After VDOT's last review of this project we sent the below e mail to the Francis MacCall at the county. We believe this structure is hydraulically over designed and will not commit to the maintenance of the structure until the contents of the below e-mail have been submitted, reviewed and approved by our VDOT District Hydraulics Engineer. The con span is an oversized structure and VDOT will need the documentation listed in the below e -mail to approve this structure to be accepted for state maintenance. Subject: RE: Oversized Culverts Mike, The designer /developers need to demonstrate to you why they need to do what they are proposing. We (VDOT) generally utilize a three tiered approach ourselves in these circumstances, avoid, minimize, and mitigate. At a minimum we need to determine that these folks have explored all other reasonable alternatives before deciding on this approach. You might want to check with the COE directly to find out what the situation is. It should be verified that what designer /developers are proposing is the minimum required. If it is the best that they can do given the circumstances, than we will have to consider accepting it. You may want to review the information that you garner with your Environmental Division associates to get their read on it as well. Stephen D. Kindy, P.E. Subject: FW: Willow Glen Subdivision, Albemarle County Joel, As anticipated, the 41.56 acre watershed for the con span is only generating 77.5 cfs Q10. When this flow applied to a 48" RCP with a headwall, it will run precisely full at a depth of 4'. They still need to demonstrate why the con span is required. I am sending the plans back with Alan today. The only item I needed from them was the drainage area map and computations. Michael E. Subject: Willow Glen Subdivision, Albemarle County Joel, If you get a chance to talk to Steven Edwards about the Willow Glen con span, ask him to provide us hydrology (drainage area map) and hydraulic comps. I think we should also see any documentation they have from the COE, that requires them to preserve that particular reach of stream. If they can mitigate elsewhere on their site, we should push them to do so. We need to know what is driving this structure design. My new numbers show that a 48" pipe may be adequate. Michael E.
