The plans can be approved after the following comments are addressed. A. General Comments 1. I have requested a determination from the Zoning Administrator regarding whether a critical slope waiver is required before this project can be approved. The Planning Commission would consider this waiver if the Zoning Administrator determines that it is needed. I will forward you the Zoning Administrator's determination once it is received. 2. Please provide the date and source of the topography on the plan. [DM] 3. Please show the stream buffer and floodplain on all sheets within the plan. Because the project is within the County's "Rural Area ", stream buffers are 100ft from the banks of the stream or the limits of the 100 -year floodplain, whichever is greater. 4. Please note the date and map number for the floodplain somewhere in the sheet set. 5. For slopes being reestablished at grades steeper than 3:1, a low maintenance non - grassed groundcover is required. For examples of acceptable groundcovers, please refer to table 3.37. of the VESCH. 6. One of the sets submitted to the County lacked existing contours on all sheets. Please make sure all appropriate layers are turned on in each set. B. Erosion and Sediment Control Plan Comments: 1. Please provide a separate construction entrance on the existing gravel road running adjacent to the stream. Downstream of the construction entrance a trap or silt fence is needed. 2. The limits of work should encompass all disturbances including the new stream crossing road, ESC measures, gravel access areas, storage areas, and construction entrances. 3. The applicant appears to be using a diversion dike as a "cleanwater diversion" which is not an approved state standard. Please remove this diversion. 4. Please note in the plan that at the end of the project the stream crossing will need to be removed. If this feature is proposed to be permanent, a Special Permit will need to be approved by the Board of Supervisors. 5. The ESC bond will be calculated at the time of plan approval. C. Mitigation Plan Comments: 1. The total amount of stream buffer disturbed cannot be determined until the comment A.3 is addressed. Total disturbance includes any portion of the stream buffer shown within the limits of disturbance shown on the ESC Plan. 2. Please note that per Albemarle County's Design Manual, the required area to be planted is equal to two times the disturbed area. 3. Please indicate which mitigation option is being selected in the plan (3 mature plantings per 400sf, 1210 seedlings /acre, or 600 tublings /acre). 4. Please pursue all opportunities to mitigate between the gravel road and the stream before planting on the west side of the road. 5. Please adjust the treeline on sheet 6 of 7 to match what the actual treeline will look like considering the construction proposed in the ESC plan. Assume that all trees within the limits of disturbance will be cleared. 6. Please include on sheet 6 of 7 the time of completion of the mitigation plantings. [DM] 7.
