The members of the County's Site Review Committee have reviewed the development proposal referenced above. Preliminary comments are included below. Planning Division The applicant will need to submit statements of approval from the Health Department and ABC prior to the festival event. Submit a letter describing, in detail, the scope of the festival and layout of the venue. Be sure to address the following: 1. How trash pick up, recycling, and trash disposal would be managed. 2. How ticket sales, including on -site sales, would be regulated to keep within the maximum number of visitors each day. 3. How parking arrangements, and entrances and exits would be regulated, as well as any other traffic control arrangements. 4. How the emergency exit would be marked. 5. Whether there would be event signage, and if so, indicate the nature and location of the signage on the site plan. 6. The police and security arrangement, both inside and outside the venue, including the number of police and security personnel. 7. The hours of operation, including when the festival would begin and end, as well as when the music would begin and end. Staff recommends that music begin no earlier than noon on Sunday. 8. The type and number of vendor's facilities, and when those facilities would be set up and removed. 9. Demonstrate that the music would meet the noise restrictions outlined in the County Code or request a waiver in writing. SP 2009 -016, Music Festival 2 10. Provide a Fire Safety Inspection Report. 11. The location of the portable toilets. The portable toilets are shown northwest of the stage on the concept plan, but the applicant has indicated that they would be located along the treeline south of the vendors. Health Department The Health Department has no issues with the event, but the applicant needs to contact the Health Department at least 14 days prior to the event in order to process the Coordinator's Checklist, to ensure that the vendors are licensed and the bathroom facilities are adequate. Division of Zoning and Current Development Address in a letter and revised concept plan the following issues: 1. Recommend they seek just the one year approval for the music festival in October. 2. Applicant needs to state a maximum number of participants that corresponds to the amount of parking they can get on the site and specifically ask for a waiver to Sec. 5.1.43 e. 1. if the desired number of participants is greater than 150 people per day. 3. A scaled plan to show the number of parking spaces possible on the Misty Mountain Camp Resort property. 4. That there will be no off -site parking. 5. Obtain letters from neighbors supporting the festival. 6. Provide a plan for clean-up of the site and affected areas within two days after the final day of the festival. 7. Cleary state that overnight camping will be prohibited everywhere except in designated camping areas. 8. Obtain VDOT, Police, Fire/Rescue & Health Dept approval before issuance of zoning clearance. County Engineer No objection. Building Inspection No objection. Architectural Review Board There is no permanent construction associated with this request. Consequently, no permanent impacts to the Entrance Corridor are expected. Virginia Department of Transportation No objection. Fire and Rescue Division The festival must comply with the Virginia Statewide Fire Prevention Code. Approval is subject to a field inspection and verification. SP 2009 -016, Music Festival 3 Comments from each reviewer reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues which could effect approval of the proposed project.
