Sherri Proctor Senior Permit Planner Albemarle County Community Development 401 McIntire Road, North Wing Charlottesville, VA 22902 March 20, 2009 RE: UVA Medical Center Supply Warehouse (Kirtley Warehouse) Engineer's Report for Zoning Clearance Dear Mr. Brooks: Timmons Group has been asked by the applicant, UVA Health Systems, to provide a certified engineer's report for the referenced facility to obtain zoning clearance. UVA facilities personnel were interviewed regarding operations, storage and other items as listed to confirm the information provided herein. The UVA Medical Center Supply Warehouse is a facility that will house a clean room (dust level only), storage rooms, restrooms, coffee /kitchen area, and internal loading dock. There will be a total of 22 employees working in 3 shifts (10 persons/ 10 persons /2 persons). The standards referenced in Section 4.14 have been addressed in the following responses: Noise The operation will not create sound or impact noise levels in excess of the values specified in Section 4.14.1. The warehouse building is located between SR 250 and the railroad right -of -way. To the north is the railroad right -of -way and Farmington neighborhood beyond; to the south parking and a high embankment; to the east is a high embankment; and to the west is currently vacant land. Pedestrian /vehicular access will be made from the south side of the building, which acts as a physical buffer from the railroad and Farmington development. Potential sources of noise are: I . Diesel generator that is tested once each year for 4 hours and once each month for approximately 10 minutes. It will also operate full time during power outages. It will be located on the south side of the building, adjacent the steep slope to the south and west. It will not have an enclosure. Testing of the generator is performed as a safety measure and will occur during normal working hours on weekdays only. 2. Delivery Vehicles — all delivery vehicles will be located on the south side of the building, away from the railroad and residential area to the north. Large delivery trucks will back into the interior loading dock to load /unload, The interior loading dock will attenuate noises associated with loading/unloading activities. Smaller delivery trucks will be loaded /unloaded by hand or may also use the interior loading dock. Vehicles will be prohibited from idling for any length of time during loading/unloading. The following trucks are expected at this facility: E 0 0 E E 3 3 a. One (1) standard 26 -ft, single -axle, box -truck will be used to make deliveries to the Medical Center and UVa offsite locations from the storage warehouse, b. One (1) 45 -ft tractor trailer delivery is expected each day in the morning between 5:30AM and 6:30AM. This truck will load and unload using the interior loading dock, which will attenuate any noise resulting from loading activities. c. Small passenger pick -up trucks are also used for delivery of supplies. These trucks do not produce, any significant noise. 3. Electric forklift(s) will be used to load /unload the trucks at the Interior loading dock. They will also be used to move supplies within the building. Use of forklifts outside of the building will not occur and gas forklifts will not be used. 4. Trash bailer — the trash bailer will be located within the building. 5. Exterior HVAC Equipment -- Exterior HVAC units will be located around the building and on the roof of the building. These units are standard air handling units and will not create noises above the maximum audible thresholds. 6. Dumpster — A dumpster will be located in the parking area on the south side of the building. Emptying of this dumpster will occur once or twice weekly. Vibration There will be no equipment within the building that will produce any vibrations. The exterior emergency generator will be on isolation pads and will operate only during testing and emergencies. Vibrations beyond the property line are not expected from this operation. Glare The operation is completely contained within the building. High temperature processes such as combustion, welding or other processes that may act as a light source will not be performed at this facility. Exterior lighting will meet County Code with regards to luminary requirements. Air Pollution There will be no emission of smoke, odor or gaseous pollutants other than that allowed for the diesel generator, which will be covered under the existing UVA air permit(s). Water Pollution No industrial liquid wastes will be generated by this facility. Radioactivity This facility will not permanently or temporarily store or transport radioactive materials. There will be no radioactive emissions or danger to health and safety of person on or beyond the premises as a result of the activities at this facility. Electrical Interference This facility will not house equipment that generates electrical disturbances that would adversely affect the operation of equipment on any other lot or premises, or the navigation or control of aircraft.
