RE: SP201000008, The Canine Clipper Dog Grooming and Boarding
Dear Ms. Peloquin:
Thank you for your recent application for a special use permit to allow a dog day camp facility, a
dog grooming business, and an overnight dog hotel to operate on the property. The members of the
County's Site Review Committee have reviewed the development proposal referenced above.
Preliminary comments are included below.
Specifics of the Proposal
The applicant is seeking approval to operate a dog day camp facility, a dog grooming business, and
overnight dog accommodations on the property. The grooming station and boarding kennel are
located in a concrete block structure behind the main house, and the boarding kennel houses ten
runs. The applicant has provided the following specifics regarding the Special Use Permit
application:
Damp and Dog Grooming
• Days of operation — seven days a week
• Hours of operation - 9:00 AM to 5 -4:00 PM
• A maximum number of drop -offs and pick -ups per day — 8 (4 trips total)
• The applicant picks -up and drops -off 18% - 20% of the grooming and day camp clients
• One employee
• A maximum number of dogs per day — 20
• Dogs are kept in the kennel in between scheduled outdoor time in fenced areas
• Closed one week per year during the summer
Overnight Accommodations
• Open seven days a week
• Pick -ups an drop -offs occur at specified times:
o Monday thru Thursday — 9:00 AM, 4:00 PM, 8:30 PM

• Friday and Saturday — 9:00 AM
• Sunday — 8:30 PM
Dogs are kept in the kennel during the night
The applicant picks -up and drops -off 35% - 40% of the overnight clients
A maximum of 10 dog guests per night
Planning Division
The applicant has requested a waiver from two sections of the County Code with which the business is
not currently in compliance. The applicant has also received letters of support from six of the nine
property owners adjoining her property.
The Planning Division has no objection to the application.
Health Department
No objection.
Division of Zoning and Current Development
Unless the applicant can provide evidence to the contrary, the buildings are not soundproofed; therefore,
this application involves several different waivers/ modifications. According to the County Code, they
are:
1. (Section 5.1.11 a) —For non - soundproofed animal confinements, an external solid fence not less
than six (6) feet in height shall be located within fifty (50) feet of the animal confinement and
shall be composed of concrete block, brick or other material approved by the zoning
administrator.
The applicant notes that the current fence is 5 feet high consisting of woven wire with wood posts.
Therefore, this is a waiver of height (by one foot) and fencing material.
2. (Section 5.1.11 a) — Except where animals are confined in soundproofed, air - conditioned
buildings, no structure of area occupied by animals shall be closer than five hundred (500) feet
to any agricultural or residential lot line.
The fenced area is very close to the adjoining property lines, some places as close as 15 or 38 feet. The
applicant should submit either letters of support from those closest adjoining property owners or actual
sound study data.
County Engineer
The application indicates that the performance standards (mainly noise levels) cannot be met, and a
waiver of these and the distances to property lines have been requested.
Building Inspection
No objection.
Fire and Rescue Division
No objection.

Virginia Department of Transportation (VDOT)
Please have the applicant contact the VDOT Charlottesville Residency at 434 - 293 -0011 to schedule a
Permits Inspector to meet out on site and evaluate sight distance at the location of the entrance.
Comments from each reviewer reflect information available at the time the development proposal was
reviewed, and should not be considered final. However, the Site Review Committee has attempted to
identify all issues which could effect approval of the proposed project.
