The submittal included a sketch plan that identified the proposed parking area, indicating that it encompasses 17,600 sf and would be used for display, employee and customer parking. The outdoor sales and display use requires the special permit because the site falls within an Entrance Corridor. As such, the Planning Commission and Board of Supervisors will rely in large part on the recommendation of the Architectural Review Board in formulating their decisions on this proposal. Review by the ARB prior to review by the Planning Commission and Board of Supervisors is the appropriate path for this type of application. An ARB application has not been submitted for this proposal, and the sketch plan included with the SP application does not provide sufficient information for ARB review. I recommend that you make an application for ARB review and include with it a to -scale site plan that includes detailed parking, planting and lighting information. (A checklist of complete requirements is available on -line at www.albemarle.org.) The following information will facilitate ARB review. 1. Identify each parking space on the plan. 2. Clearly identify on the plan the parking space type (customer, display, employee, etc.). 3. Include a note on the plan stating that the spaces will be striped. (This is a standard ARB requirement.) 4. Show a planting area (with proposed plants) along the Rt. 250 frontage, show trees and shrubs at the interior and perimeter of the parking area, and provide related planting information (plant schedule, etc.). Proposed plants should at least meet the EC landscaping guidelines. In response to a similar proposal, the ARB required additional landscaping beyond the minimums indicated in the guidelines to offset the impacts of a parking lot void of architectural elements. Long planting islands between parking rows, heavy perimeter planting, and 36" shrubs in a double staggered row along the EC were some of the requirements. It is strongly recommended that you propose an increased level of planting to offset the impacts of the proposed parking area. 6. Indicate if lighting is proposed. If it is, include in the plan complete lighting information, including a photometric plan. Ensure that lighting levels do not exceed 30 fc. 7. Show existing and proposed utilities. Ensure that proposed improvements, including plants and lights, do no conflict with utilities. Other applications of this type have been subject to standard conditions that have included those listed below. These are being provided now simply for your information. These conditions could be recommended for your proposal. Other, additional conditions could also be recommended. • Vehicles shall not be elevated anywhere on site. • Vehicles shall be displayed only in areas indicated for display shown on the plan entitled XXX dated xxx. Display parking shall be only in designated striped parking spaces, as identified on this plan. • Final site plan approval is subject to ARB approval of the landscape plan (submitted with the site plan). Landscaping shown on the plan may be required to be in excess of the minimum requirements of ARB guidelines or the Zoning Ordinance to compensate for the negative visual impact of the proposed use. • Final site plan approval is subject to ARB approval of the lighting plan (submitted with the site plan). Maximum light levels on site shall not exceed 30 footcandles.
