I received a revised plan for the subject site and all VDOT comments have been adequately addressed. A Land
Use Permit will be required for any work within the existing Route 654 ROW and can be obtained at the VDOT
Charlottesville Residency office once the county approves the plan.

Amy,
I have reviewed the above road plan and have the following comments:
A pavement marking plan need to be shown for the addition of the turn lane on Route 654.
2. Driveway culverts and entrances need to be shown on the plan.

3. It appears that the extension of the culverts under Route 654 will need a drainage easement adjustment.
Also, identify the type of existing culverts and how they will be extended.
4. Are any utilities going to be placed within the ROW?
5. The typical section on R1 for Vernon Farm Dr. needs to have 7 foot shoulders when guardrails are used.
6. The typical for the turn and taper lane on Route 654 shows the 10 foot shoulder and offset to the face of
guardrail but the plan view shows a 4 foot offset. The typical section is correct and the plan view needs to be
corrected.
7. GR -2 around the fill at culverts need to be designed with adequate Length of Need. The LON for Vernon
Farm Dr. and a 4 foot GR offset is 43 feet. Proper end sections need to be shown in accordance with the VDOT
Road and Bridge Standards.
8. The guardrail on Route 654 does not appear to be designed properly. The length of need is 191.4 feet for a
10 foot offset and needs to be measured from the hazard. Also, the flare rates shown in standard GR -6 need to
be used and this type of end treatment needs run into the cut slope of the road in accordance with the standard.
Right of Way may not be far enough behind the ditch to accommodate the GR -6. A GR -9 may need to be used
instead. Also, GR -INS standard needs to be used for the driveway within the run of GR -2.The GR -6 trailing end
design also appears to have problems and may need to be shown as a GR -9.

We have reviewed the above plan and have the following comments:

• Sheet 1, the WP -2 standard and the detail shown are not the same. The WP -2 standard requires
surface overlay of the entire road for a distance of 100 feet beyond the widening.
• Sight Distance on a 45 mph road is 500 feet.
• End treatments need to be shown on the guardrail both in the development and on route 654
• A detail for outlet protection needs to be shown.
• The guardrail on route 654 needs to be designed in accordance with methods in VDOT's Road Design
Manual, Appendix 3. runout length needs to be accomodated.
