Okay, so the test pits won't require a critical slopes waiver. The bridge will require an
SP, even with the proposed design. They should just make sure their SP for the dam
covers the bridge also.

I don't know if a building permit is required when the dam is constructed. But, I am certain that there is no building
permit required with this trenching plan.
With regard to the temporary bridge, I have attached a detail from the Erosion Control Handbook for the stream
crossing. The theory behind these bridges is that when the water in the channel reaches the bottom of the bridge, it
becomes dislodged but retained on site thanks to it being anchored to a nearby tree. Theoretically, it should have no
impacts to the flood elevation.

Here's the decision on this: the test pits do not require a critical slopes waiver because
that activity is not subject to the critical slopes regulations. If the activity required a
building permit, a site plan or a subdivision plat, it would possibly be a different story.
We just want to be assured that the test pits are just that and not actual construction.
As I recall, we asked for further info to process the SP and I'm guessing this is related
to that.
The bridge (either temporary or permanent) requires a special use permit in the
FHOD. I suggest they wrap it into the current SP if they haven't already done so.
They will not be able to construct it until the SP is approved and the conditions are met.

Amelia, I have reclaimed the Ragged Mountain Reservoir plan I gave to you last week so I can finish my comment letter
and send it to the applicant before I leave for a mini - vacation tomorrow afternoon. I will note in the comment letter
that critical slope disturbance may require a waiver and this matter is currently being evaluated.
If you have time this afternoon or tomorrow morning and have questions, I can meet with you. Otherwise, I'll return the
plan to you this afternoon when I send out my letter to the applicant.
