The Site Review Committee has reviewed the development proposal referenced above. Preliminary

not be considered final. However, the Site Review Committee has attempted to identify all issues that
could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
.Review Committee. If.you choose not to make the requested revisions, please submit in writing
justification for-not incorporating such revisions. Submit eight (8) full size copies and one (1) 1l" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by Monday, June 29th5.2009. Failure to submit this information
by this date will result in suspension of the review schedule. Review will resume when revisions are

Landscape Plan Checklist
Section 327.9:4: CONTENTS
- ❑a. The location, size and type of all proposed plant materials, and verification that minimum landscaping and
screening requirements have been satisfied. Plant materials may be indicated in the following generic terms on
the landscape plan: large or medium shade tree; screening tree; screening shrub; or street shrub. The required
plant materials shall be chosen from a recommended species list approved by the agent. Plant material not listed
may be substituted for required plant material only if such substitution is expressly approved by the agent.
. ❑b. Existing trees or wooded areas may be preserved in lieu of planting new materials in order to satisfy
landscaping and screening requirements, subject to the agent's approval. In such case, the landscape plan shall
indicate the trees to be saved; limits of clearing; location and type of protective fencing; grade changes requiring
tree wells or walls; and trenching or tunneling proposed beyond the limits of clearing. In addition, the applicant
shall sign a conservation checklist approved by the agent to insure that the specified trees will be protected
during construction. Except as otherwise expressly approved by the agent in a particular case, such checklist
shall conform to specifications contained in the Virginia Erosion and Sediment Control Handbook, pp III -284
through 111-297, and as hereafter amended.
❑c. In addition, the landscape plan shall indicate existing landscape features on the site. Such features shall
include, but shall not be limited to'
❑ 1. Wooded area indicated by general type (evergreen or deciduous) and location of tree line;
❑2. Small groups of trees and individual trees of six (6) inch caliper or greater, or ornamental trees of
any size, indicated by common name, approximate caliper and location;
❑3. Natural features which distinguish the site, such as prominent ridge lines, rock outcroppings or
water features;
❑4. Man -made features of local, historic or scenic importance;
❑5. Scenic vistas across the site from a public road.
❑The agent may require that any or all such features be preserved upon determination following a site
inspection, that the features contribute significantly to the character of the Albemarle County landscape and that
the preservation of such features is necessary to satisfy the purpose and intent of this chapter.
:Section 32.7.9.5: 'MINIMUM - STANDARDS
(a) Large street trees shall be one and one -half (1 1 /a) inches to one and three- quarters (13/4) inches minimum
caliper (measured six [6] inches above ground level) when planted.
.❑ (a) Medium street trees shall be one (1) inch to one and one - quarter (1 1/4) inches minimum caliper when
planted.
❑ (a) Evergreen trees for screening shall be a minimum four (4) feet to five (5) feet in height when planted.
❑ (a) Shrubs for screening shall be a minimum eighteen (18) inches to thirty (30) inches in height when planted.
Shrubs for street planting shall be minimum twelve (12) inches-to-eighteen (18) inches in height when planted.
.❑ (b) Planting is -lands shall contain a minimum of fifty (50) square feet per tree, with a minimum dimension of
five (5) feet in order to protect the landscaping and allow for proper growth.
❑ (b) Wheel stops, curbing or other barriers shall be provided to prevent damage to landscaping by vehicles.
❑ (b) Where necessary, trees shall be welled or otherwise protected against change of grade.
❑ (b) All pervious areas of the site shall be permanently protected from soil erosion with grass or other ground cover or
mulch material.
Section 32.7.97: PARKING LOT LANDSCAPING
❑ (b) Interior landscaping: Exclusive of the requirements of section 32.7.9.7 (a) and (c), an area equal to
five (5) percent of the paved parking and vehicular circulation area shall be landscaped with trees or
shrubs.
❑ (b) This -shall include one (1) large or medium -shade tree per -ten (10) parldng spaces or portion
thereof, if five (5) spaces or more.
Comment: This has been adequately addressed; however please indicate the
-number of shrubs to be -planted. h is shown as (TBD) to be determined on the
landscape plan.
Section: 32.7.9.8: SCREENING
Please indicate -the number of shrubs _to be :planted.
Section '32.7.9.'9: -TREE CANOPY
❑a. The foregoing notwithstanding, a minimum tree canopy shall be provided in accordance with this section.
"Tree canopy" or "tree cover" shall include all areas of coverage by plant material. exceeding five (5) feet in
height at a maturity of ten (10) years after planting. Selection of species for planting shall be in accord with
section 32.7.9.4
❑ (a) Specifications for plantings shall be in accord with section 32.7.9:5
❑ (b) Existing trees to be preserved in accordance with section 32.7.9.4(b) together with trees required
under sections 32.7.9.6, 32.7.9.7 and 32.7.9.8 shall count toward satisfaction of the minimum tree
canopy.
❑b. The following minimum requirements shall apply:
O1. Ten (10) percent tree canopy fora site to be developed with commercial, office or industrial
uses;

The plans for Albemarle County Vehicle Maintenance Facility - Major Amendment submitted on
26 May.2009 have received Engineering review. The plans may be approved after the following
items from the Albemarle County Design Manual Check list have been adequately.addressed:
A. -Site.and drainage plans (SDP200900044)
1. Existing site conditions requires the following information added:
.a. Date and source of the topographic information: All topography should be at least
visually field verified by the designer within the last year [18- 32.6.6, 14 -302,
Policy for date]
b. Benchmark location, elevation and datum for-topography. An existing utility or
other known position will suffice. [Policy]
2. Please have all edges of existing and proposed pavement labeled (where there is no
curbing)
3. Labels on all drainage structures provided (and should match the drainage computations
and profiles)
4. Please include typical sections for proposed channels with locations referenced from the
plan view sheets.
�5. Drainage profiles: (applicable to site plans, road and drainage plans) [14 -311, 18 -32]
drainage profiles for each pipe, structure or channel must contain:
a. existing ground
b. proposed ground
c. any channel linings
d. . a label on each structure.to correspond with the computations
e. material and strength .class or gage of each pipe
f. pipe slopes at 0.5% min. to 16% max. (per VDOT studs for anchors over 16 %)

Narrative:
1. Please state the acres to be disturbed in the narrative. Even though no fee is being charged
the County is required to keep a total acreage of annual disturbed area.

2. Existing site conditions will follow the State Erosion and Sediment Control Handbook
requirements for descriptions. [VESCH page VI -2 and VI -241 The existing basin has
major erosion that will need to be repaired with this plan.
3. Please provide a soils description in the narrative and show the soil boundaries on the plan
sheet.
4. Stormwater runoff consideration appears to be missing from the narrative.
-5. Sediment basin "design computations" are missing from the narrative.
6. The existing basin is in bad repair and has significant erosion from the existing outlet
structure. MS -19 analysis is required.
Plan sheet:
L. Show dust control symbol (DC).
2. Show Temporary Seeding (TC).
3. Show Permanent Seeding (PS).
4. Show existing soils boundaries.
5. Basin construction details are required.
Once these comments have been addressed, please submit 2 copies of the revised plans, calculations, and
narratives to Current Development Engineering. Due to the required additions and information required,
additional comments and/or corrections may be required.

Below are VDOT's comments on the Site Plans for the June 18, 2009 Site Review Committee Meeting:
SDP -2009 -00043 Red Lobster Seafood Company- Preliminary (Elizabeth Marotta)
1. It is recommended that the frontage along Rio Road be dedicated to public use for a distance of 10 feet
behind the existing curb for the turn lane that was constructed with the entrance to Fashion Square Mall.
This area should have been dedicated as part of Rio Road at the time the turn lane was built to
accommodate the necessary setbacks, clear zone and pedestrian facilities and to ensure there was
adequate space to maintain the road. It is also recommended that the sidewalk be constructed along to
frontage of Rio Road. ]
.2. It appears there may be some easements missing from the plan that should be in place for drainage
structures.
3. This plan does not appear to generate .a volume of traffic that would require the submittal of a Chapter
527 Traffic Study.
4. All access to the sight is internal and should not require and permits.
