All technical comments have been addressed. The only outstanding issue is documentation from the City of Charlottesville for the sewer line construction on TMP 61 -193. Once this has been provided to the County and the ESC bond posted, a grading permit can be issued. The ESC bond amount for this project is $26,400. Please also submit two more copies of the set to the County. If it is easier, we can have T &N copy the set we have and have it billed to RWSA. If this is preferred, please let me know. Have this work as part of the VDOT road project, which removes the need for a County permit. VDOT will have to assume responsibility for E &SC oversight, but this could be a logical extension of their project. Otherwise, everyone needs to realize there are overlapping permits and authority. VDOT would be responsible for inspecting the road work and Albemarle County is responsible for inspecting the sewer work. Where the two overlap, you and the contractor are at risk of conflicting direction. We would prefer VDOT manage this to avoid the potential conflicts. 2. We oversee this permit. To this end, we bumped this ahead of all other projects and Phil is reviewing right now. Assuming Phil's comments made last August have all been addressed, it should be a simple step for us to complete this review. That said, we don't permit the work in the City unless the City specifically requests us to oversee that part of the project. Otherwise, either the City issues a separate permit or the project reverts to the State (DCR). Simpson, PE; Mackenzie, Mauris S., PE Subject: Interceptor E &S Permit - Griffin Shut Down Mark and Kenny, This week RWSA will be re- submitting E &S Plans for the "Contract A" portion of the Meadow Creek Interceptor. It's my understanding that RWSA had previously submitted E &S plans to the County when they applied for the permits for the entire project. However, in order to maintain the Parkway schedule it was necessary to break -out 2500 feet of the Interceptor to be built with the VDOT project. Therefore, a re- submittal of the plans and issuance of a separate permit to the contractor was required by the County. Issuance of this permit is having a direct impacting on the "critical path" of the Parkway schedule. In addition, the pipe manufacturing plant shuts down for Thanksgiving and then Christmas through the month of January. If the contractor is unable to order and receive the pipe before the plant shutdowns, it will be mean a significant delay to the overall project. It is crucial that this permit be issued as soon as possible. I've not had to ask for your help in the past, but we would greatly appreciate your assistance in expediting this approval. Here is the issue. RWSA had previously applied for all permits required for the Meadow Creek Interceptor, but when the decision was made to break -out the 2,500 feet from our Contract A to the MOA with VDOT, Albemarle County required that we re- submit the Erosion and Sediment Control permit so there is a separate permit for each contractor. RWSA's consultant submitted the forms to "re- submit" to Michelle today and they will be signed and delivered to the County this week. We will encourage a prompt turnaround from the County the best we can, but we have limited control over that process. I am being informed that this E &S "re- submit" is the only outstanding issue. I understand the work order for the next phase of Sanitary sewer installation is almost complete except for a few permits. We have instructed our suppliers to begin working on the submittals. We will need to place the order for the epoxy lined pipe in the very near future or we will be waiting for the manufacturinng plant to re -open in February. The epoxy lined pipe carries a minimum four week lead time for manufacturing and coating.
