CONTEXT/VISIBILITY
The proposal under review is located in the northwest corner of the Luxor Commercial Center development,
Route 250E, Pantops Mountain. The site adjoins the Route 250E right -of -way to the southwest and the Rite
Aid Pharmacy to the northwest. Due to its close proximity to the EC, the site is expected to be highly visible.
Visible sections of the bank building include the front (west), side (south, facing EC), and rear (east)
elevations. The south elevation (facing EC) of the drive -thru canopy will be visible.
PROJECT DETAILS
The applicant is proposing to construct a one - story, 3,000 sq. ft. branch bank with 2 drive -thru lanes, ATM
machine, and required site improvements.
CHANGES TO THE PROPOSAL SINCE THE PREVIOUS REVIEW:
• The bank footprint has expanded into the drive -thru lane previously shown adjoining the east side of
the building, reducing the total number of drive -thru lanes from 3 to 2. The canopy of the inner drive -
thru lane continues the brick facing, block base and cornice design of the main building. The outer
lane has a simple aluminum canopy whose height is lower than the rest of the building.

The west and south elevations of the tower in the northwest corner of the building have been revised
with the addition of windows matching those previously proposed in the building.

Building
Issue: Building/Drive -thru Canopy/Redesign
Comments: In the previous review, the applicant proposed a flat, column supported, aluminum drive -thm
canopy in Sandstone to match the cornice and coping building colors. The canopy was 31' wide (facing EC)
and 4' lower in height than the building. In response to ARB comments asking for more detail on the
integration of the drive -thm structure with the building, the applicant has revised the drive -thru canopy
proposal by reducing the number of lanes to 2 and continuing the brick facing, block base, and cornice design
of the main building over the inner drive -thru. The canopy over the outer lane is a flat, cantilevered aluminum
structure in Sandstone, with a height 4' lower than that of the building. The revised design significantly

reduces the visual impact of the utilitarian drive -thru use on the EC, while also providing roof coverage with
less appearance of mass. In the current submission, the applicant has revised the west and south elevations of
the tower with the addition of windows matching those previously proposed in the building. This eliminates the
blank appearance that was present in these elevations and which the EC Guidelines discourage.
Recommendations: None.
Issue: Glass Samples
Comments: In the previous review of this proposal, the applicant was asked to provide glass samples for
review. A sample of the grey tinted glass with a 6% exterior reflectance value has been submitted. The tint
does not appear to be a heavy one, and the reflectance value meets the ARB standard, so this is an appropriate
material.
Recommendations: None.
Site
Issue: Off -site Grading/Existing Trees/Tree Protection
Comments: In the previous review of this proposal, the applicant was asked Revise Sheet C7 Grading and
Utility Plan to show proposed grading rounded (10' minimum radius) to meet the existing condition on the
Rite Aid parcel. Provide evidence of a grading easement and show the limits of the easement on the grading
and utility plan. The parking lot grading, as currently shown on Sheet C7 Grading and Utility Plan, will
require off -site grading on the Rite Aid parcel; however, that grading is not shown on the drawing and
evidence of the needed grading easement and its limits are not included in this submission. Proposed grading is
shown within the canopy of the 4 existing Eastern Red Cedar trees on the Rite Aid property adjacent to the
western boundary. Sheet C8 Landscape Plan shows 4 existing Eastern Red Cedar Trees; however, the drawing
label states that there are 5 existing Eastern Red Cedars in that location. Preservation of these trees is an
important factor in mitigating the visual impact of this proposal and the Rite Aid development on the Corridor.
An Erosion Control Plan showing the method and location of tree protection was not included with this
submission. Verification is needed from a certified arborist that all proposed grading will not be detrimental to
the health of the trees that are to remain. A tree conservation plan, with measures remedying and limiting
impacts on existing trees to remain, will need to be submitted.
Recommendations: Revise all applicable drawings, including Sheet C7 Grading and Utility Plan, by showing
the off -site grading on the Rite Aid property required to meet the grades currently proposed in the adjoining
parking area, with the proposed grading rounded (10' minimum radius) to meet the existing condition. Revise
the annotation on Sheet C8 Landscape Plan to reflect the group of 4, not 5, existing Eastern Red Cedar trees
on the Rite Aid property adjacent to the western boundary of the proposal and indicate their existing height.
Provide an Erosion Control Plan showing the method and location of tree protection for the existing Eastern
Red Cedars on the Rite Aid property. Provide verification from a certified arborist that all proposed grading
will not be detrimental to the health of the trees that are to remain along with a tree conservation plan, with
measures remedying and limiting impacts on existing trees to remain.
Landscape
Issue: EC Frontage Trees /Spacing/Utility Conflicts
Comments: In the previous review of this proposal, the applicant was asked Revise the drawing (Sheet C8
Landscape Plan) to include the location of all existing utilities and their associated easements. Revise the
landscape proposal by replacing the proposed street trees with a variety whose habit (size) would not conflict
with existing orproposed utilities and their easements. Revise the proposal to include flowering ornamentals,
alternating amongst all frontage street trees, for the full width of the right -of -way. Sheet C8 Landscape Plan,

in the current submission, does not show the limits of the easement for the overhead electric lines across the
EC frontage of the parcel. The height from the lowest line to the ground is not indicated on the drawing. As a
result the impact on the proposed frontage trees cannot be fully assessed. Entrance Corridor Guidelines state:
Large shade trees should be planted parallel to the Entrance Corridor Street. Such trees should be at least
3112" caliper and should be of a plant species common to the area. Such trees should be located at least every
35' on center. One of the large shade frontage trees, previously shown adjacent to the right -of -way south of the
drive -thru, has been removed in the current submission, resulting in a 49' spacing between the Chinese Elm
frontage trees. The applicant indicated this was done for security reasons. A 43' spacing is shown between the
Chinese Elm trees and the Amur Maples also proposed as street trees along the same frontage. The Chinese
Elm trees are proposed at a 2.5" caliper at planting. The following note needs to be added to the landscape
plan: All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the
topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall
health of the plant.
Recommendations: Revise Sheet C8 Landscape Plan to show the limits of the overhead electric easement and
indicate the height of the lowest line from the ground. Revise the spacing of the large shade trees along the
Route 250E right -of -way so as not to exceed 35' on center. Revise the landscape schedule to indicate a
minimum planting size of 3.5" for all large shade trees along the Route 250E right -of -way. Revise the
landscape proposal, if needed, by replacing the proposed street trees with a variety whose habit (size) would
not conflict with existing or proposed utilities and their easements.
Issue: Building Foundation Planting
Comments: In the previous review of this proposal, the applicant was asked Revise all landscape drawings to
show shrub plantings in the beds adjacent to the west and south building elevations and in the parking lot
island adjacent to the southwest corner of the building, in a design that integrates the building with the site.
Sheet C8 Landscape Plan shows shrub plantings in a design that integrates the building with the site, in the
beds adjacent to the west building elevation and in the parking lot island adjacent to the southwest corner of
the building. The applicant does not show shrub plantings in the bed adjacent to the south building elevation as
required. Sheet C7 Grading & Utility Plan shows a Centel (telephone) easement located across part of this
planting bed. Verification is needed that the proposed planting would be permitted.
Recommendations: Revise the landscape plan to show shrub plantings in the bed adjacent to the south building
elevation, in a design that integrates the building with the site. Provide written verification that the planting is
permitted in the Centel (telephone) easement located across the bed.
Lighting Design
Issue: Light Poles/Fixture Tilt
Comments: Sheet C9 Lighting Plan does not include a cutsheet for the proposed light poles. The luminaire
schedule does not include the light pole color /finish and the degree of tilt for all proposed fixtures.
Recommendations: Revise Sheet C9 Lighting Plan to include a cutsheet of the proposed light poles. Revise the
luminaire schedule to include the light pole color /finish (black or bronze is appropriate) and zero degree of tilt
for all fixtures.
Issue: Wall Signage
Comments: The applicant was asked to provide complete details on any proposed building wall signs. A sign
package detailing the wall sign design on the west (front), south (EC side) and east (rear) elevations of the
building tower was included with this submission.

The following issues have been identified with this signage:
• In the previous review of this proposal, the applicant was asked Revise the wall sign proposal by
eliminating the sign shown on the south elevation. Three signs on the tower have the appearance of
overcrowding the structure. In this latest submission, the applicant has not removed the wall sign in
the south elevation as requested.
• The total square footage of all 3 wall signs combined exceeds that which is permitted by Section 4.15
of the Zoning Ordinance. The permitted maximum square footage for all 3 wall signs combined is 114
sf. The proposed total square footage for all 3 signs combined is currently 136.8 sf.
• The proposed wall signs, as shown in the 81/2" x I I" sign package drawings, appear to overcrowd the
elevation. The proposed wall signs, as shown on the elevation drawings Wachovia, Pantops Financial
Center, West & South Elevations and East & North Elevations, allow for adequate space around all
sides of the channel letters and logo box and therefore do not overcrowd the elevations.
• Samples of the blue and green vinyl proposed for the logo were not included with this submission. The
applicant has indicated that the PMS equivalents are as previously noted in the sign description and
are the same colors approved for the Wachovia freestanding sign (ARB 08 -166) at the Route 29N/ Rio
Rd.E. location. The PMS equivalent numbers are not shown on the sign drawings in this application.
• The sign drawings do not indicate if the logo box is to be illuminated. No illumination would be
appropriate; however, if illuminated, the guidelines state the external illumination would be the most
appropriate method.
Recommendations: Revise the wall signage proposal by:

7. Revising the wall sign dimensions in the 8 1/2" x 11" sign package drawings to correspond with the
sign dimensions shown in the building elevation drawings Wachovia, Pantops Financial Center, West

The following issues have been identified with this signage:
• The modern style of the sign structure does not reflect/compliment the traditional style of the building
architecture. The silver color aluminum sign frame/base does not reflect and compliment the
traditional brick and cast stone materials in the building.
• Samples of the blue and green vinyl proposed for the logo were not included with this submission. The
applicant has indicated that the PMS equivalents are as previously noted in the sign description and
are the same colors approved for the Wachovia freestanding sign (ARB 08 -166) at the Route 29N/ Rio
Rd.E. location. The PMS equivalent numbers are not shown on the sign drawings in this application.
• The sign location is not shown on the site plan or landscape plan, demonstrating that it meets the
required 5' sign setback and is free of conflicts with utilities. The landscape proposal around the sign
should integrate the freestanding sign into the overall landscape development of the site.
• The applicant is proposing the use of internal neon to illuminate the entire sign including text and
logo. Entrance Corridor Guidelines indicate that external illumination of logos is considered more
appropriate. Due to the small size of the site and the total number of signs proposed, the internal
illumination of this sign/logo is expected to contribute to a cluttered appearance. The sign drawings do
not indicate the sign/logo background is to be opaque as required by EC Guidelines. External
illumination of the entire sign or internal illumination of the text only would seem to be more
appropriate. If internal illumination is approved, the sign drawing should be revised to include the
following note: The cabinet sign shall be constructed such that no light spills outward from the top,
bottom, sides or back. If internal illumination of the text only is approved, the sign drawing should be
revised to include the following note: The cabinet sign shall have a non - illuminated background, or
an opaque (zero light transmission) background, only the text shall illuminate.
Recommendations: Revise the freestanding signage proposal by:
• Revising the modern design of the freestanding sign structure to reflect and compliment the traditional
style of the building architecture using traditional materials proposed in the building.

development of the site.
SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. The revised building /canopy design.
2. The off -site grading required along the western boundary and the impact on existing trees to remain.
3. The proposed street tree design along the Route 250E right -of -way.
4. The proposed design of the wall and freestanding signage.
Staff recommends approval of a Certificate of Appropriateness, pending staff administrative approval of the
following conditions:
1. Revise all applicable drawings, including Sheet C7 Grading and Utility Plan, by showing the off -site
grading on the Rite Aid property required to meet the grades currently proposed in the adjoining parking
area, with the proposed grading rounded (10' minimum radius) to meet the existing condition. Revise the
annotation on Sheet C8 Landscape Plan to reflect the group of 4, not 5, existing Eastern Red Cedar trees
on the Rite Aid property adjacent to the western boundary of the proposal and indicate their existing
height. Provide an Erosion Control Plan showing the method and location of tree protection for the

Dear Mr. Davis,
The Albemarle County Architectural Review Board, at its meeting on July 21, 2008 completed a preliminary
review of the above -noted request to construct an approximately 2500 sq. ft. branch bank with three drive- thru
lanes in the Luxor commercial development. The Board offered the following comments for the benefit of the
applicant's next submittal. Please note that the following comments are those that have been identified at this
time. Additional comments may be added or eliminated based on further review and changes to the plan.
1. Revise the building footprint, as shown on the site plan drawings, to correctly correspond with the
building elevations
2. Revise the building elevation drawings to indicate the proposed materials and colors of the drive -thru
canopy fascia. Provide samples of the materials and colors if they have not already been submitted.
Provide more detail on the integration of the drive - through structure with the building.
3. Revise the site or building drawings to clearly show the location of proposed HVAC equipment and the
method of screening its visibility from the EC. Revise the site plan and building elevation drawings by
adding a note stating No mechanical equipment shall be visible from the Entrance Corridor.
4. Revise Sheet C7 Grading and Utility Plan to show proposed grading rounded (10' minimum radius) to
meet the existing condition on the Rite Aid parcel. Provide evidence of a grading easement and show
the limits of the easement on the grading and utility plan. Revise all landscape drawings to indicate
the location, type, and size of all plantings in the Rite Aid planting strip that adjoins the northwest
perimeter of the Wachovia parking lot. Show additional tree and shrub plantings in this area to replace
existing plant materials that may be removed due to the off -site grading.
5. Revise drawing Sheet 1/1 Wachovia 0 Pantops, Landscape Plan (scale 1" = 10'), to include a
landscape schedule with all proposed and existing landscaping for the bank site clearly labeled.
Revise the drawing to include the location of all existing utilities and their associated easements.
6. Revise the landscape proposal by replacing the proposed street trees with a variety whose habit (size)
would not conflict with existing or proposed utilities and their easements. Revise the proposal to
include flowering ornamentals, alternating amongst all frontage street trees, for the full width of the
right -of -way.

9. Signage that is visible from the EC will require ARB approval. Freestanding signage proposals can be
submitted separately from the site plan application and should demonstrate that they meet all ARB
sign guidelines, are coordinated with the landscape proposal, and in locations that are free of utility
conflicts. With the next submission, provide details, including the proposed size, material, color,
method of attachment, and method of illumination, if any, of all proposed building signage visible from
the EC. Demonstrate that the wall text extended across the recessed fagade will have an appropriate
appearance. Revise the wall sign proposal by eliminating the sign shown on the south elevation.
10. Provide glass samples for review.
11. Revise the tower to provide more detail to address blankness.

checklists and schedules are available on -line at www.albemarle.org /planning.
Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on
each drawing and an ARB approval signature panel. Please provide a memo including detailed responses
indicating how each comment has been addressed. If changes other than those requested have been made,
identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other
means will facilitate review and approval.
