RE: SP 2008 -00056 Unity Church
Dear Mr. Shimp:
County staff has reviewed the resubmitted conceptual plan, dated February 1, 2010, for the
development proposal referenced above. VDOT staff has reviewed the resubmission and indicated
that all three of their comments of November 19, 2008, have not been addressed. These comments
were attached to the County's comment letter dated December 3, 2008. The two that have not yet
been addressed are:
SP- 2008 -00056 Unity Church Amendment
• The entrance and taper to the site need to be analyzed for the proposed traffic to the site
and the existing traffic on Hydraulic Road.
• The sight lines at the entrance need to be shown.
Please address these items and make the following changes to the conceptual plan prior to
resubmission:
1. Remove the reference to "grass pave" on the conceptual plan and use either "pervious pavers" or
"pervious block or paving type."
2. On the Cover Sheet, remove the two lists of conditions. The first one (SP 2003 - 00086) does not
apply and the second list will be revised, as indicated below.
Also, your letter of transmittal refers to the plans as "Preliminary Site Plan Amendment Sets" and
"Preliminary Site Plan Amendment." Please note that these plans have not been reviewed as a site
plan amendment. They have been reviewed as information submitted in support of the special use
permit application. A separate site plan application is required.
For the special use permit, staff is proposing the following conditions, which are revised from those
approved with SP 2003 - 00053:

This property is subject to SP2008 -00056 and the following conditions of approval:
1. The church sanctuary shall not exceed two hundred fifty (250) seats;
2. The site shall be developed in general accord with the Conceptual Plan entitled "Unity
Church," Revision, prepared by Dominion Engineering, and dated [insert date of
Conceptual Plan], and with the Architectural Review Board action of February 16, 2010,
as determined by the Director of Planning and the Zoning Administrator. To be in accord
with the Conceptual Plan, development shall reflect the following major elements within
the development essential to the design of the development:
• Paving materials, as approved by the County Engineer
as shown on the conceptual Plan;
3. All outdoor lighting shall be only full cut -off fixtures and shielded to reflect light away
from all abutting properties. A lighting plan limiting light levels at all property lines to no
greater than 0.3 foot candles shall be submitted to the Zoning Administrator or their
designee for approval; and
4. [A condition to address VDOT's concerns will be inserted, if necessary.]

Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Please provide your resubmittal on a resubmittal
Monday. The next resubmittal dates are Monday, March 16 and April 5. Please contact me for
subsequent dates, if necessary. Submit four full size copies of the proposed site plan to the
Community Development Department. Please be sure my name is on the submission.
After you have resubmitted, staff will review the resubmittal and, assuming that all of the questions
listed above have been addressed, will contact you to see if you are ready to proceed to a public
hearing. At that time, the legal advertisement will be run in the newspaper and a staff report will be
prepared for the Planning Commission.
Once a public hearing has been advertised, only one deferral prior to the Planning Commission's
public hearing will be allowed during the life of the application. The only exception to this rule will
be extraordinary circumstances, such as a major change in the project proposal by the applicant or
more issues identified by staff that have not previously been brought to the applicant's attention. As
always, an applicant may request deferral at the Planning Commission meeting.
