Subject: Bundoran Farm Lot H -08 Final Plat (SUB200900038)
The Engineer for the Zoning & Current Development Division of the Albemarle County Department of
Community Development has reviewed the second submittal of this plat and will recommend approval of
when the following items have been satisfactorily addressed. [Each comment is preceded by the applicable
reference to the Albemarle County Code.]
Comments from first submittal April 3, 2009
1. 14- 302(B)(10) Existing stream buffers - buffer on plat is outdated, please see the County's GIS
maps for the most up -to -date stream buffer location.
Comment has been addressed.
2. 14- 302(A)(12) Provide existing topography - Building sites must be within areas clear of critical
slopes and stream buffers (18- 4.2.1)
Topography is not required per Section 14 -303 Contents of final plat: In addition to
containing all of the information required by section 14 -302, except for the information
required by section 14- 302(A)(12), a final plat shall contain the following information.
Nevertheless, topographic information has been provided by the applicant on the latest
submittal, however, no source or date is provided. This topographic information shows that
critical slopes do exist in the location of the proposed building site on Lot HBD. It also shows
that in order to construct a driveway to the building site on Lot H8 from the location of the
proposed easement through Lot HBD, critical slopes will be impacted. A driveway to the
building site on Lot H8 could be constructed in an alternative location, without disturbing
critical slopes. It is unclear if a building site meeting the criteria of 18 -4.2.1 exists on
proposed Lot H8D between the stream buffers and the critical slopes.
17- 320(D) Only one stream crossing will be allowed to serve both lots. The crossing must meet
the criteria of 17- 320(D) and mitigation is required. See Albemarle County Design Standards
Manual for mitigation criteria.
The 30 -foot shared access easement shows one stream crossing on Lot HBD. A note has been
added to the plat regarding crossing criteria and mitigation. Please revise note on plat to read,
"Mitigation will be required per Albemarle County Design Standards Manual prior to approval
of buffer disturbance." Supporting information will be required with a building permit request
for either Lot. Work within the existing stream may require permits from federal or state
agencies. Copies of these permits will be required with the building permit request.
4. 14- 302(A)(4) Private easements - An access easement is required through Lot H8D to serve Lot
H8.
The access easement terminates within the buffer of the second stream, and by utilizing this
easement to access the building site on Lot H8, further buffer disturbance will occur. This

disturbance is not authorized, only the disturbance necessary to make the single stream
crossing is allowed. Please provide a different location for the access easement to avoid this
buffer disturbance.
5. For information purposes: A Critical Resources Plan or Erosion & Sediment Control Plan is
required with Building Permits in the Rural Area. Driveways may have a maximum grade of 16%
(18- 4.6.6)
6. The Final Plat of Bundoran Farm, approved 9/5/07, shows a platted right -of -way (BD 144 P
474) providing access from Robinson Hollow to Route 692 through Lot H8. Please show this
right -of -way on this plat, or provide evidence that it has been vacated.
