PROJECT DETAILS /SITE CONTEXT
The applicant is proposing to upgrade an existing gasoline service station located on the west side of Route
29N, adjoining the northeast side of the Brown Honda Body Shop and approximately 500' south of the
intersection with Rio Road West. The proposal includes the demolition of a vending machine enclosure and
pump island building, the replacement of fuel pump dispensers, the construction of a 248 s.f. addition to the
north end of the existing store and the general renovation of building exterior through design and materials.
The building height will be increased by 8' with the addition of a gable roof form. Additional changes to the
landscaping or site layout are not proposed.
VISIBLITY
Due to its close proximity to Route 29N, below grade location from the right -of -way and lack of vegetation in
between, the proposed changes are expected to be visible from the Entrance Corridor. The existing gasoline
canopy, designated to remain, will limit visibility of the proposed building for south bound traffic.

Building Design
Issue: Building Redesign/Front Pediment/Materials
Comments: The proposed (remodeled) building will be 42' long, 24' wide and 20' tall to the roof line. The
main gable roof form, with its chocolate brown standing seam metal, will have a triangular wooden louver vent
at each end while the intersecting gable roof with its pediment centered over the entrance in the front,
southeast, elevation will have a circular vinyl louver vent. All of the vents will be chocolate brown. Samples of
the brown color or its PMS equivalent were not provided with this submission. A sample of the chocolate
brown metal roof material was included in this application and is expected to compliment the other proposed
materials and colors. Tan color vertical vinyl board and batten siding is proposed for the southeast pediment
facing the Corridor. The storefront entrance beneath the pediment is to have bronze frames with bronze tinted
glass. A sample of the glazing, and a cutsheet documenting the reflectance value, was not provided with this
application. Typically the ARB requires that the reflectance value be held below 7 %.
A light terra cotta color brick is proposed for the elevations on all 4 sides of the building with a continuous
brick rowlock course at the window level. A tan color window frame with chocolate brown color vinyl louver
shutters, in the closed position, is proposed at each end of the front, southeast, elevation and in the center of
both side elevations. Samples of the brown color or its PMS equivalent were not provided with this
submission. The use of vinyl for the shutters is expected to have a limited visual impact due to the buildings
110' distance from the Corridor, angular orientation, and the closed position of the shutters. The proposed
building colors are expected to blend well together and compliment each other. The proposed building
materials, with the exception of the vertical vinyl board and batten, have a well coordinated appearance that is
reflective of historic structures in the area and complimentary of previous buildings approved by the ARB for
this Corridor. The vertical design of the board and batten, with its tan color in its visible location, is expected to
have an appearance that is not characteristic of the architecture and does not compliment the building. The use
of a material with a less discernible or no pattern in this location would be more appropriate for this building.
Recommendations: With the next submission, include color samples, or the PMS equivalent, for the proposed

louver vents and louver shutters or revise the drawings to indicate the color will match the proposed chocolate
brown metal roof color. Include a sample of the window glazing along with documentation that it is below 7%
in reflectance value. Revise the proposal to show the use of an alternate material for the pediment in the front,
southeast, elevation. A material with a less discernible or no pattern would be more appropriate.
Issue: Exterior Building Lights
Comments: The applicant is proposing the use of exterior Hi -Lite Mfg. wall -mount down light fixtures on the
building. A fixture is shown on each side of the shuttered window in the front and side elevations. The fixtures
with their 32 watt fluorescent bulbs, while not full cutoff, do not exceed the 3,000 lumens threshold for full
cutoff requirement. The fixture has brown metal housing with a clear glass shade below. Its simple design
compliments the building. Glare from the bulb is not expected to be an issue due to the building's distance
from and below the Corridor and the low wattage of the bulb.
Recommendations: None.
Issue: Building Mechanical Equipment/Location
Comments: The location of mechanical equipment to serve the proposed building was not indicated in this
submission. The identification of ground- mounted and building- mounted equipment is needed to determine
visibility. Entrance Corridor guidelines require that mechanical equipment be screened to eliminate visibility
from the EC with screening devices that are compatible with the building. Two dumpsters are currently located
in the parking lot at the north end of the site, highly visible from the Corridor, with no screening enclosures.
Screening them with dumpster enclosures would benefit the overall site significantly.
Recommendations: Revise all applicable drawings by showing the location of all proposed ground and/or
building- mounted mechanical equipment and the method of screening to eliminate visibility from the EC.
Screening devices that are compatible with the building design would be appropriate. Consider placing the
existing dumpsters, located at the north end of the site, inside enclosures that would eliminate their visibility
from the Corridor.
Issue: Building Signage /Canopy Pumps
Comments: The building elevation drawings on Sheet B 1 show a wall sign WILCO to go in the pediment of the
front, southeast, elevation. The overall sign size appears to be proportionate to the pediment. Details, including
materials, colors, dimensions and lighting, if any, were not provided. An application for the sign can be made
separately or the sign details can be submitted and reviewed with the next submission. A photo of the proposed
fuel pump dispenser was included in this submission. The green and white colors match those that were
recently approved for refacing the freestanding and canopy signs.
Recommendations: None.
SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. The proposed building materials and colors.
2. The vertical vinyl siding in the pediment.
3. The proposed building signage.
Staff recommends approval of the Certificate of Appropriateness, pending staff administrative approval of the
following conditions.
1. With the next submission, include color samples, or the PMS equivalent, for the proposed louver vents and
louver shutters or revise the drawings to indicate the color will match the proposed chocolate brown metal
roof color. Include a sample of the window glazing along with documentation that it is below 7% in
reflectance value. Revise the proposal to show the use of an alternate material for the pediment in the front,

southeast, elevation. A material with a less discernible or no pattern would be more appropriate.
2. Revise all applicable drawings by showing the location of all proposed ground and/or building- mounted
mechanical equipment and the method of screening to eliminate visibility from the EC. Screening devices
that are compatible with the building design would be appropriate. Consider placing the existing
dumpsters, located at the north end of the site, inside enclosures that would eliminate their visibility from
the Corridor.
