[ Joel .DeNunzio @VDOT.virginia.gov] Sent: Wednesday, April 21, 2010 10:44 AM To: Summer Frederick Cc: Amy Pflaum Subject: SDP - 2009 -00033 University Village -Phase I -Final SDP - 2009 -00033 University Village -Phase I -Final Summer, I have reviewed the plan and have the following comments: 1. Show the design speed on the road as 35 mph on sheet R -4 in the Street Design Data table. Sight distance needs to be in accordance with page F -35 of VDOT's Road Design Manual, Table 2 -7. SDR is 455 feet and SDL is 425 feet. Sheet S -2 shows incorrect intersection sight distance. 2. The road section labeled "Proposed Grade Boulder Road Extension" on the sanitary sewer profile on sheet S -5 indicates that the rotation point for superelevation is at each of the median curb faces and the contours also show this rotation. This is an incorrect application of the standard TC -5.01 standard, Details of Superelevation About Baseline. Refer to VDOT standard TC -5.01 drawing 802.07. The rotation point is to be applied at the center of the median at a point where the proposed pavement would meet if there was a flush median. 3. Show the design speed of 35 mph on the profile on sheet R -1 instead of the posted speed. Design features are all based on the design speed. 4. The minimum radius for a horizontal curve from AASHTO is for the inside driving lane centerline. When there is a multiple lane road with a 16 foot median, the value for 35 mph in AASHTO is 371 feet. The minimum centerline radius needs to be increased by the distance of the center of the inner most lane to the center of the median. For Boulders Road, the minimum centerline radius should be 371 +27 =398. Show the superelevation rate, e, where the profile shows "Begin Full Superelevation". E =4% 6. Tangent runout, Lt, should be 71' and super runout, Lr, should be 142' according to TC -5.01 drawing 802.27. The values shown on sheet R -1 are 63' and 125' respectively. Show all horizontal curve data in accordance with page 2C -6 of the VDOT Road Design Manual. Show stopping sight distance on crest vertical curves in accordance with page 2A -9 of the Road Design Manual. The sight distance on the profile on sheet R -2 needs to be consistent with comment #1 above. 10. Curve C -7 should have superelevation, e =3.3 %, Lt =71' and Lr =118'. The super between curve C6 and C7 should be applied in the same way as a reverse curve since these two curves create a broken back reverse curve. 11. Pavement striping needs to be Type A marking. Stop bars and crosswalks should be Type B Class IV. 12. Right turn lanes needs to be 12 feet just like the through lanes. Sheet R -3 shows an 11 foot turn lane. 13. Sheet R -4 needs to remove the minimum k value for crest curves. The design on the crest curves needs to be shown as indicated in comment #8. 14. The minimum intersection sight distances on sheet R -4 need to be updated as indicated in comment #1. 15. Use 21 B in the subbase of the roadway structural section. 16. Lateral setbacks in accordance with the requirements of the Road Design Manual, page A -19, Low Speed Roadways with Curbs, need to be shown on the typical sections. No fixed objects should be shown in the lateral setbacks including street trees. It is recommended that the sidewalk and the trees are reversed to provide the minimum setbacks required. 17. The Superelevation table at the bottom of sheet R -5 needs to be updated to reflect comments #4, #6 and #7. 18. UD -2 drains need to be shown on the low side of the superelevated sections of road. 19. DI -313's need to be used instead of 213's. There are no spatial restrictions and the combination will not make the inlet length any less. Also, DI -2's are more difficult to access and cause depressions in the travel way when installed in medians. Also, DI -213's or 313's have a max height of 9 or 8 feet respectively. Some proposed structures appear to exceed that limit. 20. The curb inlet spreads on the median curbs cannot exceed 6 feet in accordance with Chapter 9 of the Drainage Design Manual. 21. Gutter widths in the median should not be shown and the local depression is to be calculated as 1 inch for a distance of 1 foot in accordance with standard drawing for DI -2 or 3. 22. Pavement cross slopes need to be indicated properly for DI according to the actual superelevation at a specific cross section. If you have any questions, please let me know.
