Subject: Stone Robinson Elementary School Critical Slope Waiver (SDP- 2010 - 00005)
The critical slope waiver request has been reviewed. The engineering analysis of the request follows:
Description of critical slope area and proposed disturbance:
The current site plan is for the addition of fill to the Stone Robinson Elementary School site so that a Little
League -sized baseball field can be constructed. The proposed plan calls for the addition of drainage
structures as well as the necessary fencing of the field. The school and the adjacent owner, Luckstone, will
enter into an agreement so that the waste material from the quarry operation can be used to create the ball
field.
After reviewing the County's aerial topography, it appears that all slopes being disturbed with this plan are
manmade, though none are shown on an approved site plan. The majority of the disturbed critical slopes
are wooded.

Exemptions to critical slopes waivers for driveways, roads and utilities without reasonable
alternative locations:
There are no exemptions to critical slope disturbance.
Compliance with Zoning Ordinance 18 -4.2:
,'movement of soil and rock"
Movement of soil can be limited with an appropriate sediment trapping measure before site runoff
leaves the site.
"excessive stormwater runoff'
Stormwater discharge will be increased with the replacement of trees with a grass ball field. However,
this increase will be somewhat mitigated by an existing downstream culvert on the Luckstone property

which will detain the increase flow of water to a value close to the pre - development rate.
"siltation"
Inspection and bonding by the County will ensure siltation control during construction. Proper
stabilization and maintenance will ensure long term stability.
"loss of aesthetic resource"
Engineering review has not visited the site to evaluate its aesthetic value.
"septic effluent"
The proposed work is located in the vicinity of a RWSA batch sanitary treatment plant (located on the
southwest side of sheet 3). However, Justin Weiler of RWSA has informed me that there are no
sanitary treatment facilities north of the access drive which is roughly the limits of disturbance for this
project. County engineering review is satisfied that the authorization of this project will not create
septic disposal issues.
Engineering review has no objection to the approval of the critical slopes waiver.
