RE: SDP - 2009 -100 Pleasant Grove Baptist Church- Final
Dear Sir:
Your final site plan has been distributed to the reviewing agencies identified on the preliminary approval
letter, with the exception of the Health Department. Below, please find Current Development- Planning,
Inspections, and Fire and Rescue's comments. Additional comments from reviewing departments and
agencies may be forthcoming.
Please review the comments and revise the plan of the proposed development accordingly. Your
revisions should be resubmitted directly to the reviewer who commented along with the attached revised
application submittal form.
Once all comments are addressed and the plan meets the requirements of the Albemarle County Code,
tentative approval will be granted. After all reviewing agencies grants tentative approval you will be
required to submit one complete set of plans for final tentative approval. Once tentative final approval is
granted you will be notified to submit the final site plan for signature. Do not submit plans for
signature until you verify with the planner that you may submit the mylars for signing. When we
request plans for signature, we will require two signed and sealed mylar copies of the site plan (the
original and a copy for County records) and two paper copies. Once submitted the plan should be signed
within one week.
Please note that as of today we have still not received a copy of your final site plan application or
applicable fees. You must submit these before any plans will be signed.
If you have any questions about the comments of a specific agency please contact that agency directly. If
you have any questions about the review process please feel free to contact me.
Current Development Comments:
1. [32.5.6.a] Zoning:
a. AIA- This property is in the Airport Impact Area. While "Air" was added to the
plan set, please spell out Airport Impact Area.
b. This property is subject to ZMA200600010 and all conditions of SP200600024;
a list of all conditions must be provided on the plans.
2. [32.5.6.a] Setback lines:
a. Include legend for any abbreviations used, ie. SBL, etc. Please note that the
setback line is labeled "25' setback line" so the additional "25' SBL" notation is
not required.
3. [32.5.6.a] Vicinity map is deceiving, as the property immediately behind this site is not
the airport; it is a residential neighborhood. While property information was added to the
vicinity map, the map still indicates the airport is to the northwest of the site and this is
not accurate. Revise vicinity sketch so that all landmarks are accurately depicted.
4. [32.5.6.b] [32.5.6.e] [32.5.6.p] Landscaping:
a. Revise landscape calculations, as 5% of 19,600 is 980, not 960.
5. [32.5.6.b] [32.6.6.g] Method of parking calculations is being reviewed by Zoning.
Additional comments may be forthcoming.
6. [32.5.6.e] Show existing treeline. Staff does not that proposed is shown, but existing must
also be shown and clearly labeled.
7. [32.5.6.p] Landscape plan- Please be aware that what gets approved on the plan is the
only landscaping that is permitted. What gets installed in the field must match what is
approved on the plan.
8. [32.5.6.f] This property is in a water supply protection area; explicitly provide which
reservoir watershed applies (South Fork Rivanna- above reservoir). Be sure to indicate
that it is above the reservoir on the cover sheet with Note #8.
9. [32.5.61] [32.6.6.j] Water/ Sewer:
a. Drainfield location must be approved by Health Department. Please submit soils
work/evidence of previous approvals to this office.
10. [32.5.6.n] Note on cover sheet says 50 parking spaces are provided, yet plans show 51.
Please address discrepancy.
11. [32.5.6.r] Dimension on the plans the travelways, parking spaces, walkways, and building
footprint. 2nd parking space from the left on the southernmost row of parking appears to
be only 8' wide, but must be a minimum of 9'. Travelway on southern half of the site
appears to be only 23'. While a note is provided that all spaces are a minimum of 9' and
travelways a minimum of 24', the scaled drawing must show this to be true. Please revise
as necessary. Also, please dimension 9' walkway in front of the building.
12. [32.6.6.f] Provide signature panel on the cover sheet that provides space for signature by
each commenting department.
13. [32.6.6.i] [32.7.9] Lighting plan is required. Provide required lighting note on the cover
sheet:
Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial
lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires
onto public roads and property in residential or rural areas zoning districts shall
not exceed one -half footcandle.
14. [Comments] Sheet 3 of plan set dated 10/14/09:
a. What is the "18" curb opening" callout referring to? Provide note or details to
clarify.
b. Clearly call out limits of clearing. [32.5.6.p] Because it appears trees are to
remain on the site, a Conservation Checklist is required to be completed and
signed and provided on the landscape plan. While it is provided on the plans, it is
not complete or signed. The checklist is available online at:
