Outstanding issues that will need to be further addressed are shown in italics after the original
comment from the Action Letter of September 24, 2009.
1. Provide a sample of the proposed spandrel glass for review.
Issue: A sample of the proposed spandrel glass was not included in this latest resubmission.
Recommendation: Provide a sample of the proposed spandrel glass for review.
2. Revise all applicable landscape drawings by revising the type or location of the frontage trees
to avoid the tree canopy extending into the power line easement adjacent to the Route 29
North right -of -way.
Issue: The proposed European Hornbeam trees, shown adjacent to the Route 29N right -of-
way, are drawn with 20' diameter canopies. This species can reach mature canopies of 30' to
40' in diameter, therefore encroaching upon the power easement. Replacing these trees with
a more columnar tree such as the Goldspire Sugar Maple, Acer saccharum "Goldspire"
would resolve the issue. This species has a mature canopy diameter of 15' to 20'.
Recommendation: Revise the landscape proposal by replacing the proposed European
Hornbeam with a more columnar species whose canopy does not exceed a 20' diameter,
consider using the Goldspire Sugar Maple, Acer saccharum "Goldspire. "
Revise the sign drawings to indicate the cabinet height and the base height/width of the sign
structure in the northwest corner of the site and the base height/width of the sign structure in
the southwest corner of the site. Revise the sign drawings to indicate the method of
illumination.
Issue: The applicant has verbally indicated the ground- mounted lights shown for both
freestanding signs are existing and to remain; however, this is not indicated on the
photometric plan
Recommendation: Revise the photometric plan to include a note indicating the signage
lighting is existing and to remain.
4. Revise Sheet E1.05 by correctly identifying the canopy lighting cutsheet and including
cutsheets for the wall- mounted building lights (BL) and the ground mounted signage lights.
Make sure that all cutsheets are clearly labeled for type and location. Include the standard
lighting note: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial
lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public
roads and property in residential or rural areas zoning districts shall not exceed one -half
footcandle. Given the unique nature of an emergency 24 -hour facility, in this case the ARB
will allow the ground- mounted building lights as proposed.
Issue: The Luminaire Schedule shown on Sheet El. 01 does not include the proposed fixture
and pole colors, the building lighting listed in the Lighting Fixture Schedule on Sheet El. 05,
and the proposed poles for the site lighting.
Recommendation: Revise the Luminaire Schedule shown on Sheet E1.01 to include all fixture
and pole colors, proposed building light fixtures and the proposed poles for the site lighting.
Please provide:
1. Two copies of the applicable drawings addressing these issues.
2. The attached "Revised Application Submittal" form. This form must be returned with
your revisions to ensure proper tracking and distribution.
When staff s review of this information indicates that all conditions of approval have been met, a
Certificate of Appropriateness may be issued. If you have any questions, please do not hesitate to
contact me.
