Marotta, Senior Planner Division: Zoning & Current Development Date: June 17, 2009 Subject: SDP - 2009 -41 Georgetown Hydraulic Professional Offices- Final The Planner for the Zoning & Current Development Division of the Albemarle County Department Community Development will issue final tentative approval of the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [32.5.6.a] COMMENT: Please remove 30' Building Setback (original zoning) from the plan. This setback no longer applies to the property. 2. [32.5.6.a] COMMENT: Please clarify the waivers note on Sheet C -2. It appears that the 4 waivers listed are those that were issued with the rezoning; please reference zoning case. And, Sec. 8.4 is not the correct reference. Please revise. Also, because the note states that a total of 5 waivers were granted, also provide the 51' waiver in the note (i.e. a reference to the dumpster waiver and date of approval.) 3. [32.5.6.a] COMMENT: Please provide bearing /distance for the northeastern most segment of the boundary. 4. [32.5.6.b] COMMENT: Please provide a separate calculation for area within parking/circulation. This may be provided under "Site Totals" on Sheet C -1. 5. [32.5.6.h] COMMENT: Note is required stating whether property is within 100 -year flood plain limits, and if so, which flood zone. 6. [32.5.6.n] COMMENT: Please clarify screening intentions for around HVAC equipment. Is this a wall? 7. [32.5.6.i] COMMENT: Please provide construction details for all pavement sections used (concrete, brick, etc...) and clarify the plans so that pavement types are assigned (i.e. drive aisles and parking lot). 8. [32.5.6.a] COMMENT: Re -label sheet C4 -A as "5 of 6" and C -5 as "6 of 6 ". 9. [32.5.6.e] COMMENT: Please clarify existing trees to remain, existing trees to be removed, and proposed trees. As drawn it is very hard to distinguish. This is typically achieved using varying lineweights and using an "X" through trees to be removed. 10. [32.5.6.p] COMMENT: Per the above comment, please clarify which trees are proposed and where; the current plan is difficult to read. 11. [32.5.6.p] COMMENT: Please revise the callout that currently reads "Note: 6 trees 12" or greater in the conservation easement to be removed..." to read: "Note: 6 trees 12" or greater in the conservation easement to be 12. [32.5.6.b] COMMENT: Please clarify /address why the Parking Schedule on the cover sheet says "9,600 sf net" and then below the Maximum Square Footage for Commercial Use is "9,516 sf ". 13. [32.6.6.j] [4.17.4] COMMENT: Lighting locations on landscape plan Sheet C -5 do not match locations proposed on the lighting plan. Specifically, OB -1 -3 and OB -1 -4 appear to need to be moved north on the landscape plan. Also, please show floodlights on landscape plan. 14. [32.6.6.j] [4.17.4] COMMENT: Show adjacent zoning on the lighting plan. 15. [32.6.6.j] [4.17.4] COMMENT: Deck light, ELA fixture, and sign lighting catalog numbers on the lighting schedule on Sheet C -4 do not match cut - sheets. Please revise. 16. [32.6.6.j] [4.17.4] COMMENT: Remove Note #3 on sheet C -4 and instead show evidence of full- cutoff on all cut - sheets (or provide additional details.) 17. [32.6.6.j] [4.17.4] COMMENT: Replace Note #14 on sheet C -1 in favor of Albemarle County standard lighting note: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full - cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural area zoning districts shall not exceed one -half footcandle. " 18. [32.6.6.j] [4.17.4] COMMENT: Deck lights must also be full cutoff, or, emit less than 3000 lumens. 19. [32.5.6] Proffer #2. COMMENT: Transportation Planner has reviewed this application and has requested the bus shelter be shown along Georgetown Road as far south as possible, behind the sidewalk on a concrete pad. The bus shelter must be ADA compliant. 20. [32.5.6] Proffer #1. COMMENT: Please show the bike rack in the location approved on Sheet C -2 of the conditionally- approved Preliminary Plan. 21. Condition of Preliminary Approval: address all comments in 5/30/08 memo from Lisa Glass. COMMENT #4: Please address whether a temporary construction agreement/ easement will be necessary to build the proposed retaining wall next to TMP60F -1, and if so, show on this plan. If this is needed, a signed agreement/easement is required prior to final plan approval. 22. Condition of Preliminary Approval: address all comments in 5/30/08 memo from Lisa Glass. COMMENT #5: Please show necessary grading required to construct a shallow - sloping spot in the Conservation Area for the picnic tables. 23. Please note that all of the conditions of preliminary approval must be met, including the comments provided in 5/30/08 memo from Lisa Glass. A copy of that memo and associated comments are attached for your reference. 24. Engineering approval required 25. ACSA approval required 26. VDOT approval required 27. ARB approval required 28.
