Subject: Albemarle Place E &S plan Albemarle Place E &S plan Max, We have reviewed the above plan and have the following comments: 1. Construction entrances will need to be issued a Land Use Permit by VDOT prior to the start of construction. 2. Traffic control will be necessary during construction. Most likely it will only require begin and end construction signage and possibly shoulder closure signage. All control must be in accordance with the requirements of The Virginia Work Area Protection Manual. A person certified in Basic Work Zone Traffic Control will be required and or Intermediate Work Zone Traffic Control on site during construction in accordance with the LUP -WZ Land Use Permit Special Provision. Notes can be added to this plan and details to the extent of the workzone will be determined at the time of permitting. 3. All casing pipe must be installed under the requirements of Article 3 of the Land Use Permit Manual 24 VAC30- 150 -13XX. 4. The outlet of the proposed 72 inch culvert causes concern. It appears that the 72 inch culvert will convey the road storm water in the ultimate plan due to its increased capacity from the 60 inch to the 72 inch culvert. The outlet end of the pipe looks to flow directly into the block wall. We are concerned about the stability of the wall and foundation because the flow from the culvert is directed toward the wall. 5. The outlet of the proposed pipe should be combined in an endwall with the existing 48 inch pipe so they utilize the same ditch line. Appropriate dissipation can be provided within the existing ditch. If the outlet cannot be directed to convey directly to the existing ditch line, it is recommended that a RW -2 or 3 be constructed. 6. VDOT no longer grouts riprap. 7. Class II riprap should be placed on 6 inches of bedding material and filter fabric. 8. Please provide the outlet velocity on the 72 inch culvert after dissipation. 9. Riprap should be placed in the existing channel. Joel DeNunzio, P.E.
