RE: SP2009 -030 Greenbrier Emergency Animal Hospital — Special Use Permit
Dear Mr. Kabbash:
Thank you for your recent submittal received on March 1, 2010 for the above noted project for
Tax Map 61W, Section 1, Block A Parcel 5.
The following comments are provided to help you meet requirements regarding your special use
permit to extend your veterinary services clinic hours and expand the space in the existing
building on the site, and address any staff concerns:
Planning:
• Staff has provided additional comments to the previously revised conditions sent to you for
your review. (see attached) Please let me know as soon as possible if the revised conditions are
satisfactory for you and the applicant. I will then forward the conditions to the County Attorney
for final review.
Fire Rescue:
• As stated in previous comments, this must comply with the Virginia Statewide Fire Prevention
Code. Also final approval is subject to field inspection and verification.
As noted above, after you have informed me that the revised conditions are satisfactory for you and the
applicant, I will forward the conditions to the County Attorney for final review. Once the conditions are
ready I will check in with you to confirm that you are ready to set a public hearing. Other than
finalizing the conditions, all substantive issues have been resolved.
A public hearing with the Planning Commission will not be advertised until you advise us that the
project is ready to proceed to a public hearing. At that time, the legal advertisement will be run in the
newspaper and a staff report will be prepared to go to the Planning Commission.
Please be advised that, once a public hearing has been advertised, only one deferral prior to the Planning
Commission's public hearing will be allowed during the life of the application. The only exception to
this rule will be extraordinary circumstances, such as a major change in the project proposal by the
applicant or more issues identified by staff that has not previously been brought to the applicant's
attention. As always, an applicant may request deferral at the Planning Commission meeting.

Revised Conditions for Greenbrier Emergency Animal Hospital: March 24, 2010
1. There shall be no outside exercise area;
2. No animals are to be confined outside;

4. Hours of operation shall be limited to: Monday — Thursday: 5:30 P.M. — 9:00 A.M.; 5:30 P.M. Friday
