Owner or rep.: Mr. Roy Whitlock Date received: 11 January 2010 (plan dated 4 January 20 10) Date of Comment: 27 January 2010 Lead Reviewer: Phil Custer, Civil Engineer The minor site plan and SWM amendments for the Westminster Canterbury biofilter, received on 11 January 2010, have been reviewed. The plan can be approved after the following comments have been addressed. 1. The professional seal on the plans must be signed and dated. (18- 32.6.1) 2. Please remove the 5 notes in the upper right corner of the drawing. They are no longer applicable. 3. The reason for the amendments must be specified on the plan. Please provide the following note: The purpose of this sheet is to amend the previously approved site plan (SDP- 2006 - 00159) and stormwater management plan (WPO- 2006 - 00082) by adding a biofilter facility at the base of the eastern slope of the property which will bring the site into compliance with the Water Protection Ordinance. All stormwater management requirements for this property will be covered by the 754sgft biofilter shown in this plan. The rain gardens proposed in previous plans will become solely ornamental. Please also bubble all areas of the plan being modified with this amendment. 4. Please show riprap (minimum 3" diameter) over all slopes shown at 1.5:1 or propose a small wall. (The slope between 554 and 550 measures at 1.5:1.) 5. In the sod note in the lower left corner of the sheet, please add the following sentence: THE SOD SHALL NOT BE PLACE ON TOP OF THE BIOMIX. 6. At the end of the tree protection note to the left of the biofilter cross section detail, please add the following sentence: HOWEVER, NO TREE OR SHRUB SHALL BE PLANTED ON THE BIOFILTER EMBANKMENT. 7. Please remove the two "1 %" notations in the plan view detail of the biofilter at the top of the page. 8. Please create a small sediment forebay at the north end of the biofilter by proposing a 9" tall rock weir at the north end of the spillway. 9. The planting plan for the biofilter must be modified. Because of the bed, a total of 8 plants are required. To keep with the ratio outlined in the VSMH, 6 of these plantings should be shrubs and 2 should be trees. Two species of trees and at least 3 species of shrub (a maximum of 2 plantings per species) must be installed. 10. Note 2 at the center top of the sheet must read: PROVIDE 1.0' PONDING DEPTH WITHIN THE BIOFILTER BY INSTALLING AN ARMORED SPILLWAY AT THE 551 ELEVATION THAT OUTFALLS INTO THE EXISTING CHANNEL. 11. A revised SWM bond will not be required because the cost of construction is roughly equivalent to the previously approved plan.
