Zoned Rural Areas (RA), Entrance Corridor (EC) Owner /Applicant Charlottesville First Church of the Nazarene Magisterial District Rivanna Proposal To construct a new church building with associated site improvements. ARB Meeting Date January 19, 2010 Staff Contact Margaret Maliszewski SITE/PROJECT HISTORY The ARB conducted a preliminary review of this project on December 15, 2008. The action letter from that meeting is included as Attachment A to this report. In the original plan submitted for the current round of review, staff noted a number of landscape and lighting issues that still required resolution. The applicant was able to make revisions to address most of those issues and resubmit the plan to staff. This report addresses the recently revised plan. CONTEXT The site of the proposed church is open land, bounded by I -64 to the north and Route 22 to the south. The site is part of an area of large farm estates along the Route 22 corridor. Property to the south includes the former site of the Shadwell Store, the American Legion, and a quarry. Roadwork was recently completed in the area. CHANGES TO THE PROPOSAL Changes to the proposal since the last review include: • Shifting the low gabled projecting element on the south elevation to the center • Adding trim and reducing the width of some of the window trim • Adding an extension on the north elevation • Shifting the entrance drive to the east • Submittal of a lighting plan, with revisions made at staff's request • Planting revisions, with revisions made at staff's request • Shifting of parking spaces from the front lot VISIBILITY The site of the proposed development lies within the Route 22 and I64 Entrance Corridors. The church is expected to be readily visible from Rt. 22. It is anticipated that the development will have some limited ARB 1/19/2010 First Church Nazarene Final - Page 1 visibility from I64, particularly during the winter months. The cupola and illumination from site lights are anticipated to be the primary visible elements. ANALYSIS (based on: architectural drawings: elevations (2 sheets) dated 12/7/09, color perspective rendering dated 12/7/09, color site/landscape plan dated 12/7/09, color floor plan dated 9/11/09, color site sections dated 12/7/09, materials color board; and site plan sheets: 1 of 1; 2, 3, 5, and 5a of 6; E002 photometric plan; landscape plan 2A revised 1 -5 -2010; window glass specs) Issue: Cupola Comments: At the previous review, the ARB asked for additional information on the cupola. The applicant has indicated that the cupola will be a fiberglass structure in a "bone" color, which is an off -white shade. It will not be internally illuminated and its windows and/or louvers will be non - functional. Recommendations: None. Issue: Window types and trim Comments: At the previous review, the ARB asked for a simplification and reduction in the number of window forms and types used in the church building, as well as a revision to the window trim to provide more slender proportions. The applicant has not revised the number of window types. The trim appears to be reduced in width, and trim has been added so that all windows now have trim. These changes provide a more coordinated appearance for the overall building. Recommendations: None. Issue: Window glass Comments: At the previous review, the ARB asked for specs and a sample of the proposed window glass. The typical preferred glass for the Entrance Corridors has been clear glass with visible light reflectance on the outside pane held below 7 %. (Tinted glass was not used historically and reflectance values below 10% are expected to avoid a "mirrored" effect.) The applicant has provided specs for 5 different window assemblies. The applicant's preferred glass has a bronze tint and 8% reflectance on the outside pane. (The clear glass specs show even greater reflectance values of 14% and 15 %.) The applicant prefers the bronze glass because it has a better U -value (the window's ability to reduce heat loss during indirect radiation exposure). If the "mirror" effect is the primary concern in determining appropriate visible light reflectance, the 8% value may be acceptable because it is still below the 10% value that would create the mirrored appearance. The glass sample will be brought to the 1/19 meeting, when it can be determined if the level of tint is acceptable. Recommendations: Provide a sample of the proposed window glass for review. Issue: Lighting plan Comments: The standard color for the proposed pole fixtures is bronze, but for clarity, the color of the poles and fixtures should be noted on the drawings. Recommendations: Revise the photometric plan to include a note indicating that the color of the pole lights (poles and fixtures) is bronze. Issue: Coordination of landscaping and easements Comments: The plan has been revised as requested to more clearly illustrate the utilities on site. Utilities located across the parcel's Route 22 frontage include City of Charlottesville gas, Albemarle County Service Authority, Virginia Power, and Central Telephone. Although a large portion of the utility lines are located in the VDOT right -of -way, the utility easements stretch 45' into the property. Consequently, most ARB 1/19/2010 First Church Nazarene Final - Page 2 of the frontage planting is proposed within the easements. The City of Charlottesville and the Service Authority have stated that they have no objection to the planting in the easements. The applicant is working to obtain similar statements from the other easement holders. All of the easement holders will retain the right to remove the plants if maintenance requires it. Because replacement trees would typically be planted at the original planting size, planting outside the easements is preferred. However, in this case, due to the depth of the easements, planting in the easements is needed to establish the desired appearance of a planted streetscape. Recommendations: Provide documentation from the remaining easement holders (power and telephone) that they have no objection to the proposed planting in the easements. Issue: Existing Conditions/Demolition Plan Comments: At the previous review, the ARB asked for an existing conditions /demolition plan. Although an existing conditions plan was submitted, it does not show a clear existing tree line. The applicant has revised the landscape plan to include tree protection fencing along the west and north property lines. However, the fencing is not shown on the grading and E &S plans. Recommendations: Revise the existing conditions plan to clearly identify the existing tree line. Show tree protection fencing along the existing tree line to remain on the E &S and grading plans. SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. Proposed planting plan 2. Tint and reflectance of the proposed window glass Staff offers the following comments on the site plan: 1. Provide a sample of the proposed window glass for review. 2. Revise the photometric plan to include a note indicating that the color of the pole lights (poles and fixtures) is bronze. 3. Provide documentation from the power and telephone easement holders indicating that they have no objection to the proposed planting in the easements. 4. Revise the existing conditions plan to clearly identify the existing tree line. Show tree protection fencing along the existing tree line to remain on the E &S and grading plans. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. 1. Indicate the material of the cupola on the drawing. Provide additional detail on the cupola, indicating whether windows or louvers will be used, whether the interior will be illuminated, etc. 2. Include a materials schedule on the elevation drawing. 3. Simplify and reduce the number of window forms and types used in the church building. Revise the window trim to provide more slender proportions in scale with the windows. Provide a sample and specs for the window glass. Ensure that reflectivity of the outside pane is held below 7 %. 4. Submit a lighting plan and complete lighting information for review. Minimize impacts from lighting on the site and surroundings. 5. Coordinate the plans regarding the landscape wall. If a landscape wall is proposed, indicate on the plan the top of wall and bottom of wall elevations, the proposed wall material, and the proposed wall color. Submit a material /color sample for review. 6. Revise all plans in the site plan set to make them easily legible. Ensure that all utilities and utility easements are identified, easily legible, and easily distinguished from other lines on the plan. 7. Provide details on the appearance of the outlets at the stormwater management pond. Add shrubs to screen both outlets. Show how the lower outlet will be made to have an appropriate appearance for the EC including landscaping and grading details. 8. Identify the location of all equipment and related items on the site plan. Indicate if any equipment associated with the septic system will be visible above - ground. Provide a dumpster enclosure detail on the plan. The enclosure should be coordinated with the appearance of the building. Provide the following note on the site plan and architectural plans: "Mechanical equipment shall not be visible from the Entrance Corridors." 9. Add 4 large shade trees, 3 1/2' caliper at planting, along the EC frontage. Provide additional buffer ARB 1/19/2010 First Church Nazarene Final - Page 4 plantings bordering travelway on eastern edge of rear parking, between State Route 22 and travelway. 10. Provide 3 additional interior parking lot trees, 2'/2" caliper at planting. Provide at least 2 of these in the front parking lot. 11. Provide the following note on the plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 12. Provide an existing conditions /demolition plan for review. 13. Consider modification of the south fagade to reflect symmetry of the building in form, fenestration and detail. 14. Add a louver or gable vent south fagade upper main gable. Consider sizing and form relative to the massing. 15. In keeping with the Special Use Permit Comment #1c, relegate a minimum of 6 spaces currently located along the south fagade. You may submit your application for continued ARB review at your earliest convenience. Application forms, checklists and schedules are available on -line at www.albemarle.ora /olannina. Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing and an ARB approval signature panel. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. If you have any questions concerning any of the above, please feel free to call me.
