Signal sign should be parallel to the relocated sign in the median.
Sheet 29
The stop bar at station 15 +80 should be properly shown in relation to the crosswalk.
2. Add an R39b (Center Lane Only) sign in the northbound median at approximately 16 +35.
There are three existing signs between Stations 17 +50 and 18 that have not been labeled.
4. Is the unlabeled existing sign near station 19 +80 a Stop Sign?
5. Add an R39b (Center Lane Only) facing southbound near station 20 +80.
6. There is an existing Stop sign at Cedar Hill Road that is shown as existing to remain. This is going
to be a signalized intersection and should be removed.
7. Move the crosswalk at Cedar Hill Road back from cut in the island and add a crosswalk.
Check label J at station 23.
9. The island at station 25 +50 is partially in the crosswalk.

10. Add a note that proposed pavement markings are to tie into existing markings.
11. There is an existing sign that is located near the proposed pole in the southwest corner. What is
the sign and its status?
12. With the proposed installation of a traffic signal at Cedar Hill Rd. /Albemarle Place Blvd., the
directional island designated to prevent left turns in and left turns out of Cedar Hill Rd. should be
removed. Therefore, a left turn lane from Northbound Hydraulic Rd. should be provided.
Sheet 30
1. It appears that no work is to be done on this segment of Hydraulic Rd. If this is the case, a
notation should be made on the sheet.
Geometry
1. On Hydraulic Rd. at station 25 +50, the sight distance at the proposed entrance is 13' outside of
VDOT right of way, either the right of way should be donated or an easement granted to ensure VDOT
can keep the sight distance open.
2. The bulb out lane for the bus stop is shown as being relocated. Has the Transit Authority been
notified and in agreement?
3. At station 22, there is a directional island designed to prevent left turns in and left turns out of
Cedar Hill Rd. With the traffic signal proposed for this location, it appears this island can be removed.
4. We disagree with the statement that a full - length right turn lane has been provided along the entire
site and a separate right turn lane is not needed. This full - length right turn lane along the site will
function much as a through lane, and therefore we recommend a separate full width right turn lane at
station 101 and 105 with appropriate taper. Also, at station 100 the acceleration lane is not long enough
to allow traffic to 75 to 80% of the posted speed; a full width section is needed for vehicles to reach the
required speed.
5. The right of way needs to be identified and labeled throughout the plan set. Any easements need to
be identified as well. All work needs to be within the right of way or easements need to be indicated
such as at stations 107 and 110.
MOT
1. The MOT should be more detailed as to specific events. There should be a sequence of
construction that clearly identifies what construction events take place and when.
2. The plans should state lane closures will only be allowed from 9:30 PM to 5AM. A note should be
added "Lane Closures are not allowed one day prior to a holiday or one day after a holiday." Special
events can also require all existing lanes of pavement to remain open and will be determined by the
VDOT Engineer.
3. The barrier service shown on the plans is unacceptable and should be removed from the plans.

Most of the proposed curbing and sidewalk can be built from behind the existing curbing. Lane closures
and barrier will not be needed for this work. The removal of existing curbing and new pavement should
be performed behind Group II Drums and the lane opened up at the end of the work period, and any
drop off areas greater than 6" within the clear zone should have a 6:1 wedge put in place prior to
opening the lane. At the top of the wedge, there should be a two -foot level area for the placement of
traffic control devices.
4. If there are specific areas where there will be deep cuts within the clear zone area and the area
cannot be backfilled, these need to be identified and the proper treatment indicated.
5. The new sidewalk should be in place prior to demo of the existing sidewalk. This may save
pedestrian detours. If pedestrian detours are needed, they should be identified on the plans.
6. When the left turn lane extensions are performed on Rt. 29, it may be necessary to close the left
most lane heading north on Rt. 29.
7. There are loop detectors on the southbound lanes of Rt. 29. There may also be northbound loop
detectors that could be impacted by the median construction work. These loop detectors need to be
identified and measures taken during construction to maintain the detection capability of the signals.
Replacement after construction is expected.
Number MOT notes on pages 62, 65 and 67.
9. Notes 3 & 12 appear to be the very same, one can be removed.
10. Note 16, add the 2005 Virginia Work Area Protection Manual and the road and Bridge
Specifications as well as the latest revisions.
11. The last four notes can be deleted, as all work shall be in accordance with the Virginia Work Area
Protection Manual.
12. Remove all duplicate notes. The appropriate notes should be provided on the first page of each
phase.
13. Add the following notes,
"The clear zone is to be free of stored materials and parked equipment, also horizontal and
vertical sight distances shall not be impacted by parked equipment."
"The contractor shall provide temporary drainage as required to prevent ponding of the water on
the roadway."
"Access to adjacent residential and commercial entrances shall be maintained at all times, or as
directed by the VDOT Engineer. In the event a temporary entrance closure is needed the contractor shall
notify the affected land owner at least 48 hours in advance of the start of any work."
"Construction work with lane closures will not be permitted on both the right side of the road and
the left side at the same time."
14. Note 19 should state all devices shall be NCHRP 350 compliant.

15. Remove the work zone signs shown on the plans and provide the appropriate reference pages in
the Virginia Work Area Protection Manual, such as TTC36.
16. Provide detailed information as to how the construction will be accomplished on Hydraulic Rd. at
station 22. It appears part of the existing entrance will be closed off by proposed curbing, how is traffic
to be maintained.
17. At the intersection of Rt. 29 & Hydraulic Rd., there will need to be several detailed descriptions of
how the work will be phased. It may also be necessary to close lanes prior to the signal depending on the
work being performed.
18. Details of the construction work around the concrete island at Hydraulic needs to be given. In
addition, the turning radius at this location needs to be reviewed and proper radius maintained. It also
appears the work on Hydraulic Rd. should be phased first to avoid potential construction phasing
problems. Also, the work on this corner will need to be expedited.
19. To avoid confusion, all matchlines should have matchline descriptions when used on the same
sheet.
20. Unmanned work areas will need to have Group II devices.
21. Shade work areas for the different phases.
22. Maintain access to the bus stops.
23. When the median is constructed at station 16, is left turning traffic going to be able to make the
turn into the commercial entrance at station 18?
24. The temporary traffic signal should be in place and functioning prior to the median break being
opened at station 118 +50.
25. The traffic signal work at station 129 will need to be completed prior to the removal of the
existing curb.
I believe there may be a need to meet and work out some of the details on the MOT.
