Erosion Control Plans
1. An adequate ESC narrative is required.
REV #1: The ESC narrative should address how the permanent vegetation requirement
from the Albemarle County Water Protection Ordinance, 17-207(B)(2), will be handled.
Please use the narrative to outline the timing between this project and the rough grading
plan for Albemarle Place. The project areas overlap and show conflicting E &SC measures.
Please describe the construction work that will take place during different phases of the
E &SC. For example, during Phase I, clearing & grubbing, asphalt removal, embankment
grading, and Phase II, utility installation, paving, etc.
The current narrative states "Contractor to file an erosion and sediment control plan with
the County prior to any land disturbance." If this plan (WP0200800068) is approved,
another plan submittal by the contractor will not be necessary.
Please revise "Arlington' to Albemarle" in section 8(D) of the narrative.
2. Proposed grading is shown outside the limits of disturbance. It appears you are simply showing the
proposed grading from the approved Rough Grading Plans? Please clarify. The plans may work if
the proposed rough grading plan has been implemented. If the proposed ESC plans are dependent
on the rough grading plans, the plans may not be able to be approved until the rough grading plans
are complete. The proposed ESC plans for the road improvements should be coordinated with the
ESC plans for Rough Grading.
REV #1: Comment has not been addressed.
The Albemarle Place Erosion & Sediment Control Plan (WP0200600038) for rough grading
was most recently approved 7/22/08. Please provide a description of the timing for
execution of that plan and how it relates to the Road Improvements.
The Road Improvements plan appears to contain numerous sets of contours. It is not clear
which are existing and which are proposed for this plan. Please clarify.
3. Please provide protection for all stages of construction. Proposed grading is shown outside of
perimeter control and of the limits of disturbance.

REV #1: Please clarify proposed contours on the plan so that limits of disturbance can be
determined, please see Comment #2.
4. No erosion control measures can be shown in the way of construction access or grading.
REV #1: Construction entrance has not been shown on plans, it is unclear that this
comment has been addressed.
5. Please show the dust control (DC), temporary stabilization (TS), and permanent stabilization (TS)
symbols on the plans.
REV #1: This comment has not been addressed. Although dust control, temporary and
permanent seeding are addressed in the narrative, these measures are not shown on the
plans.
6. The plans required a construction entrance(s) (CE), stockpile locations (if necessary), and staging
and parking areas.
REV #1: This comment has not been addressed.
7. Adequate channels (MS -19) are required to be provided at each outfall.
REV #1: This comment has not been addressed.
The ESC plans must be approved by the agent (Director of Planning) as a rough grading plan if
approved prior to the approval of a final site plan for Albemarle Place.
REV #1: The rough grading plan for Albemarle Place (WP0200600038) was reviewed by
the Director of Planning for compliance with the ZMA and was approved. This plan will
not require further review from the Directory of Planning if the grading is coordinated with
the Albemarle Place plan as described in Comment #3.
9. An ESC bond will be computed by the County once the plans have been approved.
10. The Demolition Plans do not address the removal of portions of the parking lots
surrounding the existing 7 -11 building.
11. Sheet 15 shows silt fence being installed across the 7 -11 parking lot. Silt fence can not be
installed in asphalt.
12. The narrative states that "diversion dikes will be used to keep non - construction related run-
off from flowing into the limits of disturbance." These plans do not verify that the
maximum drainage area to these diversion dikes is 5 acres or less.
13. The E &SC sheets labeled "Phase II" contain no Erosion & Sediment Control measures or
devices (Minimum Standards).
Once these comments have been addressed, please submit two (2) copies of the revised plans, calculations,
and narratives to Current Development Engineering.
