Wright 102 Trout Lily Drive Covington, VA 24426 RE: ARB- 2009 -44: Red Lobster Restaurant Tax Map 61, Parcel 133 Dear Ms. Wright I have reviewed your submittal for the above - referenced project received July 22, 2009, which included the following drawings. • Sheets C6.1, C7.1, C8.1, L3.1, dated 5/21/09. • Sheets C1.2, C2.4, dated 6/24/09. • Sheets C1.1, C4.3, C6.2, dated 6/26/09. • Sheets C1.3, dated 7/3/09. • Sheets T1, C2.1- C2.3, C3.1 -C3.2, C4.1 -C4.2, C5.1, L1.1 -L1.2, L2.1, SP2.1, A5.1 -A5.2, dated 7/17/09. • Sheets SP2.2, E1.1, dated 7/20/09. • Sheets A1.2, A5.3, E1.2, printed on 7/20/09. I have the following comments: Comment: Commercial Flag At the July 6, 2009 meeting, the ARB requested that details concerning the size, design, and color of the proposed commercial flag be submitted for administrative review. The size and design of the flag has been included in the sign application; however the colors have not been identified on the drawing. Revisions Needed: Revise Sheet 7 of the sign application to identify the colors to be used for the flag and provide color samples. 2. Comment: Size of Lobster Sign on the Entrance Tower The comment previously provided by the ARB at the July 61h meeting stated that the red lobster sign on the entrance tower had to be reduced by 25% if it were to remain internally illuminated, or if it were to remain the same size it would have to be externally illuminated. The size of the sign in the previous application was 43.89 square feet. The current application states the sign would be 40.69 square feet, which does not constitute a 25% reduction. If the sign is to remain internally illuminated, it can be no larger than 33 square feet. Revisions Needed: Revise the drawing to show that the red lobster sign on the entrance tower will be externally illuminated, or, that it is no larger than 33 square feet and internally illuminated. 3. Comment: Photometric Plan A photometric plan was originally submitted showing cumulative light level calculations of proposed and extant light fixtures on and near the site. Subsequently, a photometric plan showing the light level readings on the site based only on the light fixtures proposed for the development was requested by the ARB. This plan was provided; however, the original photometric plan showing the cumulative light levels of all proposed and extant lighting on and near the site also needs to be included in the site plan. Both plans are required in order to ensure that the proposed light fixtures do not cause excessive spillover on to the public road, and to understand the impact of both the proposed and extant lighting on and near the site. Revisions Needed: Include a photometric plan showing the cumulative light levels of both proposed and extant light fixtures on and around the site, in addition to the photometric plan showing the light level readings on the site based only on the light fixtures proposed for the development Please provide: 1. One full set of revised drawings addressing each of these conditions. Include updated ARB revision dates on each drawing and an ARB approval signature panel. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staff's review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
