Preliminary comments for the following divisions of the Department of Community Development and other agencies, as applicable, are attached: Albemarle County Division of Zoning & Current Development (Planner) Albemarle County.Division of Zoning & Current Development (Engineer) Albemarle County Division of Inspections (Building Official) Virginia Department of Transportation (VDOT). Albemarle County Service Authority (ACSA). Albemarle County Geographic and Data Services (GDS) Albemarle County Fire and Rescue Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues that could affect approval of the proposed project. Please make the revisions that have been identified as necessary for-preliminary approval by the Site Review Committee. If you choose not-to make the requested revisions, please submit in writing justification for not incorporating such revisions. Submit eight (8) full size. copies .and one (1) 11" x 17" copy to the Department of Community Development including responses to each of the attached comments of the Site Review Committee by Monday, August 31St,:2009. Failure to submit this information by this date will result in suspension of the review schedule. Review will resume when revisions are submitted along with a reinstatement fee of $65. David WyantP.E. .From: Gerald Gatobu, Principal Planner Division: _Zoning and Current Development Date: August 14, .2009 Subject: SDP2009 -00057 Harris Garage Site Plan Waiver The County of Albemarle Division of Zoning and Current Development will grant or recommend approval of the site plan waiver referred to above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] [Section 32.2.c.] Waiver of certain details of site plan by the agent. In accordance with the procedures stated in section .2.5 of this chapter, the agent-may waive certain details of a site plan otherwise required by sections 32.5 and 32.6 if- (i) The site review committee finds that all of the details required by sections 32.5 and 32.6 are not necessary for its review of the proposed development; and The site plan waiver has been sent to members of the site review committee and comments are forthcoming. The site review meeting date is August.20"' 2009. (ii) The zoning administrator, in consultation with the county engineer and the manager of zoning enforcement, finds that the details waived are not necessary to determine that the site is developed in compliance with this chapter and all other applicable regulations. Existing and proposed streets, access easements and travelways, together with street names, state route numbers, right -of -way lines and widths, centerline radii, and pavement widths Most of this information is already on the site plan waiver. ❑ j. Location and size of existing water and sanitary sewer facilities and easements; storm sewer facilities, drainage channels; and drainage easements. O k. Proposed conceptual lay -out for water and sanitary sewer facilities and storm drainage facilities including storm detention ponds or structures, indicating direction of flow in all pipes and watercourses with arrows. .01. The -following comments were discussed and agreed to during a meeting held on 7/20/2009. The comments relate to the special use permit conditions for SP2008- 00058. These comments must be .addressed before this site plan waiver can be addressed. A. Installation of 3 ft retaining wall & required stabilization behind bldg (per critical slopes waiver approval); B. Buffer area planting no later than Sept. 9th; C. Installation of any supplemental plantings in.20 ft buffer (SP condition #8) D. Mark business (15) parking spaces; B. Install signs (SP condition #1); F. Install berm & drainage ditch to direct drainage from parking lot off slope; G. Install fencing around the dumpster. .H. 32.5.6. F Indicate if the site is located within a reservoir watershed. This property is in the Beaverdam Creek Reservoir (Water Supply) Watershed. The engineering review for current development can recommend approval to this application after the following changes: 1. As a condition of the critical slope waiver for this development, the applicant must provide mitigation planting in all areas within the stream buffer that is not currently forested. Please submit a WPO application and $85 fee for the review of a mitigation plan. Please also make the following corrections to the mitigation plan: The stream buffer is not accurately represented on this site plan. And, since the stream buffer is not shown accurately, the mitigated area and number of required seedlings are not correctly calculated. After measuring the stream buffer area in the site plan, it appears that 0.18acres can be planted and, at a density of 1210 stems an acre, the required number of seedlings is 218. - Whatever the required number of seedlings within the buffer is, please provide a note stating that half of the mitigation plants must have survived after the first two growing seasons. The county will hold a bond for -5 years to assure that this minimum number of plants survives. Please specify on the plan the species and height of the seedlings to be planted for mitigation. - Please provide arough cost estimate for the purchase and labor of planting of these seedlings so that it can be bonded. 2. Please call out the swale at the southeast corner of the plan and specify the material and dimensions. 3. A low maintenance, non -grass groundcover should be provided on any portion of the slope above the new retaining wall that is steeper than 3:1. Acceptable groundcovers can be found in Table 3.37C of the VESCH. -4. Please provide a note in the area of the dumpster pad that surface runoff is not to drain into or across the dumpster pad. Proposed Entrance and Office Building - prelim _ (Megan Yaniglos) a• VDOT is currently reviewing options for replacement of the Route 250 bridge to the east of the proposed entrance. The entrance plan and the bridge plan will need to be coordinated to ensure no conflicts will occur between the two plans. 1• VDOT is ready to install the signal when the entrance is constructed and will need a 3 month advance notice of the opening of the entrance to ensure the signal construction is. complete. • Please indicate the purpose of the gate. Will it be open and free flowing during business hours or will all traffic have to stop at the gate to enter the site at all times? 'SDP= 2009 -00060 Martha Jefferson Hospital 1VIaior (Summer Frederick) '• There is not currently a ditch along State Farm.Blvd in this section and all drainage from the road and shoulder will flow over the proposed parking lot.
