SITE/PROJECT HISTORY
• 10/6/09: ARB 09 -78, Cedar Hill Sign, Staff conducted an administrative review of the proposal and
determined that the proposed monument stone wall material could not be administratively approved.
For this reason, the applicant requested a full review by the ARB.
• 4/21/03: ARB 03 -37, Cedar Hill Mobile Estates, Conceptual Review of a Site Development Plan,
Advisory Review for a Special Use Permit. The applicant proposed to expand the mobile home park
to 109 units. Comments were provided for the benefit of the applicant's next submission. A
resubmission has not been received.
• The mobile home park was established prior to the adoption of Route 29 as an Entrance Corridor.
LOCATION /CONTEXT
The site is located on the west side of Route 29, approximately 600' northeast of Northside Drive and
2,100' southwest of Lewis and Clark Drive. The site is presently developed as a mobile home park with
the mobile home park office located approximately 90' northwest of the intersection of Route 29 and the
entry road Cypress Drive. The proposed freestanding sign is to be located in the lawn area between the
evergreen trees at the southeast end of the office building and the Entrance Corridor. This section of the
Corridor is sparsely developed with a mix of office, industrial, high density residential and commercial
facilities.
VISIBILITY
Due to its proposed location 10' northwest of the Route 29 right -of -way, the double -sided sign is
expected to be highly visible from the Entrance Corridor.

29, 10' northwest of the Route 29 right -of -way.

ANALYSIS (based on revised sign drawings received by email on 9/23/09 and 9/25/09, and material
sample: Sanibel Coastal Reef received 10/6/09.)
Issue: Proposed Monument Material
Comments: The applicant is proposing the use of Sanibel Coastal Reef stone for the monument wall with
Eldorado Rustic Wall as the wall cap. A sample of the Sanibel Coastal Reef was provided by the
applicant. A sample of the Eldorado Rustic Wall cap was not provided; however, photos of that material
and the Sanibel Coastal Reef were included on the brochure photo included with this submission. The
stone shown in the photo /rendering of the proposed sign does not match the proposed material Sanibel
Coastal Reef. The Sanibel Coastal Reef does not look like stone that is typical to this area. This material,
with its uniform edge and flat marble -like surface, looks like stone from a more urban and coastal area.
The stone products in the Mountain Ledge series, in the same brochure, have an appearance that is more
typical of site walls in this area. The appropriateness of the proposed wall cap could not be determined
due to the lack of a sample.
Recommendations: Revise the sign proposal to show the use of a stone product representative of stone
found in this area. Provide a sample of the revised wall stone and wall cap. Revise the sign
photo /rendering, as needed, to show a stone wall more closely resembling the material that is approved
for this proposal.
Issue: Landscape Plan
Comments: The applicant is proposing the use of Blue Rug Juniper, in a mulch bed around the base of the
sign, as the only plant material. This low growing ground cover with its mature height of 4" - 6 ", by itself,
would have minimal visual impact from the Entrance Corridor and would not integrate the sign into
the existing landscape that includes a row of evergreen trees at the southeast end of the adjacent mobile
home park office building. A plan view drawing of the landscape proposal, with a planting schedule, was
not included in this submission. The addition of shrubs (24" min. at planting) and a medium size tree (2-
1/2" caliper min. at planting), in a planting bed extending from the northwest end of the sign to the row of
existing evergreen trees, would further integrate the sign structure into the existing landscape.
Recommendations: Provide a plan view drawing of the landscape proposal, including a planting schedule,
showing shrubs (24" min. at planting) and a medium size tree (2 -1/2" caliper min. at planting) in a
planting bed extending from the northwest end of the sign to the row of evergreen trees at the southeast
end of the mobile home park office building.
Issue: Drafting Errors /Omissions

Comments: The sign drawing does not indicate the height of the proposed text. The applicant has verbally
indicated that the sign is not to be illuminated; however, it is not noted on the sign drawing.
Recommendations: Revise the sign drawing to indicate the height of the proposed sign text and to note
that the sign shall not be illuminated.
SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. The proposed monument material
2. The proposed landscape plan
RECOMMENDATIONS
Staff recommends approval of a Certificate of Appropriateness pending staff administrative approval of
the following conditions:
1. Revise the sign proposal to show the use of a stone product representative of stone found in this area.
Provide a sample of the revised wall stone and wall cap. Revise the sign photo /rendering, as needed,
to show a stone wall more closely resembling the material that is approved for this proposal.
2. Provide a plan view drawing of the landscape proposal, including a planting schedule, showing
shrubs (24" min. at planting) and a medium size tree (2 -1/2" caliper min. at planting) in a planting
bed extending from the northwest end of the sign to the row of evergreen trees at the southeast end of
the mobile home park office building.
3. Revise the sign drawing to indicate the height of the proposed sign text and to note that the sign shall
not be illuminated.
