The minor amendment for the Martha Jefferson Offices Phase III Project, received on 28 September 2009,
has been reviewed. Engineering can recommend approval to the plan after the following comments have
been addressed.
1. All proposed alterations to the plan must be bubbled and listed. I have found a few changes that
have not yet been identified including grading modifications in the upper parking lot and the
retaining wall at the rear of the property being raised to 4ft in height. Additional comments may
be required once the applicant has defined all changes.
(Rev. 1) The grading of the upper parking lot shown in this plan is different than what was
proposed in the previous plan approved by the county in January of 2009 (SDP- 2007 - 00129).
2. All parking areas being modified since the last site plan approval must have a slope of no greater
than 5%.
(Rev. 1) Comment has not been addressed. The current plan shows new contours in the upper
parking lot at slopes around 7%.
3. (Rev. 1) Comment has been addressed.
4. (Rev. 1) Comment has been addressed.
5. Please provide a note in the southwest area of the site that the swale must be maintained. It
appears that recent utility work has blocked off this channel and created a sump condition.
(Rev. 1) I cannot find where this note has been added to the set.
The following comments are not requirements but are engineering review observations added to this letter
for record keeping purposes.
1. The current site plan does not appear to be in compliance with the approved rezoning plan because
of the absence of a courtyard between Buildings 2 and 3. The travelway between these two
buildings had been approved on previous site plans, so the courtyard can not be required at this
time.
2. The Pantops Master plan indicates that a new road connecting Route 250 at the State Farm traffic
light and Rolkin Rd. will likely be proposed through the Aunt Sarah's property. Ideally, the
Martha Jefferson Medical Offices site would connect to this new road in the rear of the property.
However, the current proposed/constructed grades would likely not allow for a safe connection.
Engineering review recommends that the applicant coordinate with the Aunt Sarah's property
owner to make this connection easier to construct in the future. A connection from the lower
parking lot south of the buildings would likely not meet VDOT access requirements and may not
be permitted.
