A new ATM machine is proposed between existing corner support columns at the northeast edge (end) of the existing canopy structure. The machine would face outward (northeast) from the canopy, with customer access provided by a lane adjoining the northeast edge (end) of the existing canopy structure. In the proposed location, the ATM will be highly visible from the Route 29N Entrance Corridor. Drawings illustrating the proposed design, materials, colors and lighting of the ATM and canopy were not included with this submission. These drawings are required to complete the review of this request. ARB staff comments on the previous application (Attachment A) submitted September 24, 2007 are attached for the applicant's benefit. Recommendations: Provide drawings illustrating the proposed design, materials, colors and lighting of the ATM and canopy. A new ATM machine is proposed between existing corner support columns at the northeast edge (end) of the existing canopy structure. The machine would face outward (northeast) from the canopy, with customer access provided by a lane adjoining the northeast edge (end) of the existing canopy structure. This lane of traffic would not be located underneath the existing canopy; therefore, a 12' wide vinyl awning is proposed on the fagade of the existing structure above. The ATM machine, approximately 8' tall x 10' wide x 6' deep, is to be located on a widened concrete island. Signage BB &T24 is to be located in the upper section of the ATM unit, on both the rear, interior (northwest) and front, exterior (northeast) elevations. The BB &T signage on the front, exterior (northeast) elevation of the unit appears to be approximately 2' wide by 10" tall. Signage on the rear, interior (northwest) elevation of the unit appears to be approximately 5' wide and 2' tall. Proposed colors for the ATM include burgundy, grey, and white. Entrance Corridor Guidelines state that mechanical equipment should be screened to eliminate visibility from the EC. The proposed ATM is mechanical equipment and would be highly visible from the EC in the proposed location. This guideline could be met by locating the proposed ATM interior to the canopy structure in its present location or on a side of the building that is not visible from the EC. EC Guidelines state that proposed colors should be harmonious with each other and other building /site elements. The proposed colors are not harmonious with the color of the brick in the canopy structure. Lighting details for the ATM were not provided. Most ATM units have internal lighting. EC guidelines discourage the use of internally lit logos and encourage the use of non - illuminated (opaque) backgrounds for signage. The proposed 12' wide vinyl awning over top the ATM has an awkward and uncoordinated appearance with the existing brick canopy. Staff does not support this Special Use Permit request to locate the proposed ATM at the northeast edge (end) of the existing canopy structure. Staff does support locating the proposed ATM in the same location as the existing ATM, interior to the canopy. Proposed ATM colors would still need to coordinate with the brick in the canopy, using opaque backgrounds and non - illuminated logos. Recommendations: Staff does not support this Special Use Permit request to locate the proposed ATM at the northeast edge (end) of the existing canopy structure. Should the ATM be approved in that location, proposed ATM colors would need to be revised to coordinate with the brick canopy, with ATM signage using opaque Attachment A backgrounds and non - illuminated logos. Samples or pantone numbers of the proposed colors would need to be submitted for review.
