benefit of the applicant's next submission (Attachment A).
• 10/25/06: ARB 06 -73, Westfield Road Center, Certificate of Appropriateness issued for the construction
of a 3 -story office /residential building with a rear basement level, 26 parking spaces and other associated
site improvements.
PROJECT DETAILS
The applicant proposes to construct a 1 -story medical office building with a rear walk -out basement. The brick
building, with its hip roof form, occupies a 55' x 71' footprint and is located at the rear, southwest end of the
parcel. A parking lot, providing 20 spaces, is proposed in front of the building and accessed from Westfield
Road.
CHANGES TO THE PROPOSAL SINCE THE PREVIOUS REVIEW
All of the changes have been in response to comments provided during the previous review.
SITE CONTEXT
The subject parcel is situated on the south side of Westfield Road on a vacant and undeveloped parcel. The
front two thirds of the parcel is a relatively flat open grass surface while the rear portion is a steep downward
slope covered with a mature stand of mostly deciduous trees. The parcel is adjoined to the west by the parking

lot of a relatively flat parcel containing a 1 -story traditional style building, home to United Bank, fronting on
Route 29N. Adjoining the parcel to the east is the parking lot of a 1 -story contemporary, professional office
building located on a sloping parcel that provides for a rear building walkout. Directly behind, southwest of,
the parcel is a large expanse of asphalt providing parking to a 1 -story commercial building. Across Westfield
Road from the parcel is the 3 -story brick Montague Miller office building located close to the street, with
relegated parking.
VISIBLITY
The parcel under review fronts on Westfield Road. The United Bank site is situated between the Route 29N
Corridor and the northwest boundary of the parcel under review. The western edge of the parcel is located 250'
from the EC right -of -way and the entire parcel falls within the 500' depth of the EC Overlay District. Views of
the proposal are expected to be limited due its distance from the Corridor, the location of the bank
building /development in between, and the 5 existing 18" and 30" caliper Eastern Red Cedars along the western
boundary, designated to remain. Only the right, northwest, building elevation (facing EC) and the front half of
the parking lot, adjoining the Westfield Road frontage, are expected to be visible. Visibility of the parking lot
improvements is expected to be more limited than that of the northwest building elevation.

Building Design
Issue: Building Materials /Colors
Comments: As previously noted, the applicant provided samples for all proposed building materials and colors
with this latest submission. Samples provided include an earth tone terra cotta brick, a medium tan mortar, off -
white (buff) cast stone, trim, window /door, gutter colors, EIFS, and a charcoal gray dimensional roof shingle.
The proposed materials /colors are complimentary of each other and represent the simplicity and reserve that is
appropriate for this building style.
Recommendations: None.
Issue: Northwest Elevation/Revised Cantilevered Canopy
Comments: In the previous review, regarding the cantilevered portico in the northwest elevation, the applicant
was asked to: a) provide support similar to the front portico using classical elements and proportions to
eliminate the cantilevered appearance, and b) consider either engaging or more fully disengaging the fascia line
from the main roof. In the current submission, the applicant has replaced the cantilevered canopy with a
column supported roof, and increased the distance between the fascia line of the porch and the main roof by a
half foot. Both revisions have resulted in an elevation whose design corresponds more closely with the rest of
the building and further engages the EC.
Recommendations: None.
Site/Landscape Design
Issue: Tree Conservation Plan/Existing Catalpa
Comments: Sheet C4 Grading & EC Plan shows an existing 14" caliper Catalpa tree trunk approximately 15'
from the northwest corner of the proposed building. A 3' wide sidewalk is shown encroaching approximately
6' inside of the tree canopy, and the proposed building footprint is located F from the canopy edge. Of the 6
existing trees along the western boundary designated to remain, this is the only tree shown with improvements
proposed inside of the canopy. Without the proper measures, these improvements could be detrimental to the
health of the tree. In the previous review, the applicant was asked to provide a tree conservation plan with
measures limiting and remedying impacts on existing trees to remain along with verification from a certified
arborist that all proposed grading will not be detrimental to the health of trees designated to remain. In the
current submission, the applicant has included a letter from Michael Abbott, Certified Arborist for Bartlett Tree
Experts, concerning the existing trees (including the Catalpa) designated to remain. In the letter, Mr. Abbott
states that the trees can be saved provided that certain precautions are taken. His letter indicates that a Tree
Conservation Plan has been submitted to the applicant. That plan was not included with this submission.
Recommendations: Provide a tree conservation plan with measures limiting and remedying impacts on existing
trees to remain, including the Catalpa.
Signage
Issue: Building & Freestanding Signage
Comments: In the previous review, the applicant was asked to provide revised elevations showing the location
of all building signage along with details, including the sign design, materials, colors and dimensions that

would be visible from the EC. The applicant's memo, accompanying this submission, states that signage will
be applied for separately. Information on building signs is needed at the time the building design is reviewed to
ensure that the building design adequately accommodates the desired signage in terms of style, size,
proportions, etc. If building signage visible from the EC is not proposed, a note to that effect should be added
to the building elevations. The location of the freestanding sign, previously shown at the east side of the site
entrance, has been removed in the current submission; however, the planting around the sign remains. Whereas
the design of the freestanding sign can be submitted and reviewed separately, the location of the sign needs to
be shown on the site plan and landscape plan to assure that the landscaping around it is coordinated with the
overall landscape plan and the location is free of utility and setback conflicts. The sign location cannot be
approved until the sign permit, showing the location, is applied for and approved.
Recommendations: Provide revised elevations showing the location of all building signage along with details,
including the sign design, materials, colors and dimensions that would be visible from the EC or add a note the
elevation drawings indicating that no building signage, visible from the EC, is proposed. Revise all applicable
site and landscape drawings to show the location of the freestanding sign, free of utility and setback conflicts,
with a landscape design coordinated with the overall landscape proposal.
Lighting
Issue: Proposed Coach Lantern/Full Cutoff Requirement
Comments: Sheet C9 Lighting Plan shows 2 post -mount coach style lanterns in the parking lot and a wall -
mount coach style lantern on the east, side, elevation. The Zoning Ordinance requires that all exterior lighting
emitting 3,000 or more lumens shall be a full cutoff style fixture. The number of lumens produced by the wall -
mount fixture is not indicated in the luminaire schedule. The number of lumens produced by the post- mounted
fixtures exceeds the 3,000 lumens threshold; therefore, a full cutoff style fixture is required. Neither the wall -
mount nor the post -mount fixture is a full cutoff style.
Recommendations: Revise the Luminaire Schedule on Sheet C9 Lighting Plan to include the number of
lumens for each proposed fixture. Revise the lighting proposal to ensure that all fixtures emitting 3,000 or more
lumens are true full cutoff style fixtures.
Issue: Luminaire Schedule
Comments: The Luminaire Schedule on Sheet 9 Lighting Plan does not indicate the bulb type for the proposed
fixtures. The proposed lighting maintenance factor (LLF) is 0.672; however, a factor of 1.0 is required.
Proposed front porch canopy fixtures are not listed in the schedule, and their cutsheets are not provided on the
Lighting Plan.
Recommendations: Revise the Luminaire Schedule on Sheet 9 Lighting Plan to indicate the proposed bulb type
for all fixtures and a lighting maintenance factor (LLF) of 1. Include the porch canopy fixtures in the schedule
along with cutsheets on the Lighting Plan.
Issue: Photometric Plan/Spillover/Readability
Comments: The photometric plan on Sheet C9 Lighting Plan shows a footcandle value of 0.67 very close to
the Westfield Road right -of -way. The Zoning Ordinance does not permit f000tcandle values in excess of 0.5 at
the right -of -way line. The footcandle values on the drawing are drawn too small and too light, making it
difficult to read and determine if the values at the right -of -way exceed 0.5 footcandles.
Recommendations: Revise the photometric plan on Sheet C9 Lighting Plan to clearly show that the lighting
values at the Westfield Road right -of -way line do not exceed 0.5 footcandles. Provide a revised photometric
plan with the footcandle values drawn darker and at a larger scale for easier readability.

SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. The proposed building design including materials and colors.
2. The revised porch design in the side, west (EC) elevation.
3. The existing trees along the western boundary, designated to remain, and the need for adequate tree
protection.
Staff recommends approval of a Certificate of Appropriateness, pending staff administrative approval of the
following conditions:
1. Provide a tree conservation plan with measures limiting and remedying impacts on existing trees to remain,
including the Catalpa.
2. Provide revised elevations showing the location of all building signage along with details, including the
sign design, materials, colors and dimensions that would be visible from the EC or add a note the elevation
drawings indicating that no building signage, visible from the EC, is proposed. Revise all applicable site
and landscape drawings to show the location of the freestanding sign, free of utility and setback conflicts,
with a landscape design coordinated with the overall landscape proposal.
3. Revise the Luminaire Schedule on Sheet C9 Lighting Plan to include the number of lumens for each
proposed fixture. Revise the lighting proposal to ensure that all fixtures emitting 3,000 or more lumens are
true full cutoff style fixtures.
4. Revise the Luminaire Schedule on Sheet 9 Lighting Plan to indicate the proposed bulb type for all fixtures
and a lighting maintenance factor (LLF) of 1. Include the porch canopy fixtures in the schedule along with
cutsheets on the Lighting Plan.
5. Revise the photometric plan on Sheet C9 Lighting Plan to clearly show that the lighting values at the
Westfield Road right -of -way line do not exceed 0.5 footcandles. Provide a revised photometric plan with
the footcandle values drawn darker and at a larger scale for easier readability.

Dear Mr. Burkholder:
The Albemarle County Architectural Review Board, at its meeting on June 15, 2009, completed a
preliminary review of the above -noted request to construct a single -story building and associated site
improvements for an oral surgery medical practice. The Board offered the following comments for the
benefit of the applicant's next submittal. Please note that the following comments are those that have
been identified at this time. Additional comments may be added or eliminated based on further review and
changes to the plan.
1. Provide samples of all proposed building materials and colors.
2. Revise Sheet 1 of 1 Preliminary Site Plan to show the grading contours associated with the fill slopes along
the west side of the building and the cut slope (elev. 452) in the southeast corner of the parking lot
rounded to meet the existing condition, with the use of a 10' minimum radius.
3. Include, with your next submission, an Erosion and Sediment Control Plan showing the method and
location of tree protection. Provide a tree conservation plan with measures limiting and remedying impacts
on existing trees to remain along with verification from a certified arborist that all proposed grading will not
be detrimental to the health of trees designated to remain.
4. Revise Sheet 1 of 1 Preliminary Site Plan to include the location of the easement boundary for the
overhead power line along the Westfield Road frontage. Revise the drawing to note the distance from the
ground to the lowest line. If the mature height of the 3 proposed Winter King Hawthorn trees conflicts with
the location of this line, revise the proposal to show the use of a shorter tree.
5. Designs for all freestanding signage visible from the Corridor will need to meet ARB Sign Guidelines, with
locations free of conflicts with utilities and landscaping. An ARB sign application for freestanding signage
is an additional application that can be submitted separately from the ARB site plan application. For
building signage visible from the Corridor, provide revised elevations showing the sign location along with
details, including materials, colors and dimensions, of the sign design. Wall and freestanding signs will
require a sign permit in addition to ARB approval.
6. Provide a lighting photometric plan showing the location of all proposed site, building and decorative
lighting. Include all lighting cutsheets in the full size drawings. Provide a luminaire schedule of all proposed

exterior lighting on the photometric plan, clearly indicating all lighting options chosen, including but not
limited to heights and colors proposed for all fixtures and poles. All fixtures emitting 3,000 or more lumens
shall be full cutoff style fixtures.
7. Revise the drawing date for Sheet 1 of 1 Preliminary Site Plan to correctly reference the year as 4- 14 -09.
8. Revise the misspelled label PATIENCE REST. on Sheet Al -101 First Floorto read PATIENT REST.
9. Regarding the cantilevered portico on the northwest elevation: a) provide support similar to the front
portico using classical elements and proportions to eliminate the cantilevered appearance b) consider
either engaging or more fully disengaging the fascia line from the main roof.
10. Consider eliminating the dumpster, dumpster pad and enclosure in favor of independent trash cans
fully screened.

Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on
each drawing and an ARB approval signature panel. Please provide a memo including detailed responses
indicating how each comment has been addressed. If changes other than those requested have been made,
identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other
means will facilitate review and approval.
