The County has refined its policy on artificial turf fields. The conversion of the grass to artificial turf increases the overall imperviousness of the site, so water quality and quantity control is a concern. Though, after evaluating the existing stormwater system, engineering review believes that water quantity control is not an issue considering the detention within in the existing downstream biofilter, underground pipe, and even within the underdrain system of the new field. However, water quality concerns still exist. The applicant should submit a WPO plan showing water quality treatment of the runoff from the artificial field. Water quality computations should be made considering the artificial field as gravel (70% imperviousness). Alternatively, in lieu of providing treatment within a facility, the applicant may commit to water quality monitoring of the runoff from the artificial field. The frequency and location of the water quality sampling should be determined by a qualified individual with experience in water quality analysis. Results and analysis of the raw data should be provided to the county every three months after construction of the field for a period of one year. (Rev. 1) At the suggestion of the applicant, the County will allow the treatment of a percentage of existing VDOT impervious surfaces in lieu of direct treatment of the artificial turf field. However, in order to treat this road runoff to the minimum state guidelines, a full biofilter section (2.5ft) must be provided. Once the following items are addressed, the plan can be approved: - Please submit a WPO application and fee ($180) for an amendment to the SWM plan. - Please update the biofilter detail on Sheet 2.1 to show a 2.5ft section of the "state- approved biofilter mix" and between 12" & 18" of gravel beneath the soil mix. Please also remove structure 23 and 8" pipe from the profile. -The county will accept the adequate percolation rate of the in -situ soil beneath the biofilter, so an underdrain will not be required. Please remove structure 23, the underdrain pipe, and the note referring to the underdrain pipe from pages C0.0 and C1.3. It should also be noted that the applicant is now proposing to direct runoff from turf field into the irrigation cistern. This will result in some additional treatment of the runoff from the field during spring and summer months.
