Thank you for the recent resubmittal for this special use permit application. Please find review
comments included in this letter.
Please see the online resubmittal schedule for a list of dates on which you can submit your
revisions and responses to review comments (below and attached), as well as for possible
Planning Commission dates (please note that the listed dates are the earliest possible, but actual
dates need to be selected to suit the revision schedule for each project.)

COMMENTS
Planning (Scott Clark)
• Approximately how many people would attend the outdoor worship services?
• How often would the member retreats be held?
• What structure would the weddings be held in —or would they be outdoors? Would the
"bridal parties" in the guest house be events, or groups of people being accommodated
there overnight?
• Please explain how parking would be provided and how traffic would be managed,
especially for the weddings and the large community events. If no grading is proposed,
how will the existing parking area and entrance accommodate the traffic generated by
these uses?
• Please explain how the physical impacts (noise, water use, sewage, etc.) of large uses (for

example, camping and cross - country running) would be managed.
• What is the size of the possible expansion of the guest house? The expansion should be
shown on the plan. Otherwise, if any eventual approval is based on this plan, it would
require an amendment of the special use permit before the building could be enlarged.
• Will the proposed weddings be for church members, or do you plan to rent the facility for
weddings for the general public?
• Where is the existing woodshop referred to in your May 5th letter?
• Please show the existing parcel lines on the conceptual plan —the current drawing does
not show the boundaries between the existing church property and Dover Foxcroft.
• Please provide a legend on the plan for the symbols for stream buffers, vegetation, and
critical slopes (rather than just notes and arrows).
Zoning (Ron Higgins)
First, after seeing the Fall 2009 list of proposed uses, this May 5, 2010 list is much closer
to the use(s) that one might consider to be part of a church. However, while the scope
has been dramatically lowered from the 2009 proposal, some of the events may exceed
the capacity of the facilities. Of particular concern would be the "community wide
events... involving 700 -1000 people... ". Is there sufficient parking area available for such
events (233 -333 spaces ?)? If so, how is it arranged, designed and located? The answer
to this could affect any decision on whether a site plan would be needed.
The uses on the latest proposal appear to be typical of what a community church would
be expected to sponsor and house. It should be made clear that these should all fall
within the VOF mandate of "non- commercial church - related activities ".
Current Development – Planning (Bill Fritz)
I have reviewed the most recent submittal and offer the following comments. The plans
submitted show no new construction of any kind nor any alteration to parking or
entrances. If no additional parking is required for this use (parking needs are determined
by the Zoning Division) and no change in the entrance is proposed or recommended then
no site plan is required. If additional parking is required or a change in the entrance is
proposed or recommended a site plan will be required.
Historic Resources (Margaret Maliszewski)
Department of Historic Resources (DHR) files indicate that a number of historic
resources have been identified at this site. The site was surveyed in 1979 and re- surveyed
in 2006. By 2006, some ruins identified in the earlier survey (icehouse, blacksmith shop
and kitchen) had been lost. The remaining resources have not been formally evaluated by
DHR for eligibility for inclusion in the state or national registers.
The most recent revision to this plan indicates that no construction, grading or demolition
are associated with this proposal. The applicant is encouraged to maintain the historic and
architectural integrity of the remaining cultural resources at this site.

Inspections (Jay Schlothauer)
• The existing buildings (guest house, cottage, arts & crafts barn and fellowship hall) must
be evaluated by this office for building code compliance, and the appropriate Certificates
of Occupancy must be issued for the buildings. (Staff note: Please contact Mr.
Schlothauer to arrange a site inspection for this purpose.)
Fire/Rescue (James Barber
Preliminary approval based upon letter from applicant dated May 05, 2010. Must comply
with the Virginia Statewide Fire Prevention Code. Final approval is subject to field
inspection and verification.
Virginia Doartment of Health
• Comments from the Department of Health will be provided as soon as they are available.
Virginia Doartment of Transportation (Joel Denunzio)
• The latest traffic count on Spring Hill Road is 1200 vpd. It does not appear that a
Chapter 527 Traffic Study will be warranted.
• The existing and proposed entrances need to be evaluated for adequate sight distance,
commercial standards, and adequate capacity. (Staff note: Please contact VDOT directly
to arrange for a site visit and entrance evaluation, and include the results with your next
submission)
