Subject: Martha Jefferson Hospital Major Amendment, Parking Garage (SDP- 2009 - 00090)
The third submittal of the major site plan amendment, received on 2 February 2010, has been reviewed.
1. Please denote phases for each of the two set of sheets. The sheets that show just the
parking garage can be designated as a phase (e.g. phase X) and the following sheets that
show both the parking garage and the POB should be labeled the next successive phase
(e.g. phase Y). The titles of the phases are unimportant as long as it is clear that the POB
construction is designated as a later phase.
(Rev. I) Comment has been addressed.
2. Please provide grading information on the parking garage sheet. Spot elevations
throughout the garage will suffice. What grade will the ramp be constructed to?
(Rev. 1) The ramps in the parking garage are sloped at 5.75 01c, which is steeper than the
maximum allowable slope for parking areas as specified by the ordinance. Please
provide a letter addressed to the Zoning Administrator requesting a waiver of Section 18-
4.12.15.c as outlined in Section 18- 4.12.2. c., or adjust the grades within the parking
garage so the ramps are 5% or less. Please also include in the letter to the Zoning
Administrator a request to waive the 9ft width and 18ft length requirement for some of the
parking spaces as required in 18- 4.12.16. c.1 and the waiver of sight distance within the
garage as required in 18- 4.12.15.d.
(Rev. 2) The Chief of Current Development has granted a waiver of sections 4.12.15.c
(parking lot grade) and 4.12.16.c.1 (parking space dimensions) of the Zoning
Ordinance to permit the construction of the proposed plan. For further information,
please see the memo accompanying this letter.
3. Please provide architectural elevations within the site plan. [18- 32.7.2A.a]
(Rev. 1) Architectural elevations have been provided. Please continue to submit
architectural elevations with the site plan.
(Rev. 2) Comment has been addressed.
4. Please demonstrate how the structure is designed so that the light from all vehicle
headlights and all lighting fixtures will not routinely shine directly outside the structure.
This requirement concerns the height of the parapet walls on each level in relation to the
maximum headlight elevation of a SUV and also the western wall of the garage across
from the ramps. [18- 32.7.2A.e]
(Rev. 1) Comment has not been addressed. Headlights will frequently shine out of the
garage on the west wall as vehicles head up the ramp. The middle two openings should
be closed or the parapet wall must be raised to a height of 7ft for the middle two openings
on each floor. Also, the parapet walls shown on the detail on sheet Park -1 must be 4ft tall
to limit headlights from being cast out of the garage.
(Rev. 2) Assuming a parapet wall height of 3' -7'; the Chief of Current Development
has determined that the light shining out of the garage is not a routine occurrence and
the plan is therefore in compliance with Section 32.7.2A.e of the Zoning Ordinance.

The detail on sheet Park -1 will need to match the applicant's response letter with
regard to the height of the parapet walls. For further information, please seethe memo
accompanying this letter.
5. The parking garage has many intersections where sight distance is less than optimal. A
waiver of the county's sight distance requirement will need to be given. In order to
receive the waiver, please provide stop conditions at the most problematic intersections
within the garage to reduce the probability of accidents. [18- 4.12.15.d and 18- 32.7.2]

(Rev. 2) At all intersections with substandard sight distance, signage and stop bars will
be required per the Chief of Current Development's determination. For further
information, please see the memo accompanying this letter.
6. Please add to the plan the location of all mechanical equipment, if necessary, for the
garage. The mechanical equipment must be screened from public view to the satisfaction
of the Director of Community Development. [18- 32.7.2A.c]
(Rev. I) comment has been addressed.
7. When the POB is added to the site, the sidewalk on the north side of Lot G is removed.
This sidewalk must remain when the POB is added. The walkway must also connect to
the sidewalk around the entrance circle. [18- 32.7.2.8]
(Rev. 1) Comment has not been address. The sidewalk must be provided on the northside
of lot G from the eastern corner to the second entrance to the parking garage. The
sidewalk can be added without removing any landscaping by shortening the parking
spaces to 16ft (as allowed by 18- 4.12.16.c.6) which would increase the allowable area
between curb and building to ]Oft. This is enough room for a sidewalk along the side of
the garage with the proposed row of screening trees between the sidewalk and curb. If
more space is required, the travelway can be reduced to 24ft or the whole lot can be
shifted toward the roadway. Though, if the lot is shifted toward the roadway, some more
parking spaces will need to be lost so that the parking lot is ]Oft or greater away from the
ROW.
This interpretation of 18- 32.7.2.8 is appealable to the Chief of Current Development, Bill
Fritz.

8. When the POB is added, the grading of the parking lot south of the garage is modified.
However, the only change in this area appears to be to the 509 contour. The grading on
C332A possibly ponds water around the MRI docks. Why is this area of the parking lot
being modified between C332 and C332A?

9. Trees are shown in the sidewalk along the south side of the parking garage.
(Rev. 1) See comment #7.
(Rev. 2) This sidewalk is no longer needed. For further information, please see the
memo accompanying this letter.
10. Many spaces within the garage are only 16ft long, 2ft short of the county's minimum
requirement. Please address.

11. Please submit an ESC application and fee for an amendment to the approved plan (WPO-
2008- 00004). The ESC plan as proposed is adequate for county approval. However,
please note that another ESC plan will likely be needed for the POB if it is built after the
hospital has been completed.

12. The sidewalk on the south side of lot J appears to have been removed. This sidewalk must
remain. [18- 32.7.2.8]
(Rev. 1) Comment has not been addressed. This sidewalk was shown on the first
approved site plan when Lot M did not exist. The sidewalk is necessary to satisfy section
18- 32.7.2.8 of the ordinance.
This interpretation of 18- 32.7.2.8 is appealable to the Chief of Current Development, Bill
Fritz.
(Rev. 2) This comment has been withdrawn.
13. The dumpster adjacent to the POB must be set on a concrete pad that extends at least 1Oft
in front of the face of the dumpster. The dumpster pad must be as strong as the following
section: 4in. of stone base, 6in. of 3000psi concrete at 28 days, and a wire - reinforcing grid
or #4 bars at 12" on center. Also, engineering review recommends rotating the dumpster
pad so it can be more easily unloaded.

14. An inlet appears to be necessary in the green space between the parking garage and
hospital.
