Marotta, Senior Planner Division: Zoning & Current Development Date: May 18, 2010 Subject: SDP - 2010 -34 Earlysville Service Center- Preliminary The Planner for the Zoning & Current Development Division of the Albemarle County Department Community Development will recommend approve the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [32.5.6.a] Developer. COMMENTS: Provide developer name and information, as required by this section. 2. [32.5.6.a] Zoning. COMMENTS: a. This parcel is within the Airport Impact Area. Please indicate AIA under "Zoning." b. This parcel is currently subject to SP2008 -25. Provide this information under "Zoning ", and per ordinance, provide a list of all conditions somewhere on this plan (probably the cover sheet.) c. This parcel is the subject of SP2010 -01, which is currently under review. The preliminary plan can be approved before SP2010 -01, however it will be a condition of Final site plan approval that the plan must conform to any and all applicable SP conditions. 3. [32.5.6.a] Scale. COMMENT: Please provide a graphic scale on the plan sheet. 4. [32.5.6.a] Datum reference for elevation. COMMENT: Provide benchmarks 5. [32.5.6.a] Source of survey. COMMENT: Please provide specific information related to source of topography/ boundary data (i.e. date of field survey, etc...) 6. [32.5.6.a] Tax map and parcel number. COMMENT: County GIS shows different boundary lines for TMP 31 -14J and 31 -14B. Please address this discrepancy. 7. [32.5.6.a,i] Boundary dimensions. COMMENT: Please show corners of property, particularly up along Earlysville Road. Boundary line information thru Earlysville Road does not connect with side boundary lines. Make limits of right -of -way more clear compared to property boundary. Is line A -H the centerline or the property boundary line? 8. [32.5.61] COMMENT: Indicate that this property is within a "water supply protection area". This can be added to Note #1 on the cover sheet. 9. [32.5.6.j] COMMENT: Are there no easements on the property? 10. [32.5.6.1] COMMENT: If easements are required for this project (perhaps by another commenting division/agency) they must be shown on the plan. 11. [32.5.6.n] COMMENT: Provide concrete section for dumpster pad. 12. [32.5.6.n] COMMENT: Please confirm with your client that VDOT 21B will be the surface treatment provided in the drive aisle and parking lot. If gravel is the preferred treatment, additional approvals may be required by the County. 13. [32.5.6.q] COMMENT: VDOT approval is required 14. [32.5.61] COMMENT: Health Department Director approval is required for proposed drainiield and reserve. Please submit soils work to my office, or, provide evidence of previous approval. 15. [SP condition #10] Hours of operation on the cover sheet do not match those approved in the SP. Please revise cover sheet hours to match those approved with the SP. 16. [SP condition #4] Provide fence detail to ensure compliance with condition. 17. COMMENT: Arrow tips do not appear for adjacent property information callouts for properties to the west (TMP 31 -14134, 14133). 18. COMMENT: Please clarify notes #21 and #22, that those things will be provided with the Final Site Plan. 19. COMMENT: Please clarify that the Special Use Permit that was approved on Aug. 5, 2009 was SP2008- 25.... Although, this note may be removed if you provide this information under "Zoning ". 20. COMMENT: Please revise Note #1 to read, "..a watercourse, but is in the Rivanna...." Final tentative approval from this department will be subject to the following conditions: [These conditions are those which have been identified at this time. Conditions may be added or eliminated based on additional review.] 1. [32.5.6.b] COMMENT: Maximum amount of paved parking and circulation area 2. [32.5.6.a] COMMENT: Building square footage must be in conformance with approved SP at time of Final Site plan approval 3. [32.5.6.n, SP condition #12] COMMENT: An outdoor lighting plan is required. 4. [32.5.6.p, SP conditions #1, 3] COMMENT: A landscape plan and conservation plan is required. 5.
