PROJECT DETAILS The applicant is proposing to construct a 2- story, 100' x 106', addition to the southeast corner of the existing medical office building. Existing site improvements are to be redeveloped and expanded to accommodate the porte- cocheres proposed in the southeast and northeast elevations and the additional parking required by the proposal. CHANGES TO THE PROPOSAL SINCE THE PREVIOUS REVIEW Changes since the previous review have been in response to comments provided and include: ARB 9/21/2009 Martha Jefferson Outpatient Care @ Proffit Road, Final - Page 1 A redesign of the porte - cochere in the south elevation of the proposed building to a more pavilion -like design that is detached from the adjacent building. A change in materials, with the use of a 2 -story glass curtain wall and cast stone, where the west elevation of the proposed building adjoins the existing structure. SITE CONTEXT/VISIBLITY The site of the proposed development is located on a parcel in the northeast corner of the intersection of the Route 29N Entrance Corridor and State Route 640 ( Proffit Road). The site has frontage on both Route 29N and Proffit Road, with a site entrance /exit from Proffit Road only. The site is currently developed as a medical office building with associated site improvements. Views of the site from the Corridor are partially screened by the bank/drive -thru and associated site improvements located between the intersection of Route 29N/Proffit Road and the southwest edge of the parcel under review. Proposed site and building improvements are expected to be highly visible from the 29N Corridor directly in front (west of) the site due to the lack of significant mature landscaping along the Route 29N frontage and the site's position down slope of the corridor. ANALYSIS based on drawings, materials & photos submitted (see Attachment B): Building Design Issue: Materials /Colors /Spandrel Glass/Tint- Reflectance Comments: At the previous review, the applicant was asked to include a schedule listing all proposed materials and colors, including the manufacturer's name, product ID and color. Sheet A3.1 Exterior Elevations contains a material/color key that is coordinated with the elevation drawings. The applicant provided samples for all proposed building materials and colors with the exception of the proposed spandrel glass. Spandrel glass is proposed in the south and west elevations of the existing and proposed structures. The location of the glass is expected to be highly visible, with many windows using a combination of spandrel and non - spandrel glass panels in an irregular pattern, resulting in an awkward and uncoordinated appearance to the overall elevation. With the exception of the spandrel glass, all other proposed materials /colors are complimentary of each other and have a well coordinated appearance with the materials in the existing structure. The applicant has provided a sample of the glazing in the windows of the existing building AGC Flat Glass I "Insulated Unit, Gray on Clear and a sample of the applicant's preferred glazing AGC Flat Glass I " Insulated Unit, Gray on Low E #3; both samples have a 7% reflectance value. In the past, the ARB has required that reflectance values be held below 7 %. The difference in the lighter tint of the existing glazing and the darker tint of the applicant's preferred glazing is minimal and not expected to be discernible from the EC due to the distance between the building and the Corridor. The applicant's preferred glazing AGC Flat Glass 1 " Insulated Unit, Gray on Low E #3 would be an acceptable choice. Recommendations: Provide a sample of the proposed spandrel glass for review. Revise the location of the spandrel glass panels to have a less irregular pattern and more coordinated appearance with the overall elevation. Issue: Porte- cochere/Redesign Comments: At the previous review, the applicant was asked to Revise the design of the southeast porte- cochere to either more effectively integrate with the architecture of the building or identify itself as a pavilion -like element. In the current submission, the applicant has revised the porte - cochere to a more pavilion -like structure that is offset approximately 5' from the main building. The 33' x 33' flat roof, with its EIFS parapet, is supported at each corner by 2' tall steel columns projecting out of 11' tall brick columns. The total height of the structure is approximately 17'. The blocky, monolithic appearance of the previous design has been ARB 9/21/2009 Martha Jefferson Outpatient Care @ Proffit Road, Final - Page 2 eliminated with a new design that helps to mitigate the large mass of the structure. Recommendations: None. Issue: Existing- Proposed Construction/Transition Comments: At the previous review, the applicant was asked to Create a transition between the new construction and the existing construction to prevent juxtaposition of new and old materials. Sheet A3.1 Exterior Elevations shows a proposed 2 -story glass curtain wall and cast stone material where the new and existing construction meet in the west elevation. The applicant is proposing spandrel glazing in the first story of the glass wall. The glass wall and cast stone material form is an appropriate transitional design between the existing and proposed structures. This area is expected to be highly visible from the Route 29N Corridor, and the appropriateness of the spandrel glazing cannot be determined until a sample is provided for review. Recommendations: Provide a sample of the proposed spandrel glass for review. Landscape Design Issue: Entrance Corridor /Street Tree Spacing Comments: At the previous review, the applicant was asked to Revise the location and/or type of street trees along the Route 29N Corridor to avoid conflicts with overhead utilities. Sheet LL -3 Proposed Landscape Plan shows a power line easement, approximately 15' in width, along the Route 29 North right -of -way. Most of the proposed street trees along the EC frontage have canopies shown extending into the easement. The location and/or type of street tree would need to be revised to avoid conflicts with the overhead utility. Recommendations: Revise all applicable landscape drawings by revising the type or location of the frontage trees to avoid the tree canopy extending into the power line easement adjacent to the Route 29 North right -of- way. Issue: Parking Space Numbers/Parking Lot Trees Comments: At the previous review, the applicant was asked to Revise all applicable drawings by reducing the number of parking spaces by 3 for a total of 198 spaces. Achieve this reduction by converting 3 equidistant parking spaces, currently shown along the perimeter of the westernmost parking lot, facing Route 29, to 3 individual planting islands with large canopy trees. In the current submission, the applicant has reduced the total number of parking spaces by removing 3 spaces at the east end of the site. None of the spaces between the existing building and Route 29 were converted to planting islands. The intent of the recommendation was to reduce the amount of parking to only what is required and increase the amount of tree canopy at the west end of the site, closest to the EC. Recommendations: Revise all applicable drawings by converting 3 equidistant parking spaces, currently shown along the perimeter of the western most parking lot, facing Route 29, to 3 individual planting islands with large canopy trees. Add the 3 additional required parking spaces at the east end of the site. Issue: Erosion Control Plan/Tree Protection Comments: At the previous review, the applicant was asked to Provide an Erosion and Sediment Control Plan delineating the limits of grading and clearing and the location and method of tree protection. The applicant did not include an Erosion and Sediment Control Plan in this latest submission. Sheet 2 Demolition & Tree Protection Plan, included in this latest submission, shows the location of proposed tree protection but does not delineate the limits of grading and clearing. Sheet 5 Grading and Drainage Plan contains the detail Construction Operations Relative to the Location of Protected Trees showing the tree protection located at the drip line; however, Sheet 2 shows the tree protection well inside of the drip line of many trees designated to remain and in some cases right against the tree trunk. Revise all applicable drawings to show the location of the tree protection at the drip line of the trees to remain. Signage Issue: Freestanding Signage Comments: The applicant was asked to provide complete details of all proposed freestanding signage. A sign package detailing the 2 proposed freestanding signs was included with this submission. The applicant is proposing the use of 4 colors; however, the periwinkle blue color is limited in its use and blends with the dark blue background to reduce its impact. • The sign drawings do not indicate the cabinet height and the base height/width of the sign structure in the northwest corner of the site. • The sign drawings do no indicate the base height and base width of the sign structure in the southwest corner of the site. • The method of illumination for the freestanding signs in the northwest and southwest corners of the site is not indicated on the sign drawings. Recommendations: Revise the sign drawings to indicate the cabinet height and the base height/width of the sign structure in the northwest corner of the site and the base height/width of the sign structure in the southwest corner of the site. Revise the sign drawings to indicate the method of illumination. Issue: Wall Signage Comments: The applicant was asked to provide complete details of all proposed wall signage. A sign package, detailing wall signs on the southeast porte - cochere, was included with this submission. Recommendations: Revise the wall sign drawings to indicate which sides of the 2 porte - cocheres will contain the emergency signs. Lighting Issue: Luminaire Schedule/Lighting Cutsheets Comments: The Luminaire Schedule is located on Sheet E 1.01 Site Plan Lighting; however, only the site pole ARB 9/21/2009 Martha Jefferson Outpatient Care @ Proffit Road, Final - Page 5 lights and bollards are included in the schedule. Proposed building and signage lighting is not included. The applicant is proposing recessed canopy lighting in the porte - cocheres located in the south and east elevations of the proposed building. Ground - mounted building up- lighting is proposed along the west and south elevations of the proposed building. A cutsheet of the ground- mounted fixture (UL) is included on Sheet E 1.05 Lighting Cutsheets, and the proposed fixture is less than the 3,000 lumens threshold for full cutoff requirement. Entrance Corridor Guidelines discourage the use of decorative lighting, and the ARB has historically denied lighting whose sole purpose is to light the building fagade. Wall- mounted building lighting is shown along the south, east and west elevations of the proposed building. Wall- mounted lighting is also proposed in the dumpster enclosure adjoining the east elevation of the existing building; this area is not expected to be visible from the EC. The canopy lighting cutsheet on Sheet E1.05 appears to be mislabeled as Type O. Cutsheets for the wall- mounted building lights (BL) and the ground- mounted signage lights could not be found in this submission. Two of the cutsheets on Sheet E 1.05 are not labeled for type and location. The standard lighting note is not included on the photometric plan. Recommendations: Revise Sheet E1.05 by correctly identifying the canopy lighting cutsheet and including cutsheets for the wall- mounted building lights (BL) and the ground mounted signage lights. Make sure that all cutsheets are clearly labeled for type and location. Include the standard lighting note: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one -half footcandle. Revise the lighting proposal by removing the ground- mounted fixture (UL). SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. The revised design of the porte - cochere in the south elevation. 2. The glass wall transition in the west elevation of the proposed building. 3. The proposed signage. Staff recommends approval of a Certificate of Appropriateness, pending staff administrative approval of the following conditions: 1. Provide a sample of the proposed spandrel glass for review. Revise the location of the spandrel glass panels to have a less irregular pattern and more coordinated appearance with the overall elevation. 2. Revise all applicable landscape drawings by revising the type or location of the frontage trees to avoid the tree canopy extending into the power line easement adjacent to the Route 29 North right -of -way. 3. Revise all applicable drawings by converting 3 equidistant parking spaces, currently shown along the perimeter of the western most parking lot, facing Route 29, to 3 individual planting islands with large canopy trees. Add the 3 additional required parking spaces at the east end of the site. 4. Provide an Erosion and Sediment Control Plan delineating the limits of grading and clearing and the location and method of tree protection. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. 1. Revise Sheet A.301 Elevations to include a schedule listing all proposed materials and colors. The schedule should include the manufacturer's name, product ID, and color for all proposed materials. Revise the building elevations to clearly indicate the location of each material. Revise the design of the southeast porte - cochere to either more effectively integrate with the architecture of the building or identify itself as a pavilion -like element. Revise all applicable drawings to clearly indicate the proposed materials and colors. 2. Revise Sheet A.301 Elevations to include a dashed outline delineating the height and location of the rooftop equipment. Dimension the drawing to show the distance from the top of the equipment to the top of the screen. Add a note to Sheet A.301 Elevations and Sheet 2 of 3 Layout & Utility Plan stating: All rooftop equipment shall not be visible from the Route 29N Entrance Corridor. 3. Revise Sheet LL -1 Landscape Plan to include details of all plant materials proposed for the bio- filter adjacent to the southwest boundary. A planting design that disguises the utilitarian purpose of this facility would be appropriate. 4. Revise the Existing Conditions Plan, Layout & Utility Plan and Grading & Drainage Plan to show the location, species, and size of all existing trees and shrubs. Delineate the plantings that are to remain and those that are to be removed. Provide an Erosion and Sediment Control Plan delineating the limits of grading and clearing and the location and method of tree protection. Revise the Landscape Plan by showing all existing planting that is to remain, identified for species and size. 5. Revise all applicable drawings by reducing the number of parking spaces by 3 for a total of 198 spaces. Achieve this reduction by converting 3 equidistant parking spaces, currently shown along the perimeter of the western most parking lot, facing Route 29, to 3 individual planting islands with large canopy trees. 6. Revise Sheet LL -1 Landscape Plan to show a total of 8 London Plane trees, 35' on center, along the Route 29N frontage. 7. Revise Sheet LL -1 Landscape Plan to show a total of 4 Crimson King Red Maple trees, 2 ' /z" in caliper, 40' on center, along the perimeter of the parking lot adjacent to the Proffit Road right -of -way. Revise the drawing to show trees, 40' on center, 2 1/2" in caliper, along the edge of the curvilinear parking proposed in the southwest corner of the site. 8. Revise Sheet LL -1 Landscape Plan to show the following: ARB 9/21/2009 Martha Jefferson Outpatient Care @ Proffit Road, Attachment A - Page 8 Attachment A • The location of the existing overhead power line /easement along the Route 29N frontage. • The proposed underground stormwater management system. • The proposed sanitary sewer connection west of the addition. • The proposed underground fire (water) line east of the addition. • The proposed grading as shown on Sheet 3 of 3 Grading & Drainage Plan. • The location of all proposed site lighting. If site lighting is not proposed, add a note on the drawing to that effect. 9. Revise the location and /or type of street trees along the Route 29N Corridor to avoid conflicts with overhead utilities. Revise Sheet LL -1 Landscape Plan to include the following note: All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. 10. Revise Sheet LL -1 Landscape Plan by replacing the linear planting of Compacta Hollies, shown along the perimeter of the existing /proposed parking lot west of the existing /proposed buildings, with a wider planting area whose outer (EC) edge parallels the Route 29N Corridor. Provide plant material within this planting area that includes a mix of shrub types and heights (4 species minimum), arranged in a less structured, natural layout. 11. Revise Sheet LL -1 Landscape Plan by showing a mix of shrub species, with varying heights, around the foundation of the proposed addition. Revise the planting proposal in the area formed by the south elevation of the existing structure, the west elevation of the proposed addition, and the adjacent curvilinear parking with a proposal that includes more planting, with a mix of plant types and species that will serve, as viewed from the Corridor, as a visual transition between the existing and proposed buildings. 12. For all proposed signage, provide a complete sign package addressing all of the criteria outlined in the ARB Sign Review Checklist. Reduce the size of the EMERGENCY sign, proposed directly beneath the cornice in the southwest corner of the proposed structure, so as not to crowd the sign area, and revise the location to one that is more coordinated with the architecture. Revise Sheet LL -1 Landscape Plan to include a landscape proposal for the area around the freestanding signs. This proposal should serve to incorporate the sign into the overall planting plan for the development. 13. Provide a lighting photometric plan showing the location of all proposed site, building and decorative lighting. Include a luminaire schedule of all proposed exterior lighting on the photometric plan, clearly indicating all lighting options chosen, including but not limited to heights and colors proposed for all fixtures and poles. All fixtures emitting 3,000 or more lumens shall be full cutoff style fixtures. If site lighting is not proposed, revise Sheet 2 of 3 Layout & Utility Plan to include a note to that effect. 14. Revise the Plant Schedule on Sheet LL -2 Landscape Plan to correctly identify the plant label for the Nellie Stevens Holly as NH. 15. Create a transition between the new construction and the existing construction to prevent juxtaposition of new and old materials. 16. Reconsider the replication of the bay window element by including other forms that reflect the architectural character in differing ways. 17. Revise Sheet A.301 Elevations by: o Correctly identifying the drawing scale as 1" = 8'. o Correctly identifying elevation East Exterior Elevation as the West Elevation and elevation North Exterior Elevation as the South Elevation. o Correctly identifying existing and new construction. o Revising all annotation referring to refurbishing existing EIFS to correctly reflect the applicant's intention of replacing it with the EIFS sample included in this submission. You may submit your application for continued ARB review at your earliest convenience. Application forms, checklists and schedules are available on -line at www.albemarle.org/planning. Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing and an ARB approval signature panel. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also.
