Andy,
I know you are out this week and this is not a high priority email, but please read it and let me know if it
sends up any red flags for you.
You are the CEO for this Ashlynn project, so please be aware that there are septic issues out there and
the HD is asking us not not release a CO until they sign off on the septic modification permit, per the
below email. The email is not super clear, but he did leave me a voice mail that clarified: he is ok with the
site plan being approved, and the initial building permit issued so they can begin work, but he wants them
to pursue the septic modification and have it all inspected and approved before CO is given, if at all
possible.
Background: Basically, the process creates a catch -22. We need Health Department approval before we
approve the site plan amendment, but the Health Department cannot approve changes until they are
installed and inspected. And, obviously, they cannot install without an approved site plan and building
permit.
The compromise is that Josh is willing to respond No Objection to the site plan, but before CO is given he
wants to sign off on the septic relocation. The fact that the existing building is to remain occupied during
construction also complicates things, but Josh is comfortable with this approach and it allows the
applicant to move forward.
Please let me know if you have any concerns with this.

Elizabeth:
Thank you for sending over the site plan for Ashlynn. After reviewing the plan and making site
visits in the field, the applicant will need to make several septic modifications to an existing
system in order for the addition to be built. The applicant should come in to the Health
Department (with a copy of the building permit application in hand) to apply for a septic
modification permit. I ask that whatever modifications that are required be installed and
approved before a building permit is released. This is due to the fact that there will still be
an existing office and it will need to have a septic system while the work is being completed.
I will email you once the applicant has applied for the modification permit, when the work is
completed, and when the Health Department approves the work that was done. Please let me
