Marotta, Senior Planner Division: Zoning & Current Development Date: November 19, 2009 Subject: SDP 2009 -89 Airport Road Office Plaza- Final The Planner for the Zoning & Current Development Division of the Albemarle County Department Community Development will approve the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [32.5.6.a] COMMENT: This parcel is located in the Airport Impact Area, as well as the Entrance Corridor Overlay. Please add this to Zoning information, under Site Data, Sheet Cl. 2. [32.5.6.a] COMMENT: The proper way to refer to Albemarle is "County of Albemarle, Virginia." Please edit Cover Sheet to properly refer to locality. 3. [32.5.6.a] COMMENT: On the plans, please provide adjacent property information for the parcel immediately to the south of the subject parcel (TMP 32B -A). 4. [32.5.6.a] COMMENT: Better delineate "20' Undisturbed Buffer." There are a number of parallel lines in this area and it is difficult to discern which line is the buffer line without scaling off the property line. (A couple of dimension lines from the property line may help.) 5. [32.6.6.d.5] COMMENT: Benchmark symbol in legend does not match that used on plan. 6. [32.6.6.h. I] COMMENT: Boundary mets and bounds are too difficult to read; please increase lineweight on at least one sheet (preferably sheet C2.0) so they are legible for each segment. 7. [32.5.6.b] COMMENT: It appears 249 parking spaces are provided (per Sheet C3.0), however under Site Data on Sheet C1.0 `Parking Provided' says 245. Please address this discrepancy. (Perhaps better label the 4 "Loading Area" spaces and provide this information as part of the Site Data.) 8. [32.5.6.a] COMMENT: Provide reference to Critical Slopes waiver, granted by the Planning Commission 11/11/08. 9. [32.5.6.i] COMMENT: Provide state route for Timberwood Boulevard. 10. [32.6.6.j,i] COMMENT: Show light pole locations on landscape plan and utility plan to ensure no conflicts. 11. [32.6.6.j] COMMENT: On lighting plan, make sure luminaire schedule qty matches what is proposed; it appears only 4 (not 5) OF -2 are proposed. 12. [32.6.6.j] COMMENT: On lighting plan, remove IES/Dark Skies note. 13. [32.6.6.j] COMMENT: On lighting plans, specify bollard color. Per approved ARB plans, this is ANBK. 14. [32.5.6.p] [32.6.6.i] COMMENT: Landscape plan submitted does not match the plan approved by the ARB. Brent Nelson (staff to the ARB) and I have reviewed the proposed plan against the ARB approved plan, and the plan must be revised to be more in line with what the ARB approved. Particularly, all street trees and landscaping intended to screen the parking lot from the rights of way must match what the ARB approved. Also, internal parking lot landscaping must match the ARB plan. Staff understands that with the biofilters being reduced in size, the associated landscaping was reduced in those specific locations, so these need not be revised. Also, Staff also understands that landscaping along the retaining wall was revised in order to keep construction activities out of the "20' Undisturbed Buffer," thus landscaping along the back property line does not need to be revised. Please revise the plans and resubmit; be aware that an amendment to the ARB Certificate of Appropriateness MAY be required depending on revisions you submit. As a reminder, please ensure your landscape schedule is accurately updated with any changes you propose. 15. [32.6.6] COMMENT: All conditions of preliminary approval (11 /13/08) must be met. 16. COMMENT: While not required for approval, typos were noted and should be corrected: a. Sheet C1.0, under Site Date, Source of Boundary note: "Timmons" Group is spelled incorrectly. b. Sheet CLO, under General Construction Notes, #1: .... existing public right - "of "- way is spelled incorrectly. Please contact Elizabeth M.
