Current Development Engineering can recommend approval once the following comments have been addressed: General Site Plan Comments r auu a 11U« LU aneet 1 stating that this property is in the Lickinghole Creek Watershed [18- 32.5.6.f]. (Rev. 1) Comment has been addressed. 2. Each development shall be provided with safe and convenient ingress from and egress to one or more public roads. Without the completion of the New Main Street project, this proposed development has no vehicular entrance. [ 18- 32.7.2] (Rev. 1) Comment has been acknowledged. 3. The Downtown Crozet District zoning requires new sidewalks on Crozet Avenue and New Main Street to be 10 -feet wide [18- 20B.7.A]. Although this proposal states that the sidewalk will be built with a different project, this proposal must accommodate the required width or seek a waiver of the Ordinance. The applicant may request a waiver of the width requirement under the provision in 18- 20B.7.D, this is an administrative waiver to the Chief of Current Development. (Rev. 1) Comment has been acknowledged. 4. In several locations on the plan, proposed contours do not tie back into existing contours correctly, please revise. [18- 32.5.6.d] (Rev. 1) Comment has been addressed. However, please state on Sheet 4.2 of the Final Site Plan that "Existing contours on this sheet refer to the proposed contour lines from Sheet 4.0" The minimum dimensions of a dumpster pad are 18' deep by 10' wide. The concrete paving 8 feet in front of the dumpster pad must meet the same strength requirements as the pad. [18- 4.12.19] (Rev. 1) Comment has been addressed. 6. Please show sight distance triangles at the new entrance. [18- 4.12.17.b] (Rev. 1) Comment has been addressed. 7. It is unclear from the proposed grading if an adequate landing of 40 feet at no greater than 4% slope has been designed at the proposed entrance onto New Main Street. The cross -slope on this entrance appears to be severe. [18- 4.12.17.b] (Rev. 1) Comment has not been addressed. 8. Please show location of the new rights -of -way of Crozet Avenue and New Main Street, or show the easements necessary for access, road and sidewalk maintenance. [18- 32.5.6.i] (Rev. 1) Comment has been addressed. 9. Without the completion of the New Main Street and Crozet Streetscape projects, this proposed development lacks the infrastructure necessary for storm sewer outfall. An adequate channel would need to be graded from the point of release to the roadside ditch of Crozet Avenue. (Rev. 1) Comment has been acknowledged. Stormwater Management Comments (for information purposes only) 10. The proposed Regional Stormwater Management Facility, as a Constructed Wetland, will have a pollutant removal rate of approximately 30 %. This is significantly lower than the required removal rate for a site with a proposed impervious area of 81% of the parcel. To meet the removal rate, an on -site BMP would be required; however, this property is in the Lickinghole Basin drainage area which provides for the area's water quality management. [17- 316(B)] (Rev. 1) Comment has been acknowledged. 11. It has not been determined what the storage capability of the Regional Stormwater Management Facility will be. To meet the requirements of the Water Protection Ordinance, Section 17 -314 Control of Peak Rate and Velocity Runoff, on -site detention may be required. (Rev. 1) Thefinal site plan for this project cannot be approved until on -site detention is provided OR the Board of Supervisors approves the creation of a SWM district in Downtown Crozet and exempts those properties from detention requirements. Final Site Plan comments (for information purposes only) 12. Temporary grading and construction easements will be necessary from TMP's 56A2 -1 -12, 56A2- 1-13, 56A2 -1 -14, and 56A2 -1 -15. (Rev. 1) Comment has been acknowledged. 13. If the building site and the parking lot are to be graded at the same time, very little room is left at the lower elevations of the parcel for erosion and sediment control measures. Please take this into consideration when designing for E &S.
