The plans, entitled "Monticello Fire & Rescue" dated August 10, 2001, last revised November 20,
2001, are hereby approved for construction. One set of approved plans is enclosed for yourrecords. Any
previously approved plans are voided with this approval. This approval is for basic compliance with the
General Water & Sewer Construction Specifications of the Albemarle County Service Authority and does not
relieve the -contractor from responsibility for his work as it relates to the plans and'specifications.
The Albemarle County Service Authority requires that a copy of the approved construction plans be
on the job site. It is .the contractor's responsibility to mark up a copy of the approved construction plans
showing as -built information and provide this data to your client at the completion of utility installation. Final
as -built plans shall be submitted in a digital format.
A preconstruction conference shall be scheduled with the project manager to ensure coordination
and answer any questions. This will be a short meeting to review the project, materials, test methods and
schedule, in order to expedite construction. Please have the proper party call me at 977-4511 to schedule the
meeting. ,?
This approval is valid for a period of eighteen (18) months from this date. If construction is not in
progress at the end of this time period, the approval shall be void.

Dear, Mr. Lilley
Your tentative plan submission has been distributed to the reviewing agencies and the attached comments have been
received. Please review the comments and revise the plan of the proposed development accordingly. Your revisions
should be resubmitted directly to the commenting agency. If not previously submitted the landscaping and lighting
plans should be submitted to both the Planning Department and the Building Code and Zoning Service Department. If
not previously submitted your Erosion Control Plan should be submitted directly to the Engineering Department. I have
not received comments from the Albemarle County Service Authority. I will forward those comments when I receive
them.
After all approvals have been received the final site plan may be submitted for signing. For final site plan submittal you
will need to submit two mylar copies of the site plan (the original and a copy for County records) along with a $325 fee
and completed application to the Planning Department. Submittals are received each Monday and the plan will be
signed within one week of submittal.
If you have any questions about the comments of a specific agency please contact that agency directly. If you have any
questions about the review process please feel free to contact me.

A. Final site plan and drainage computation comments: (Glenn)
1. Drainage computations have not been received.
-2. Materials specification or details were not found for the parking areas or asphalt sidewalk.
3. VDOT approval is required. Comments are attached.
4. Please provide a more gradual transition of travelway width from the entrance apron.
5. A ditch is needed next to the travelway at the toe of the slope. A good illustration of this is provided
under E&S slope protection p.111-367.
B. Road plan and drainage computation comments: (Glenn)
6. At this time the roads are being considered private travelways to serve the fire station property. The
initial section of travelway grades appears adequate to serve any future road which may be placed along
the same alignment. Similarly, the travelway to serve the parking lots next to the building is not being
reviewed as a roadway at this time. When used to access the property in the rear, it may continue to be
considered a travelway for inter -parcel access, rather than a private road. It is noted however that VDOT
standards for non-residential roads allow a 24' width with parking restricted, or a 30' width with parking
allowed. VDOT standards do not allow perpendicular parking spaces along roadways.
C. Stormwater management plan comments:
7. Stormwater management is addressed with the facilities built on the Monticello High School property.

Narrative:
8. Calculations - Detailed calculations for the design of temporary sediment basins, permanent
stormwater detention basins, diversions, channels, etc. Include calculations for pre- and post -
development runoff.
Plan Sheet:
9. Show haul roads to stockpile area.
10. Move temporary paved construction entrance to the west enough to grade the proposed roadbed
without effecting the egress / ingress to the site until the road bed can be utilized for the new paved
construction entrance.
11. The sediment trap "C" should be moved downslope to allow for the safe use of the temporary paved

construction entrance.
12. Move sediment trap "B" downslope to accommodate new stockpile area on the eastern portion of the
site.
13. Show how site is to be protected from start to finish..... the existing drainage direction is proposed to
change 180 degrees and nothing is shown to stop the storm flows into Mill Creek Drive.
14. Show details and calculations for B/M Swale along the proposed temporary road. Show the swale
grading on the plan sheet.
15. Plan must meet or exceed the requirements of MS-8.
16. Silt fence does not work as shown on plan sheet. Silt fence must all be installed at the same ground
elevation or a modified sediment trap must be included at the bottom of the swale or low point to capture
concentrated runoff. Silt fence is not adequate for lengths of stormflow over 100', you maybe able to
incorporate a weir located in the lowest spot along the silt fence to allow for a high flow filter system that
may suffice. However, if the inspector finds that the controls are not working then he will ask for a
proper trap to be installed in the locations that silt fence has proven to be insufficient. This sediment trap
may be constructed as a field modification provided the County's Erosion Control Inspector approves it.
17. All storm drain structures shall empty into a sediment control structures until the site is considered
stabilized by the Engineering Department.
18. These comments may not be all inclusive due to required changes.
19. E&S portion of the Water Protection Bond could not be determined at this time.
Engineering Department approval of the construction plans will be given when "all comments have been
addressed" for items A-D above. A grading permit will be issued when approvals have been granted
from all applicable departments and agencies, and erosion control bond has been posted, and a pre -
construction conference held with the contractor, owner and county staff.

following items have been satisfactorily addressed:
1. Please put the Special Use Permit approval number "SP-00-39" with the zoning information;
2. Please add the following notes to the Site Plan: "When the property to the east is developed, the
sidewalk along. the public driveway shall be extended to that property, and an additional sidewalk,
connecting the future building to the fire and rescue station shall be provided"; and
3. All other reviewing agency approvals.

Dear Mr Lilley-
The Albemarle County Planning Commission, at its meeting on July 24, 2001, unanimously approved the
preliminary site plan and the one way circulation waiver, with conditions.
1 The following note shall be shown on the final site plan: When the property to the east is developed.
the sidewalk along the public driveway shall be extended to that property, and an additional sidewalk.
connecting the future building to the fire and rescue station shall be provided;
2. The landscape plan, to be submitted with the final site plan, shall include street trees or their
equivalent along the front of the station building;
3. A sign shall be installed at the southern -most entrance, which indicates that this drive is for
emergency vehicles only;
4 A note shall be added to the final site plan, which includes the square footage of the area of
assembly Also, the parking information shall be revised to show a parking requirement of 1 space
per 2 staff persons plus 1 space per 75 square feet of area for assembly
5. The following items must be reviewed and approved by the Engineering Department before tentative
approval of the final site plan can be granted:
a An erosion and sediment control plan, narrative and computations;
b Road plans and computations; and
C. VDOT approval of road plans and entrance design.
6 The following items must be reviewed and approved by the Service Authority before tentative
approval of the final site plan can be granted:
a. Approval of final water and sewer construction drawings, which shall be submitted directly to the
Service Authority

b Show proposed water and sewer easements.
c. The street trees proposed for the west side of the access road will be in direct conflict with the new
18" water main. Also trees around the east side of the site conflict with the new 6" water main,
sprinkler line and water meter. The final utility and landscape plans must reconcile these conflicts.
