The ESC plan for Keswick Club Tennis Court Construction project has been reviewed. The plan can be
approved after the following comments are addressed.
The concept for this ESC plan possesses a few issues: silt fence cannot be used for drainage areas
wider than 100ft; the use of "cleanwater" diversions is not a state approved method; and, the
placement of the construction entrance and the area of work necessitates construction traffic
crossing the diversion.
The size and configuration of the work area requires a sediment trap. Please provide one to the
south of the fill with diversions encompassing the proposed work on the east and west (to the front
of the construction entrance) sides. Per 17- 320.13, engineering review will allow as little
disturbance in the stream buffer as needed to construct the trap. To reduce the drainage area of the
sediment trap, I recommend constructing a small, sodded channel (3:1 side slopes Ift depth) from
the light pole at the corner of the existing courts to existing riprap channel.
2. The sediment trap does not appear to have any dry storage. The trap dimensions table should
specify the elevation of the bottom and top of the weir. The top of the weir must be Ift below the
top of dam.
3. Please show an area for staging and parking within the plan. Will additional land be needed for
the storage of the gravel and hydrocourt components?
4. Is there a septic drainfield between the new courts and the existing house?
5. The plan appears to require fill. Please state in the offsite areas of the narrative that any offsite fill
material must come from a location with an approved erosion and sediment control plan to be
verified by the County ESC inspector.
6. A paved washrack from the County's Design Manual is not needed for this site. The detail
showing a 70ft long paved construction entrance may be removed from the set if desired.
7. 1 recommend modifying the existing riprap channel around the transformer with this plan.
8. Please update the site plan submittal accordingly. If channels are proposed or other areas are
cleared, the site plan should show this. Similarly, show the sediment trap area as being restored to
original contours on the minor site plan amendment.
9. An ESC bond will be calculated at the time of plan approval.
