Moore Balzer & Associates 1561 Commerce Rd., Suite 401 Verona, VA 24482 RE: SP2009 -029 Charlottesville Kingdom Hall — Special Use Permit Dear Mr. Moore: Thank you for your recent submittal received on January 20, 2010 for the above noted project for Tax Map 76, Parcel 51. The following comments are provided to help you meet requirements regarding your special use permit for the construction of a new church building and parking, and address any staff concerns: ARB: • Previously, issues regarding potential impacts of the proposal on the Entrance Corridor were outlined. These included the issue of the location of the church at the back of the site, with all of the parking located between the church and the Entrance Corridor. Various characteristics of the site and elements of the proposed development are expected to mitigate the impacts of this layout. Consequently, staff recommends that this issue, as well as the others that were previously identified, can be addressed with the ARB at the site plan review stage. You are encouraged to include the line of sight diagrams exhibit with the ARB site plan submittal when it is made. Planning: • The issue regarding the future installation of a sidewalk at the front of the site will be addressed by a special use permit condition. Current Development: • It is recommended that a critical slopes waiver be pursued with the special use permit request as a critical slopes waiver is a discretionary action and approval of the special use permit does not imply or insure approval of the critical slopes waiver. Fire Rescue: • Final approval is subject to field inspection and verification. Additional questions or comments may occur at a future date.
