HomeMy WebLinkAboutSP200900009 Review Comments Special Use Permit 2010-02-18OF ALBS � ice; F SIR 11 County of Albemarle Department of Community Development Memorandum To: Summer Frederick, Planner From: Glenn Brooks, County Engineer Date: 17 Feb 2010 Subject: BB &T Bank on Rt. 29 (SP200900009) I have reviewed the application documents with regard to the special use permit and waivers for modifying the drive - through at BB &T Bank on Route 29 next to Fashion Square Mall. I am recommending approval of the special use permit, with some options on how the waivers can be addressed; Special Use Permit The additional drive - through lane for an ATM Kiosk is recommended for approval with the reduction in requirements as addressed below; Waiver for reduced stacking from 18- 4.12.6 The applicant has requested 4 stacking spaces instead of 5, and provided a 2 day count summary and a plan detail. The detail includes the vehicles being serviced at the windows, which is not consistent with past county practice. From the county perspective the applicant is asking for 3 stacking spaces, rather than the required 5. In addition, it is not known whether this affected the queuing study measurements. In any case, I do not put much stock in such brief studies. They do not have enough data to be in any way conclusive statistically, as expected variations over the year are not known. So, lacking sufficient data to base a decision on, I look at the physical layout of the site, and the possible impacts of excessive queuing. Below is a comparison, on overlays of the plan, of what the county stacking (5 spaces beyond the window for each window) might look like. LINK CHAIN PENPEN uCE It is evident that excessive stacking will not enter the public roadway, and will not block required parking. These are factors very much in the applicant's favor. What is not in the applicant's favor, is the accessibility of the escape route, or the by -pass lane(s). These are shaded in red in the drawing. Less than half of the cars will be able to access the bypass lane. However, this is not unusual for a drive - through with multiple windows, when cars are well into the queues. Therefore, approval is recommended for reduced stacking in this location. Reduction in travelway width per 18- 4.12.17.c.2 The reduction in travelway width on the outside lane, next to the ATM, shown on the right side of the drawing, is within the tolerance limits for a two -way travelway. Two -way travelways are typically 20' wide, and this width is 19.25'. Where the queuing lanes are narrow, it is expected that the 5 lanes will reduce to 2 or 3. Given the layout, this is not unreasonable. It could be aided by striping of the lanes, with dashed lines where lanes merge, as well as signage indicating the empty (bypass) service window, and the bypass around the ATM, so these lanes are kept open. I will note that I have never seen a closed service widow used as a bypass lane, at least in a permanent arrangement, but it is an occurrence that is used informally. In the future, if this lane is modified to be a functioning service window, the applicant should enlarge the queuing area by modifying the cliff /retaining -wall around the perimeter.
