The ESC plan for Vierbuchen Residence has been reviewed. The following comments are provided.
1. Critical slopes are disturbed with this plan. And, because a 401000sf building site exists on the
property, I do not think the disturbance is exempt. I have forwarded the plan to the Zoning
Administrator for a determination on this matter. This waiver would be considered by the
Planning Commission if the Zoning Administrator determines it is needed prior to plan approval.
2. Is earth disturbance occurring between the `Y' in the driveway and the state route? If not, please
move the construction entrance farther into the site where it can be protected by already proposed
ESC measures. If this section of the driveway is proposed to be disturbed, please provide more silt
fence in this corner of the site. (If the gravel driveway is simply being paved, no ESC measures
are necessary and the construction entrance should be moved farther into the site.)
3. Is the diversion ditch intended to be temporary? If so, please provide a note indicating that the
diversion is to be removed at the same time as the trap, once the rest of the site is stabilized. If the
ditch is to be permanent, please extend the channel to an adequate channel.
4. Please remove all references to straw bale barriers in place of silt fence in the plan and narrative.
We feel that straw bale barriers are ineffective and problematic in the field. Also, the proper
installation of the straw bale barriers requires trenching as well.
5. Please provide dust control symbols on the plan. [DM]
6. In step 2 of the construction sequence, please state that the trap and diversion should be
constructed after the pond is drained.
7. An ESC bond will be calculated at the time of plan approval.
