HomeMy WebLinkAboutSDP200900090 Review Comments Major Amendment, Final Site Plan 2009-11-24*-&A County of Albemarle Department of Community Development Memorandum To: Summer Frederick, Current Development Project Planner From: Phil Custer, Current Development engineering review Date: 24 November 2009 Subject: Martha Jefferson Hospital Major Amendment, Parking Garage (SDP- 2009 - 00090) The major site plan amendment, received on 2 November 2009, has been reviewed. The engineering review for current development can recommend approval to this application after the following changes: 1. Please denote phases for each of the two set of sheets. The sheets that show just the parking garage can be designated as a phase (e.g. phase X) and the following sheets that show both the parking garage and the POB should be labeled the next successive phase (e.g. phase Y). The titles of the phases are unimportant as long as it is clear that the POB construction is designated as a later phase. 2. Please provide grading information on the parking garage sheet. Spot elevations throughout the garage will suffice. What grade will the ramp be constructed to? 3. Please provide architectural elevations within the site plan. [18- 32.7.2A.a] 4. Please demonstrate how the structure is designed so that the light from all vehicle headlights and all lighting fixtures will not routinely shine directly outside the structure. This requirement concerns the height of the parapet walls on each level in relation to the maximum headlight elevation of a SUV and also the western wall of the garage across from the ramps. [18- 32.7.2A.e] 5. The parking garage has many intersections where sight distance is less than optimal. A waiver of the county's sight distance requirement will need to be given. In order to receive the waiver, please provide stop conditions at the most problematic intersections within the garage to reduce the probability of accidents. [18- 4.12.15.d and 18- 32.7.2] 6. Please add to the plan the location of all mechanical equipment, if necessary, for the garage. The mechanical equipment must be screened from public view to the satisfaction of the Director of Community Development. [18- 32.7.2A.c] 7. When the POB is added to the site, the sidewalk on the north side of Lot G is removed. This sidewalk must remain when the POB is added. The walkway must also connect to the sidewalk around the entrance circle. [18- 32.7.2.8] 8. When the POB is added, the grading of the parking lot south of the garage is modified. However, the only change in this area appears to be to the 509 contour. The grading on C332A possibly ponds water around the MRI docks. Why is this area of the parking lot being modified between C332 and C332A? 9. Trees are shown in the sidewalk along the south side of the parking garage. 10. Many spaces within the garage are only 16ft long, 2ft short of the county's minimum requirement. Please address. 11. Please submit an ESC application and fee for an amendment to the approved plan (WPO- 2008- 00004). The ESC plan as proposed is adequate for county approval. However, please note that another ESC plan will likely be needed for the POB if it is built after the hospital has been completed. 12. The sidewalk on the south side of lot J appears to have been removed. This sidewalk must remain. [18- 32.7.2.8] Current Development Engineering Review Comments Page 2 of 2 13. The dumpster adjacent to the POB must be set on a concrete pad that extends at least loft in front of the face of the dumpster. The dumpster pad must be as strong as the following section: 4in. of stone base, 6in. of 3000psi concrete at 28 days, and a wire - reinforcing grid or #4 bars at 12" on center. Also, engineering review recommends rotating the dumpster pad so it can be more easily unloaded. 14. An inlet appears to be necessary in the green space between the parking garage and hospital.
