Charlottesville, VA 22902 Subject: Site Review Meeting Comments November 5th, 2009 site review meeting Dear Mr. Brooks: Below are VDOT's comments on the Site Plans for the November 5th, 2009 Site Review Committee Meeting: SDP - 2009 -00083 Innisfree - Dogwood & Sunflower Waiver (Summer Frederick) • No comments. SUB- 2009 -00135 North Fork Regional Pump Station -Final (Gerald Gatobu) • No comments. SUB- 2009 -00136 North Fork Regional Pump Station -Final (Gerald Gatobu) • No comments SUB- 2009 -00147 Glenmore Equestrian Parcel -Final (Gerald Gatobu) • This subdivision accesses S.R. 1054, Glenmore Way, which connects to an intersection at Route 250. This intersection has met warrants for the installation of a traffic signal and VDOT has approved plans for the signal to be constructed under a Land Use Permit. The installation of the signal is a proffered item from the Glenmore Development. Any additional traffic generated by this subdivision will increase the need for a traffic signal at this intersection. It is recommended that the signal be installed as son as possible. WE KEEP VIRGINIA MOVING SUB- 2009 -00152 Sieg Subdivision -Final (Megan Yaniglos) • The Access Management Exception has not yet been finalized. A written request to the Culpeper District Administrator must be made in accordance with the requirements of 24 VAC 30 -72 -50 prior to plat approval. This development meets the requirements for a Chapter 527 TIA. A conceptual sketch of the entire proposed development needs to be submitted in accordance with 24 VAC 30- 92 -70. Items that are missing from the proposal are: o This proposal does not appear to include the layout for all streets for all phases of construction and the associated traffic volumes. • The location of all proposed land uses. • The location of all proposed transportation facilities. • The proposed functional classifications for all proposed streets. • The connectivity index. • Stub outs to any adjacent properties. • Road and drainage plans are not a part of the review for the plat. • The proposed urban collector functional classification appears to be adequate for Pine Boulevard. The right of way on the typical section needs to include the road ditch. The design speed should be 40 mph. Clear zones need to be shown on the typical section. Vertical curves at signalized intersections should not assume a stop condition and be designed appropriately. • All proposed improvements to the intersection of Route 29 and Pines Boulevard need to be made according to an intersection analysis. This will determine the storage lanes needed for the improvements. There is an existing culvert under Route 29 that is missing from the survey and may need modification. • The intersection at Pines Boulevard and Pines Boulevard needs to be justified to be adequate by capacity analysis. If the intersection needs to be modified, it may result in changes to the plat. • All roadway drainage ditches must be within the proposed right of way. • Show sight lines at all intersections. Please request the applicants provide a written description of revisions with re- submissions.
