Dear Mrs. Claman:
We have completed a review of your application for a preschool to be located in the Mountain Plain
Baptist Church and have the following comments:
Planning Division:
1. You will need to verify the maximum age of the children you would have enrolled in the
preschool. According to your application, the maximum age given in the attachment is four (4)
years old, but on the application (handwritten) the maximum age is five (5) years old.
2. Staff's recommended conditions of approval will include information you provided on the
application: the hours of operation from 8:30 AM and 12:30 PM, Monday — Friday; no cooking
for meals for the preschool will occur on the property; a maximum of nine (9) children per day
would attend the school; three (3) staff members; transportation would be provided by parents;
the preschool would take place in the existing Mountain Plain Baptist Church located on Tax
Map 57 Parcel 26.
3. A concept plan showing the building the school will use, the parking area, the playground area,
and the driveway access will be required. The plan size should be legible and on paper no larger
than 11" X 17" (but standard or legal size would be preferred). A sketch of the floor plan of the
church area to be used for the school should also be submitted.
4. Please advise if additional lighting would be installed on the exterior of the church. Outside
lighting would be subject to additional requirements.

Zoning Division:
This use will be subject to the supplemental regulations of Section 5.1.06 which are provided here for
your reference:
5.1.06 DAY CARE CENTER, FAMILY DAY HOME
Each day care center or family day home shall be subject to the following: (Added 10 -3 -01)
a. No such use shall operate without the required licensure by the Virginia Department of Social
Services. It shall be the responsibility of the owner /operator to transmit to the zoning
administrator a copy of the original license. Failure to do so shall be deemed willful
noncompliance with the provisions of this chapter; (Amended 10 -3 -01)
b. Periodic inspection of the premises shall be made by the Albemarle County fire official at his
discretion. Failure to promptly admit the fire official for such inspection shall be deemed
willful noncompliance with the provisions of this chapter; (Amended 10 -3 -01)
c. These provisions are supplementary and nothing stated herein shall be deemed to preclude
application of the requirements of the Virginia Department of Social Services, Virginia
Department of Health, Virginia State Fire Marshal, or any other local, state or federal agency.

The use is also subject to the following parking requirements:
Day care center, nursery facilities: One (1) space per ten (10) children enrolled in the major class or shift
plus one (1) space per employee. In addition, a pick -up and drop -off area shall be
provided on the site. (Amended 2 -5 -03) According to the information provided by the applicant, the
maximum number of children enrolled will be 9, with two (2) employees on site, requiring a total of three
parking spaces.
The site is adequate to accommodate the required parking and pick up /drop off area for this use.
Should the entrance be adequate for VDOT requirements and given that the site does not require
additional parking, a site plan is not required.
Fire Department:
The preschool must comply with the Virginia Statewide Fire Prevention Code. The pre - school will be
subject to periodic on -site reviews by the Fire Department.
Health Department:
The Health Department comments will be forthcoming.
VDOT:
VDOT comments will be forthcoming.
I will be scheduling a site visit with you in the next few weeks. It will not be necessary for you to
accompany me on the visit, but I will let you know when I plan to visit.
